Initiation of Antidumping Duty Changed-Circumstances Review: Stainless Steel Bar From Japan
In accordance with section 751(b) of the Tariff Act of 1930, as amended (the Act), and Sec. 351.216(b) of the Department of Commerce's (the Department's) regulations, TRW Fuji Valve, Inc. (TRW), a U.S. importer, filed a request for a changed-circumstances review of the antidumping duty order on stainless steel bar from Japan. The petitioners and domestic interested parties have affirmatively expressed a lack of interest in the continuation of the order with respect to 21-2N modified valve/stem stainless steel round bar.\1\ In response to this request, the Department is initiating a changed- circumstances review of the order on stainless steel bar from Japan with respect to this product as described below.
Ball Bearings and Parts Thereof From France, Germany, Italy, Japan, Singapore, and the United Kingdom: Notice of Partial Rescission of Antidumping Duty Administrative Reviews
On July 3, 2006, in response to requests from interested parties, the Department of Commerce published a notice of initiation of administrative reviews of the antidumping duty orders on ball bearings (and parts thereof) from France, Germany, Italy, Japan, Singapore, and the United Kingdom. The period of review is May 1, 2005, through April 30, 2006. The Department of Commerce is rescinding these reviews in part.

In accordance with the Marine Mammal Protection Act (MMPA) regulations, notification is hereby given that NMFS has issued an Incidental Harassment Authorization (IHA) to Eglin Air Force Base (EAFB) for the take of marine mammals, by Level B harassment only, incidental to Naval Explosive Ordnance Disposal School (NEODS) training operations at EAFB, Florida.
North American Free-Trade Agreement (NAFTA), Article 1904 Binational Panel Reviews
On October 6, 2006, the binational panel issued its decision in the full sunset review of the antidumping and countervailing duty determination made by the International Trade Commission, respecting Magnesium from Canada, Secretariat File No. USA-CDA-2000-1904-09. The binational panel affirmed the International Trade Commission determination with two dissenting opinions. Copies of the panel decision are available from the U.S. Section of the NAFTA Secretariat.

Certain Hot-Rolled Carbon Steel Flat Products From India: Notice of Rescission of Antidumping Duty Administrative Review
After the Department of Commerce (the Department) initiated a review of the antidumping duty order on certain hot-rolled carbon steel flat products (HRS) from India covering the period December 1, 2004, through November 30, 2005 (the period of review or POR), the sole respondent, Essar Steel Ltd. (Essar), claimed it did not ship subject merchandise to the United States during the POR. The Department is now rescinding this review based on record evidence consistent with Essar's no shipments claim.

NMFS is prohibiting directed fishing for Pacific cod by non- American Fisheries Act (AFA) crab vessels catching Pacific cod for processing by the offshore component in the Western Regulatory Area of the Gulf of Alaska (GOA). This action is necessary to prevent exceeding the 2006 Pacific cod sideboard limits apportioned to non-AFA crab vessels catching Pacific cod for processing by the offshore component of the Western Regulatory Area of the GOA.
