As part of our (USDA) broader efforts on climate change, we are requesting information (comments) from the public on a Climate- Smart Agriculture and Forestry Partnership Program. In response to the Executive Order titled Tackling the Climate Crisis at Home and Abroad, we published a Federal Register notice on March 16, 2021, to request comments on a Climate-Smart Agriculture and Forestry (CSAF) strategy. Based on public comments received and our ongoing stakeholder engagement activities, we published a progress report in May 2021 on the CSAF strategy. As one element of the CSAF strategy, we are considering actions to expand the use of climate-smart farming practices and aid in the marketing of agricultural commodities. The term ``climate-smart commodity'' is used to refer to an agricultural commodity that is produced using farming practices that reduce greenhouse gas (GHG) emissions or sequester carbon. This requested information is intended to help test development of a Climate-Smart Agriculture and Forestry Partnership Program that could encourage adoption of CSAF practices and promote markets for climate-smart commodities. The Climate-Smart Agriculture and Forestry Partnership Program could be developed under the authority of the Commodity Credit Corporation Charter Act of 1933. This document requests comments on priorities and program design of the Climate-Smart Agriculture and Forestry Partnership Program that would facilitate the expansion of markets for agricultural commodities.

Elimination of the Voluntary Trichinae Certification Program

We are amending the regulations to eliminate the Animal and Plant Health Inspection Service (APHIS) Voluntary Trichinae Certification Program and remove the regulations associated with the program. This action also notifies the public that APHIS will no longer maintain any activity associated with the program, such as training for qualified accredited veterinarians, on-farm audits, or any other administrative process associated with program maintenance and support. We are eliminating the program because it generates little producer participation. This action allows APHIS to direct APHIS resources to areas of greater need.

In July 2019, the Food Safety and Inspection Service (FSIS) published and requested comment on a guideline for establishments producing multi-component kit products that contain inspected and assembled meat or poultry components. FSIS is announcing updates to this guideline and responding to comments received on the guideline. FSIS intends for this guideline to help establishments and other food handling facilities producing a multi-component food kit determine whether the kit product needs to be prepared under FSIS inspection and how to label a kit product that contains fully labeled meat or poultry components. The guideline represents current FSIS thinking, and FSIS will update it as necessary to reflect comments received and any additional information that becomes available.

Tahoe National Forest; California; North Yuba Landscape Resilience Project EIS

The Forest Service, U.S. Department of Agriculture, is preparing an Environmental Impact Statement (EIS) for the North Yuba Landscape Resilience Project. The purpose of the Project is to improve and restore forest health and resilience, reduce the risk of uncharacteristic wildfire, protect and secure water supplies, and protect communities from the effects of high-severity wildfire and climate change in the North Yuba River watershed. Actions to reduce hazardous forest fuels and enhance forest resilience to severe disturbances from wildfire, insect and disease infestation, drought, and anticipated future climate change are intended to provide long-term benefits to the Landscape's communities and ecosystems. These actions include several project-specific amendments to the Land Management Plan for the Tahoe National Forest related to management of California spotted owl habitat. The amendments are based on the Conservation Strategy for the California Spotted Owl in the Sierra Nevada (USDA Forest Service 2019) and rely on the best available science.
