Climate-Smart Agriculture and Forestry Partnership Program
As part of our (USDA) broader efforts on climate change, we are requesting information (comments) from the public on a Climate- Smart Agriculture and Forestry Partnership Program. In response to the Executive Order titled Tackling the Climate Crisis at Home and Abroad, we published a Federal Register notice on March 16, 2021, to request comments on a Climate-Smart Agriculture and Forestry (CSAF) strategy. Based on public comments received and our ongoing stakeholder engagement activities, we published a progress report in May 2021 on the CSAF strategy. As one element of the CSAF strategy, we are considering actions to expand the use of climate-smart farming practices and aid in the marketing of agricultural commodities. The term ``climate-smart commodity'' is used to refer to an agricultural commodity that is produced using farming practices that reduce greenhouse gas (GHG) emissions or sequester carbon. This requested information is intended to help test development of a Climate-Smart Agriculture and Forestry Partnership Program that could encourage adoption of CSAF practices and promote markets for climate-smart commodities. The Climate-Smart Agriculture and Forestry Partnership Program could be developed under the authority of the Commodity Credit Corporation Charter Act of 1933. This document requests comments on priorities and program design of the Climate-Smart Agriculture and Forestry Partnership Program that would facilitate the expansion of markets for agricultural commodities.
Codex Alimentarius Commission: Meeting of the Codex Alimentarius Commission
The U.S Codex Office is sponsoring a public meeting on October 21, 2021. The objective of the public meeting is to provide information and receive public comments on agenda items and draft United States (U.S.) positions for the 44th Session of the of the Codex Alimentarius Commission (CAC). The CAC will not be meeting physically due to the continued COVID-19 pandemic. Notice of Intent To Request Revision and Extension of a Currently Approved Information Collection
In accordance with the Paperwork Reduction Act of 1995, this notice announces the intention of the National Agricultural Statistics Service (NASS) to request revision and extension of a currently approved information collection, the Cost of Pollination Survey. This survey gathers data related to the costs incurred by farmers to improve the pollination of their crops through the use of honey bees and other pollinators.
Intent To Establish an Equity Commission and Solicitation of Nominations for Membership on the Equity Commission Advisory Committee and Equity Commission Subcommittee on Agriculture
In accordance with the Federal Advisory Committee Act (FACA), the United States Department of Agriculture announces its intent to establish an Equity Commission (EC) including a Subcommittee on Agriculture. The EC will advise the Secretary of Agriculture by facilitating identification of critical USDA programs, policies, systems, structures, and practices that contribute to barriers to inclusion or access, systemic discrimination, or exacerbate or perpetuate racial, economic, health and social disparities. The EC will be governed by the provisions of FACA. Concurrent to creation of the Equity Commission, a Subcommittee on Agriculture will be formed that will be charged with providing recommendations on issues of concern related to agriculture to optimize USDA programs, dismantle structural inequities and systemic discrimination, and promote social justice particularly for historically underserved and diverse communities served by USDA. This notice also solicits nominations for membership on the EC and the EC's Subcommittee on Agriculture.

Notice of Solicitation of Applications for Inviting Applications for the Rural Business Development Grant Programs for Fiscal Year 2022
This notice is given to invite applications for grants under the Rural Business Development Grant (RBDG) Program for fiscal year (FY) 2022, subject to the availability of funding. This notice is being issued in order to allow applicants sufficient time to leverage financing, prepare and submit their applications, and give the Agency time to process applications within FY 2022. Successful applications will be selected by the Agency for funding and subsequently awarded to the extent that funding may ultimately be made available through appropriations. Elimination of the Voluntary Trichinae Certification Program
We are amending the regulations to eliminate the Animal and Plant Health Inspection Service (APHIS) Voluntary Trichinae Certification Program and remove the regulations associated with the program. This action also notifies the public that APHIS will no longer maintain any activity associated with the program, such as training for qualified accredited veterinarians, on-farm audits, or any other administrative process associated with program maintenance and support. We are eliminating the program because it generates little producer participation. This action allows APHIS to direct APHIS resources to areas of greater need.
White Pine-Nye Resource Advisory Committee

