Soybean Promotion and Research: Adjusting Representation on the United Soybean Board

This proposed rule would adjust the number of members on the United Soybean Board (Board) to reflect changes in production levels that have occurred since the Board was last reapportioned in 2018. As required by the Soybean Promotion, Research, and Consumer Information Act (Act), membership on the Board is reviewed every 3 years and adjustments are made accordingly. This proposed change would result in a decrease in Board membership for one State, decreasing the total number of Board members from 78 to 77. These changes would be reflected in the Soybean Promotion and Research Order (Order) and would be effective with the Secretary of Agriculture's (Secretary) appointments for terms in the year 2022. This proposed rule would also correct the number of States and units to the Order. Technical corrections to the regulations would adjust the number of States and units from 30 to 31.

In accordance with the Paperwork Reduction Act of 1995 and the Office of Management and Budget (OMB) regulations, the Food Safety and Inspection Service (FSIS) is announcing its intention to revise the approved information collection regarding its Public Health Information System (PHIS). The Agency has increased the burden estimate by 433 hours due to the addition of the FSIS Form 9060-5EP, Egg Products Export Certificate of Wholesomeness. FSIS is currently issuing FSIS Form 9060-5 (meat and poultry) and 9060-5S (Siluriformes) export certificates for 38 countries and territories through the PHIS export component (i.e., providing an electronic export certificate application for exporters and the FSIS Form 9060-5/5S printed on security paper). At this time, FSIS is seeking OMB approval to collect information for the existing paper FSIS Form 9060-5EP. FSIS will request additional approval for the electronic collection of information when egg products are added into the PHIS export component. FSIS will announce its plans to add egg products to the PHIS export component through a subsequent notice to the public, likely through the Agency's Constituent Update. The approval for this information collection will expire on August 31, 2022.

The Federal Subsistence Board (Board) completes the biennial process of revising subsistence hunting and trapping regulations in even-numbered years and subsistence fishing and shellfish regulations in odd-numbered years; public proposal and review processes take place during the preceding year. The Board also addresses customary and traditional use and rural determinations during the applicable biennial cycle. This rule also revises rural determinations.

We are advising the public of our decision to authorize the importation of fresh pepper fruit from Colombia into the continental United States. Based on the findings of a pest risk analysis, which we made available to the public for review and comment, we have determined that the application of one or more designated phytosanitary measures will be sufficient to mitigate the risks of introducing or disseminating plant pests or noxious weeds via the importation of fresh pepper fruit from Colombia.

This proposed rule would amend the National List of Allowed and Prohibited Substances (National List) section of the United States Department of Agriculture's (USDA's) organic regulations to add potassium hypochlorite for pre-harvest use as a sanitizer in organic crop production and fatty alcohols for sucker control in organic tobacco production. In addition, this rule proposes to remove the listing for dairy cultures, as it is redundant with an existing listing.
