Strategic Economic and Community Development Program
The Deputy Under Secretary for Rural Development (RD) is seeking applications for the Strategic Economic and Community Development (SECD) priority, as reauthorized by Section 6401of the Agriculture Improvement Act, 2018 (2018 Farm Bill) with modifications, for projects that support multi-jurisdictional and multi-sectoral strategic community investment plans. In Fiscal Year (FY) 2022, the Agency will implement SECD by reserving loan and or grant funds from the appropriations of the programs covered by this funding priority. This notice describes the requirements by which the Agency will consider projects eligible for the covered programs' reserved appropriated funds and the information needed to submit an application.

The American Rescue Plan Act Emergency Rural Health Care Grant Program
The Rural Housing Service (RHS), a Rural Development agency of the United States Department of Agriculture (USDA), announces the availability of up to $500 million in grant funding, appropriated under the American Rescue Plan Act of 2021, for the establishment of the Emergency Rural Health Care (ERHC) Grant Program. As authorized under Section 1002 of the American Rescue Plan Act of 2021, funds will be made available and distributed between two tracks of funding to eligible applicants: Track One, Recovery grants to offer support for rural health care services in the form of immediate relief to address the economic conditions arising from the COVID-19 emergency; and Track Two, Impact grants to offer longer-term funding to advance ideas and solutions to support long-term sustainability of rural health.

The Rural Housing Service (RHS), an agency of the United States Department of Agriculture (USDA), published a notice of solicitation of applications (NOSA) in the Federal Register on February 2, 2021, entitled ``Notice of Solicitation of Applications for Section 514 Off-Farm Labor Housing Loans and Section 516 Off-Farm Labor Housing Grants for New Construction for Fiscal Year 2021.'' The Notice described the methods used to distribute funds, the pre-application and final application processes, and submission requirements. The purpose of this Notice is to announce the second round of solicitation of competitive pre-applications. Additionally, this notice corrects inadvertent errors published in NOSA on February 2, 2021 in the Federal Register.

This notice provides applicants with the Guarantee Fee rates, Guarantee percent for Guaranteed Loans, the Periodic Retention Fee, and Fee for Issuance of the Loan Note Guarantee Prior to Construction Completion for Fiscal Year (FY) 2022, to be used when applying for guaranteed loans under the aforementioned guaranteed loan types. This notice is being published prior to the passage of a FY 2022 appropriation. Should the fees need to be adjusted after passage of the FY 2022 appropriation bill, the agency will publish a subsequent notice in the Federal Register.
Single Family Housing Guaranteed Loan Program
The Rural Housing Service (RHS or Agency), proposes to amend the current regulation for the Single Family Housing Guaranteed Loan Program (SFHGLP) to update the requirements for Federally supervised lenders, minimum net worth and experience for non-supervised lenders, approved lender participation requirements, treatment of applicants with delinquent child support payments and builder credit requirements. These changes would promote an efficient and robust management and oversight structure of lenders in the SFHGLP, strengthen underwriting practices by denying loan guarantees for applicants who are subject to administrative offset to collect delinquent child support payments and streamline requirements for screening builder-contractors by lenders.

The Agriculture Act of 2018 (2018 Farm Bill) re-authorized the Strategic Economic and Community Development (SECD) priority with some modifications. Section 6401 of the 2018 Farm Bill enables the Secretary of Agriculture to prioritize projects that support multi-jurisdictional and multi-sectoral strategic community investment plans, recently included in the existing regulation In Fiscal Year (FY) 2021, the Agency implements SECD through reserving funds from covered program's appropriations. The purpose of this notice is to provide requirements to applicants submitting applications for the covered programs' reserved funds and to establish the above mentioned priority.

The document was missing a guarantee percentage specific to the State of Alaska and information regarding collection of the periodic guarantee retention fee.

