On August 8, 2005, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty order on stainless steel sheet and strip in coils from Mexico See Stainless Steel Sheet and Strip in Coils from Mexico; Preliminary Results of Antidumping Duty Administrative Review, 70 FR 45675 (August 8, 2005) (Preliminary Results). This review covers one manufacturer/exporter, ThyssenKrupp Mexinox S.A. de C.V. (Mexinox), of the subject merchandise to the United States during the period July 1, 2003 to June 30, 2004. Based on our analysis of the comments received, we have made changes in the margin calculation; therefore, the final results differ from the preliminary results. The final weighted-average dumping margin for the reviewed firm is listed below in the section entitled ``Final Results of Review.''

The NOAA Office of Education (OEd) is issuing a request for applications for environmental literacy projects. Projects selected for funding will have a duration between one and five years and will (1) further the use and incorporation of the Ocean Literacy Essential Principles and Fundamental Concepts in formal and informal education and/or measure ocean literacy among the public; or (2) strengthen the capacity to develop a workforce knowledgeable in weather and climate. All projects shall employ the strategies articulated in the NOAA Education Plan and involve NOAA entities as partners. It is anticipated that final recommendations for funding under this announcement will be made by June 30, 2006, and that projects funded under this announcement will have a start date no earlier than September 1, 2006.

In response to requests from Sahaviriya Steel Industries Public Company Limited (SSI), United States Steel Corporation (petitioner), and Nucor Corporation (domestic interested party (Nucor)), the Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on certain hot- rolled carbon steel flat products (hot-rolled steel) from Thailand. This administrative review covers imports of subject merchandise produced and exported by SSI. We preliminarily determine that sales of subject merchandise by SSI have been made at not less than normal value (NV). Because SSI made sales at not less than NV for three consecutive years during the antidumping duty order, we are preliminarily revoking the order on hot- rolled steel from Thailand with respect to SSI. See Intent to Revoke with Respect to SSI below. In addition, we are preliminarily rescinding this review with respect to Nakornthai Strip Mill Public Co., Ltd. (Nakornthai) and G Street Public Company Limited (formerly Siam Strip Mill Public Co., Ltd.) (G Street), because both companies reported, and we confirmed, that neither made shipments of subject merchandise to the United States during the POR. If these preliminary results are adopted in our final results, we will instruct U.S. Customs and Border Protection (CBP) to assess antidumping duties on appropriate entries based on the difference between the export price (EP) and the NV. Interested parties are invited to comment on these preliminary results. Parties who submit argument in this proceeding are requested to submit with the argument: 1) a statement of the issues, 2) a brief summary of the argument, and 3) a table of authorities.

NMFS is promulgating this temporary rule to continue the effectiveness of emergency regulations that established an incidental haddock catch allowance for the Atlantic herring fishery. Emergency action was initially requested by the New England Fishery Management Council (Council). Measures that were implemented June 12, 2005, are extended through this action for an additional 180 days. In developing these measures, NMFS considered recommendations made by the Council's Ad-hoc Bycatch Committee and the Council. These measures are intended to maintain a haddock possession tolerance as close to zero as practicable, while allowing the herring industry to operate.

Revocation of Antidumping Duty Order: Certain Cut-To-Length Carbon-Quality Steel Plate from France

We provided interested parties with an opportunity to comment on the preliminary results of this review, but received no comments. The final results do not differ from the preliminary results of this review. The Department of Commerce publishes this action to make final an interim final rule that extended and expanded the Steel Import Monitoring and Analysis (SIMA) system until March 21, 2009. This action also expands the list of covered items to include all basic steel mill products, but it also removes certain downstream steel products, which were formerly covered products (certain fittings and flanges, certain cold formed shapes, and certain bars). The purpose of the SIMA system is to provide statistical data on steel imports entering the United States seven weeks earlier than is otherwise publicly available. The data collected on the licenses are made available to the public in an aggregated form weekly after Commerce review.

These RNCs have primary application in navigation and geographic information systems. Providing mariners with more timely and accurate information via the Internet is expected to improve their decision-making capability in an often rapidly changing marine environment, thus improving marine safety and reducing the risk of accidents, including injury to people, property, the environment, and local economies. Paper versions of the nautical charts will continue to be available from existing sources. In addition, NOS is announcing the availability of a public service by which fully updated versions of NOAA nautical charts are posted on the Internet in a manner that they may be readily examined on-line. The intent of this service is to make the updated charts easily accessible anywhere for use as a planning and reference tool.
