Information Collection: Special Use Administration
In accordance with the Paperwork Reduction Act of 1995, the Forest Service is seeking comments from all interested individuals and organizations on the extension with revision of a currently approved information collection, Special Use Administration.
BASF Corporation; Petition for a Determination of Nonregulated Status for Plant-Parasitic Nematode-Protected and Herbicide Resistant Soybean
We are advising the public that the Animal and Plant Health Inspection Service (APHIS) has received a petition from BASF Corporation seeking a determination of nonregulated status of soybean event GMB151 genetically engineered for resistance to the plant- parasitic nematode, soybean cyst nematode (Heterodera glycines), and for resistance to 4-hydroxyphenylpyruvate dioxygenase (HPPD-4) inhibitor herbicides. The petition has been submitted in accordance with our regulations concerning the introduction of certain genetically engineered organisms and products. We are making the petition available for review and comment to help us identify potential environmental and interrelated economic issues and impacts that APHIS may determine should be considered in our evaluation of the petition.

Common Crop Insurance Regulations; Canola and Rapeseed Crop Insurance Provisions
The Federal Crop Insurance Corporation (FCIC) amends the Common Crop Insurance Regulations, Canola and Rapeseed Crop Insurance Provisions. The intended effect of this action is to clarify policy provisions and for consistency with other crop provisions that offer coverage on both fall and spring-planted acreage of the crop. The changes will be effective for the 2021 and succeeding crop years.
Department of Agriculture Regulations for Grants and Agreements; Update of Citations
This final rule amends the regulations of several United States Department of Agriculture agencies to correct outdated citations to the Department's grants and agreements regulations.
Notice of Request for Renewal of an Approved Information Collection (In-Home Food Safety Behaviors and Consumer Education: Web-Based Survey)
In accordance with the Paperwork Reduction Act of 1995 and the Office of Management and Budget (OMB) regulations, the Food Safety and Inspection Service (FSIS) is announcing its intention to request renewal of the approved information for an exploratory Web-based survey of consumers to evaluate food safety education and communication activities and to inform the development of food safety communication products. There are no changes to the existing information collection. The approval for this information collection will expire on October 31, 2020.
Special Supplemental Nutrition Program for Women, Infants, and Children (WIC): 2020/2021 Income Eligibility Guidelines
The U.S. Department of Agriculture (``Department'') announces adjusted income eligibility guidelines to be used by State agencies in determining the income eligibility of persons applying to participate in the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC). These income eligibility guidelines are to be used in conjunction with the WIC Regulations.
Emergency Food Assistance Program; Availability of Foods for Fiscal Year 2020
This notice announces the surplus and purchased foods that the Department expects to make available for donation to States for use in providing nutrition assistance to the needy under The Emergency Food Assistance Program (TEFAP) in Fiscal Year (FY) 2020. The foods made available under this notice must, at the discretion of the State, be distributed to eligible recipient agencies (ERAs) for use in preparing meals and/or for distribution to households for home consumption.
Micro-Grants for Food Security Program; Request for Emergency Approval of a New Information Collection
In accordance with the Paperwork Reduction Act of 1995, this notice announces the Agricultural Marketing Service's (AMS) intention to receive approval from the Office of Management and Budget (OMB) to collect information for the Micro-Grants for Food Security Program (MGFSP) under its Grants Division. Due to the passing of the Agriculture Improvement Act of 2018 (Pub. L. 115-343) (Farm Bill), AMS Grants Division is implementing this new grant program under section 4206, which directs the Secretary of Agriculture to ``distribute funds to the agricultural department or agency of each eligible state for the competitive distribution of subgrants to eligible entities for fiscal year 2019 and each fiscal year thereafter.''

The Business and Industry Coronavirus Aid, Relief, and Economic Security Act (CARES Act) Guaranteed Loan Program
The Rural Business-Cooperative Service (RBCS), a Rural Development agency of the United States Department of Agriculture (USDA), announces that in response to the national COVID-19 Public Health Emergency, USDA Rural Development was provided additional funding assistance of $20,500,000 in budget authority appropriated under the Coronavirus Aid, Relief, and Economic Security Act (CARES Act). The Business and Industry (B&I) Guaranteed Loan Program is administered through RBCS.
Guaranteed Loanmaking and Servicing Regulations
The Rural Business-Cooperative Service (RBCS), a Rural Development agency of the United States Department of Agriculture (USDA), is issuing an interim final rule to update the Business and Industry (B&I) Guaranteed Loan Program to allow flexibility to obligate federal funds for guaranteed loans pursuant to the Coronavirus Aid, Relief, and Economic Security Act (CARES Act) in response to the national COVID-19 Public Health Emergency. Oral Rabies Vaccine Program; Notice of Availability of Decision and Finding of No Significant Impact for the Environmental Assessment
We are advising the public that the Animal and Plant Health Inspection Service has prepared a Decision and Finding of No Significant Impact for the final environmental assessment, relative to an oral rabies vaccination program in Maine, New Hampshire, New York, Ohio, Tennessee, Texas, Vermont, Virginia, and West Virginia. Based on our decision and finding of no significant impact, the Animal and Plant Health Inspection has determined that an environmental impact statement need not be prepared.