Guaranteed Rural Rental Housing Change in Initial Guarantee Fee and Annual Guarantee Fee
The Rural Housing Service (RHS or the Agency) published a proposed rule, September 3, 2019, proposing to amend its regulation to remove the stated amount that the Agency will charge for the initial and annual guarantee fees. The regulation change will allow the Agency the flexibility to establish or make any future changes to the initial and annual guarantee fees without the need for a regulatory change. Through this action, RHS finalizes the proposed rule without any substantive revisions.
Single Family Housing Guaranteed Loan Program
The Rural Housing Service (RHS or Agency) proposes to amend the current regulation for the Single-Family Housing Guaranteed Loan Program (SFHGLP) to mandate the use of the Guaranteed Underwriting System (GUS) and the Lender Loan Closing System (LLC) by approved lenders. The Agency's proposal to mandate the use of GUS in loan originations and the LLC for loan closings will allow the Agency to decrease time-consuming and expensive manual file reviews, improve performance monitoring and reduce program risk of the guaranteed loan portfolio.
OneRD Guaranteed Loan Regulation; Correction
On July 14, 2020, Rural Development's Rural Business- Cooperative Service, Rural Housing Service, and Rural Utilities Service referred to as ``the Agency'' or ``Agency'' promulgated the OneRD Guaranteed Loan regulation. Following final implementation of this final rule, the Agency found that corrections due to error, omissions, or need for clarity were necessary. This technical correction makes amendments to address these necessary changes.
Rental Assistance and Asset Management for the Multi-Family Housing Direct Loan Programs
The Rural Housing Service (RHS or the Agency) is proposing to amend its regulation to implement changes related to the development of a sustainable plan for the Rental Assistance (RA) program, including new Agency flexibilities in the managing of the RA distribution and integrate new asset management policies. The regulation changes are designed to provide flexibility, more economically utilize the RA, and to improve the efficiency in managing the assets in the Direct Loan portfolio.
Strategic Economic and Community Development
The Rural Business-Cooperative Service, Rural Housing Service, and Rural Utilities Service, of the Rural Development (RD) mission area within the U.S. Department of Agriculture (USDA), hereinafter collectively referred to as the Agency, is issuing this final rule to implement statutory provisions found in Section 6401 of the Agricultural Improvement Act of 2018 (``2018 Farm Bill'') that amends Section 379H of the Consolidated Farm and Rural Development Act. The intent of this rule is to amend the existing regulations governing Strategic Economic and Community Development (SECD) to implement Section 6401 of the 2018 Farm Bill. Additionally, conforming changes are being made to other regulations as a result of the aforementioned statutory changes. Finally, we are removing Farm Service Agency from a chapter in the CFR as they no longer use any of the parts under that chapter.
Special Authority To Enable Funding of Broadband and Smart Utility Facilities Across Select Rural Development Programs
The Rural Utilities Service, Rural Business-Cooperative Service, and Rural Housing Service, agencies that comprise the Rural Development Mission Area within the United States Department of Agriculture, are issuing this final rule to establish the authority authorized by Section 6210 of the Agriculture Improvement Act of 2018, which will assist rural families and small businesses in gaining access to broadband service by permitting recipients of a loan, grant, or loan guarantee from RD to use up to 10 percent of the amount provided to construct broadband infrastructure in areas not served by minimum acceptable level of broadband service. This rule describes the procedures by which these agencies will consider projects eligible for special broadband authority.

OneRD Guaranteed Loan Regulation
The Rural Business-Cooperative Service, Rural Housing Service, and the Rural Utilities Service, agencies of the Rural Development mission area within the U.S. Department of Agriculture (USDA), hereinafter collectively referred to as the Agency, are proposing a unified guaranteed loan platform for enhanced delivery of four of its existing guaranteed loan programs: Community Facilities (CF) administered by the Rural Housing Service; Water and Waste Disposal (WWD) administered by the Rural Utilities Service; and, Business and Industry (B&I) and Rural Energy for America (REAP) administered by the Rural Business-Cooperative Service. Collectively, these four Rural Development's guaranteed loan programs work to assist in building and maintaining sustainable rural communities. This rule incorporates new and revised provisions intended to simplify, improve, expand and enhance the delivery of the four guaranteed loan programs. These provisions include, among others, clearly defining specific project eligibility criteria, revising the requirements for lenders to participate in the programs, and streamlining the documentation requirements for submission of guaranteed loan applications.