Information Collection Request; Request for Geospatial Products and Services
In accordance with the Paperwork Reduction Act of 1995, the Farm Production and Conservation (FPAC) Business Center (BC) is requesting comments from all interested individuals and organizations on a revision and an extension of a currently approved information collection associated with Request for Geospatial Products and Service under the FPAC Geospatial Enterprise Operations (GEO) Program (formerly FSA Aerial Photography Program). The FPAC Geospatial Enterprise Operations (GEO) uses the information from the forms to collect the customer and product information needed to produce and ship the various geospatial and photographic products ordered.

Proposed Revisions to Section 1 of the Field Office Technical Guides for Several States
NRCS is giving notice that it is proposing to revise Section 1 of the Field Office Technical Guides in Alabama, Alaska, Arizona, Arkansas, California, Caribbean Area, Colorado, Connecticut, Delaware, Florida, Georgia, Hawaii and Pacific Islands Area, Idaho, Illinois, Indiana, Iowa, Kansas, Kentucky, Louisiana, Maine, Maryland, Massachusetts, Minnesota, Mississippi, Missouri, Montana, Nebraska, Nevada, New Hampshire, New Jersey, New Mexico, New York, North Carolina, Ohio, Oklahoma, Oregon, Pennsylvania, Rhode Island, South Carolina, Tennessee, Texas, Utah, Vermont, Virginia, Washington, West Virginia, Wisconsin, and Wyoming. The proposed changes include hydrology indicators for the identification in each of these States of farmed wetlands (FW) that are not playas, pocosins, or potholes. These indicators will be used by NRCS to identify FWs while completing wetland determinations for USDA program eligibility purposes.
Availability of Kit Product Labeling Guideline
In July 2019, the Food Safety and Inspection Service (FSIS) published and requested comment on a guideline for establishments producing multi-component kit products that contain inspected and assembled meat or poultry components. FSIS is announcing updates to this guideline and responding to comments received on the guideline. FSIS intends for this guideline to help establishments and other food handling facilities producing a multi-component food kit determine whether the kit product needs to be prepared under FSIS inspection and how to label a kit product that contains fully labeled meat or poultry components. The guideline represents current FSIS thinking, and FSIS will update it as necessary to reflect comments received and any additional information that becomes available.
National Dairy Promotion and Research Board Reapportionment
This document invites comments on a proposed amendment to the Dairy Promotion and Research Order (Dairy Order). The proposal would modify the number of National Dairy Promotion and Research Board (Dairy Board) members in two of the 12 regions. The total number of domestic Dairy Board members would remain the same at 36. This modification was requested by the Dairy Board, which administers the Dairy Order, to better reflect the geographic distribution of milk production in the United States.
Cotton Research and Promotion Program: Procedures for Conduct of Sign-Up Period
This direct final rule reopens the voting period and amends rules and regulations regarding dates for a sign-up period for eligible cotton producers and importers to request a continuance referendum on the 1991 amendments to the Cotton Research and Promotion Order (Order) provided for in the Cotton Research and Promotion Act (Act) amendments of 1990.

