In accordance with the Paperwork Reduction Act of 1995, this notice invites the general public and other public agencies to comment on this proposed information collection associated with SNAP benefit storage and expungement provisions of the 2008 and 2018 Farm Bills. This collection involves both a new collection and an existing collection in use without an Office of Management and Budget (OMB) control number. The new collection is for providing SNAP households advance or concurrent notice prior to the State agency expunging unused SNAP benefits from the household's Electronic Benefit Transfer (EBT) account due to nine months of account inactivity. The existing collection is for providing SNAP households advance or concurrent notice of State agency action to store unused SNAP benefits offline due to three or more months of account inactivity and for those households to seek reinstatement of benefits prior to permanent expungement. A 60- Day Federal Register Notice for this proposed information collection was previously published on February 11, 2020 (85 FR 7716). The Department was unable to submit an Information Collection Request (ICR) to OMB within a reasonable timeframe following the publication of the 2020 notice. In an effort to be fully transparent, the Department is publishing the notice again for public comment and plans to submit an ICR to OMB following an analysis of comments.

This process will result in a revised Land Management Plan which will guide all resource management activities on the Black Hills National Forest for approximately fifteen years. Assessments will identify and consider relevant and readily accessible material about ecological, social, and economic conditions and trends in the planning area, including best available scientific information. This final rule adjusts the number of member seats apportioned to each district represented on the Florida Tomato Committee (Committee). The Department of Agriculture (USDA) is taking this action due to a 2020 amendment to the marketing order for tomatoes grown in Florida, which reduced the size of the Committee from 12 members to 10, but did not also reduce the number of member seats per district. This action changes the number of members in each of the two districts from six members and their alternates to five members and their alternates, to resolve the regulatory conflict.

Eligibility of the Republic of Poland To Export Poultry and Poultry Products to the United States

The Food Safety and Inspection Service (FSIS) is announcing that the Republic of Poland (Poland) is eligible to export poultry products to the United States. FSIS has reviewed Poland's poultry laws, regulations, and inspection system, as implemented, and has determined that they are equivalent to the Poultry Products Inspection Act (PPIA), the regulations implementing this statute, and the United States food safety inspection system for poultry products. Therefore, poultry products derived from poultry slaughtered and processed in certified Polish establishments are now eligible for export to the United States. All such products will be subject to reinspection at United States points-of-entry by FSIS inspectors. Applicable: Poland's poultry products eligible for import to the United States will be added to the FSIS Import Library (https:// www.fsis.usda.gov/importlibrary) on October 7, 2021.

The Wallowa-Whitman National Forest is proposing to implement new fees at twenty-two sites listed in the Supplementary Information. The Federal Recreation Lands Enhancement Act directed the Secretary of Agriculture to publish a six-month advance notice in the Federal Register whenever new recreation fee areas are established. An analysis of the nearby private and public offerings with similar amenities shows that the proposed fees are reasonable and typical of similar sites in the area.

The Forest Service, United States Department of Agriculture (USDA), intends to establish the following: The Greater Rocky Mountain Resource Advisory Committee (RAC) in the Rocky Mountain Region (R2) by consolidating the Saguache-Upper Rio Grande, Rocky Mountain, and San Juan RACs; the Rural Nevada RAC in the Intermountain Region (R4) by consolidating the White Pine-Nye and Humboldt NV RACs; the National Forests in Mississippi RAC in the Southern Region (R8) by consolidating the Delta-Bienville, DeSoto, Holly Springs-Tombigbee, and Southwest Missippippi RACs; the Ottawa RAC in the Eastern Region (R9) by consolidating the Gogebic and Ontonagon RACs; the North Tongass RAC in the Alaska Region (R10) by consolidating the Juneau, Lynn Canal-Icy Strait, Yakutat, and Sitka RAC; and the South Tongass RAC in the Alaska Region (R10) by consolidating the Wrangell-Petersburg, Prince of Wales, and Ketchikan RACs. Secure Rural Schools (SRS) RACs are established pursuant to the Secure Rural Schools and Community Self-Determination Act (the Act), as amended, and most recently authorized in accordance to the Agricultural Improvement Act of 2018 (Pub. L. 115-334). The SRS RACs will operate in compliance with the Federal Advisory Committee Act (FACA). The purpose of the SRS RACs is to improve collaborative relationships among people who use and care for National Forests. The Secretary has determined that the work of the SRS RACs are in the public's interest and relevant to the duties of the Department of Agriculture. The SRS RACs are statutory committees.