Debt Management
The general debt management regulations of the Department of Agriculture (USDA) provide that individual USDA agencies may issue regulations for their own specific debt collection activities principally in recognition that the agencies conducted debt collection activities prior to the enactment of the Debt Collection Improvement Act of 1996 (DCIA). Many of the provisions of individual agencies are redundant to part 3. This rule will eliminate the debt collection regulations of the following USDA agencies, and part 3 will be revised to include specific provisions used by these agencies: the Commodity Credit Corporation (CCC); the Federal Crop Insurance Corporation (FCIC), and the Farm Service Agency (FSA). In addition, as required by the Federal Civil Penalties Inflation Adjustment Improvements Act of 2015 (the 2015 Civil Penalties Act), this rule updates the size of civil monetary penalties to reflect inflationary adjustments for 2020.
Notification of Direct Loan Payment Deferrals for the Community Facilities Direct Loan Program
The Rural Housing Service, hereinafter referred to as the Agency, will temporarily allow borrowers with direct loans within the Community Facilities (CF) Program to request payment deferrals during the period specified in the DATES section of this notification. This temporary authorization applies to CF direct loan borrowers who are experiencing temporary cash flow issues due to the Coronavirus (COVID- 19) pandemic. The Agency will provide the option of principal and interest payment deferrals to borrowers impacted by COVID-19 for up to one year due to hardship on a case-by-case basis.

This notification supplements the prior notification and includes additional servicing flexibilities regarding Agency guaranteed loan requirements as they relate to the new loans that are covered by Section 1102 of the Coronavirus Aid, Relief, and Economic Security (CARES) Act.

Notice of Solicitation of Applications (NOSA) for the Strategic Economic and Community Development Program for Fiscal Year (FY) 2020
Section 6401 of the Agricultural Act of 2018 (2018 Farm Bill) enables the Secretary of Agriculture to provide priority to projects that support Strategic Economic and Community Investment plans. The 2018 Farm Bill re-authorized the Strategic Economic and Community Development (SECD) priority, Section 6025 of the Agricultural Act of 2014 (2014 Farm Bill) with some modifications. Until the rulemaking process is finalized to incorporate the new changes, SECD will continue to operate using the existing regulation. In FY 2020, the Agency implements SECD through reserving funds from the ``underlying programs''. This Notice applies to applicants who will be submitting applications for the ``underlying programs''. This notice establishes the above mentioned priority effective upon the publication of this notice.
Announcement of the Availability of Disaster Relief Act 2019 Grant Funds for the Community Facilities Technical Assistance and Training Grant
As part of the Additional Supplemental Appropriations for Disaster Relief Act, 2019, dated June 6, 2019, the Rural Housing Service's Community Facilities (CF) Technical Assistance and Training (TAT) Grant Program is making available $7,500,000 in supplemental grant funding for eligible expenses related to the consequences of Hurricanes Michael and Florence and wildfires occurring in calendar year 2018, tornadoes and floods occurring in calendar year 2019, and other natural disasters. Any funds not awarded under this funding notice will be transferred to the CF Disaster Grant Program. The authority for the Agency to administer the CF TAT Grant Program is provided in Section 6006 of the Agriculture Act of 2014. The grant funds will be administered in accordance with this notice of funds availability.
Community Facilities Technical Assistance and Training Grant for Fiscal Year 2020
This Notice announces that the Rural Housing Service (Agency) is accepting Fiscal Year (FY) 2020 applications for the Community Facilities Technical Assistance and Training (TAT) Grant program. The Agency will publish the amount of funding received in the final appropriations act on its website at https://www.rd.usda.gov/newsroom/ notices-solicitation-applications-nosas. Awards will be made from available funding on or before September 15, 2020.