Notice for Comment on Two Strategic Plans for the Subcommittee on Aquaculture Science Planning and Regulatory Efficiency Task Forces and on Updating the National Aquaculture Development Plan
In October 2018, the SCA established a Science Planning Task Force charged with documenting Federal science and technology opportunities and priorities for aquaculture by revising and updating the National Strategic Plan for Federal Aquaculture Research (2014- 2019). Similarly, in February 2019, the SCA established a Regulatory Efficiency Task Force charged with developing a new plan for interagency science and technology coordination to improve regulatory efficiency, research and technology development, and economic growth. The Task Forces are seeking public comment on Science and Regulatory Efficiency strategic plans to determine if their respective topics are adequately covered. Tahoe National Forest; California; North Yuba Landscape Resilience Project EIS
The Forest Service, U.S. Department of Agriculture, is preparing an Environmental Impact Statement (EIS) for the North Yuba Landscape Resilience Project. The purpose of the Project is to improve and restore forest health and resilience, reduce the risk of uncharacteristic wildfire, protect and secure water supplies, and protect communities from the effects of high-severity wildfire and climate change in the North Yuba River watershed. Actions to reduce hazardous forest fuels and enhance forest resilience to severe disturbances from wildfire, insect and disease infestation, drought, and anticipated future climate change are intended to provide long-term benefits to the Landscape's communities and ecosystems. These actions include several project-specific amendments to the Land Management Plan for the Tahoe National Forest related to management of California spotted owl habitat. The amendments are based on the Conservation Strategy for the California Spotted Owl in the Sierra Nevada (USDA Forest Service 2019) and rely on the best available science.
Amendments to the United States Potato Board Membership and Assessment Methods
This proposal invites comments on amendments to the Potato Research and Promotion Plan (Plan) as recommended by the National Potato Promotion Board (Board) and the Secretary of the U.S. Department of Agriculture (USDA). The Board administers the Plan with oversight provided by USDA's Agricultural Marketing Service (AMS). The Board recommends changing approved sources of potato production data used to determine the number of Board seats, expanding payment methods used to remit assessments to include electronic submission, and updating the table of Harmonized Tariff Schedule of the United States (HTS) codes and assessment rates for imported potatoes and potato products. Finally, proposed amendments would insert new language eliminating the need to amend the Plan just to update the list of relevant HTS codes.

This collection is a revision of a currently approved collection for the School Nutrition and Meal Cost Study-II (SNMCS-II; OMB control number 0584-0648, expiration date 09/30/2022), with updated data collection instruments for school year (SY) 2022-2023. The purpose of SNMCS-II is to provide a comprehensive picture of school food service operations and the nutritional quality, cost, and acceptability of meals served in the National School Lunch Program (NSLP) and School Breakfast Program (SBP).

Modification of Handling Regulations for Irish Potatoes Grown in Designated Idaho and Eastern Oregon Counties
This final rule revises size requirements for Irish potatoes grown in certain designated counties of Idaho, and Malheur County, Oregon. The Idaho-Eastern Oregon Potato Committee (Committee) recommended this action to improve the handling and marketing of Idaho- Eastern Oregon potatoes and increase returns to producers.

Determination of Total Amounts of Fiscal Year 2022 WTO Tariff-Rate Quotas for Raw Cane Sugar and Certain Sugars, Syrups and Molasses
The Foreign Agricultural Service announces the establishment of the Fiscal Year (FY) 2022 (October 1, 2021-September 30, 2022) in- quota aggregate quantity of raw cane sugar at 1,117,195 metric tons raw value (MTRV), and the establishment of the FY 2022 in-quota aggregate quantity of certain sugars, syrups, and molasses (also referred to as refined sugar) at 222,000 MTRV.

In accordance with the Paperwork Reduction Act of 1995 and Office of Management and Budget (OMB) implementing regulations, this notice announces the Economic Research Service's (ERS) intention to request renewal of approval for an annual information collection on supplemental food security questions in the Current Population Survey (CPS), commencing with the December 2022 survey. These data will be used: To monitor household-level food security and food insecurity in the United States; to conduct research on food security and changes in food security for population subgroups; to assess the need for, and performance of, domestic food assistance programs; to improve the measurement of food security; and to provide information to aid in public policy decision making.
Notice of Intent To Issue Forest Order Closing Areas Along the Wildland Urban Interface on the Eastern Side of the Huachuca Mountains to Recreational Shooting
The Forest Service, U.S. Department of Agriculture, is giving notice of its intent to issue a forest order closing areas in proximity to canyon roads on the eastern side of the Huachuca Mountains in the vicinity of the City of Sierra Vista, Fort Huachuca, and the communities of Hereford and Palominas, Arizona to recreational shooting in advance of the public comment period for the proposed closure. At the end of the period of advance notice, the Forest Service will solicit public comments, as specified in this notice, on the proposed forest order.