Coronavirus Food Assistance Program
The Secretary of Agriculture is issuing this rule to implement the Coronavirus Food Assistance Program (CFAP). CFAP provides assistance to agricultural producers impacted by the effects of the COVID-19 outbreak. This rule establishes provisions for direct payments to producers of eligible commodities. This rule specifies the eligibility requirements, payment calculations, and application procedures for CFAP.
Collaborative Forest Landscape Restoration Advisory Committee

Helena-Lewis and Clark National Forest; Montana; Revision of the Land Management Plan for the Helena-Lewis and Clark National Forest
The Forest Service is revising the Helena-Lewis and Clark National Forest's 1986 Land and Resource Management Plans. The Forest Service has prepared a final environmental impact statement (final EIS) for the revised land management plan, and a draft record of decision (ROD). This notice is to inform the public that a 60-day period is being initiated where individuals or entities with specific concerns about the Helena-Lewis and Clark National Forest's revised land management plan and associated final EIS may file objections for Forest Service review prior to approval of the revised land management plan. This is also an opportunity to object to the Regional Forester's list of species of conservation concern (SCC) for the Helena-Lewis and Clark National Forest.

Movement of Certain Genetically Engineered Organisms
We are amending the regulations regarding the movement (importation, interstate movement, and environmental release) of certain genetically engineered organisms in response to advances in genetic engineering and our understanding of the plant pest risk posed by genetically engineered organisms, thereby reducing the regulatory burden for developers of organisms that are unlikely to pose plant pest risks. This final rule, which marks the first comprehensive revision of the regulations since they were established in 1987, provides a clear, predictable, and efficient regulatory pathway for innovators, facilitating the development of genetically engineered organisms that are unlikely to pose plant pest risks.

Announcement of Application Deadlines and Requirements for Section 313A Guarantees for Bonds and Notes Issued for Utility Infrastructure Loans for Fiscal Year (FY) 2020
The Rural Utilities Service (RUS), an agency of the United States Department of Agriculture (USDA), announces the application window and requirements and $750 million in loan funding that is available for Fiscal Year (FY) 2020 under the Guarantees for Bonds and Notes Issued for utility infrastructure loans (the 313A Program) authorized under the Rural Electrification Act of 1936, as amended (the RE Act), and related terms. The Agriculture Improvement Act of 2018 (the 2018 Farm Bill), enacted on December 20, 2018, amended Section 313A of the RE Act. Applications under this NOSA will be considered under the new statutory provisions. Those provisions supersede any prior inconsistent policy, regulation or guidance. The 2018 Farm Bill instructs RUS to continue to carry out this program under a Notice until new regulations are implemented.
Biorefinery, Renewable Chemical, and Biobased Product Manufacturing Assistance Program
The Rural Business-Cooperative Service (Agency), a Rural Development agency of the United States Department of Agriculture (USDA), hereinafter referred to as (the Agency), is issuing a final rule for the Biorefinery, Renewable Chemical, and Biobased Product Manufacturing Assistance Program (the Program) or (the 9003 Program), formerly the Biorefinery Assistance Program. This final rule incorporates the statutory definition changes as required in the Agricultural Act of 2018 (2018 Farm Bill) and, with one exception, adopts the interim rule published on June 24, 2015 in the Federal Register. This rule also addresses public comments received by the Agency regarding Program changes as published in the Interim final rule on June 24, 2015 in the Federal Register.
Solicitation of Applications for the Higher Blends Infrastructure Incentive Program (HBIIP) for Fiscal Year 2020
The Commodity Credit Corporation (CCC) and the Rural Business- Cooperative Service (RBCS), a Rural Development agency of the United States Department of Agriculture (USDA), announced its general policy and application procedures for funding under the Higher Blends Infrastructure Incentive Program (HBIIP) in a Notice of Funding Availability (NOFA) on May 5, 2020 in the Federal Register. The HBIIP will provide up to $100 million in competitive grants to eligible entities for activities designed to expand the sales and use of renewable fuels under the Higher Blends Infrastructure Incentive Program (HBIIP). Proposed Posting, and Posting of Stockyards
The Agricultural Marketing Service (AMS), USDA, is taking action to post stockyards under the Packers and Stockyards Act (P&S Act). Specifically, we are proposing that 10 stockyards now operating subject to the P&S Act be posted. We are also posting 10 stockyards that were identified previously as operating subject to the P&S Act.

This is the fourth in a series of studies designed to provide statistically valid national estimates of food acquisitions (both purchased foods and USDA Foods) made by school food authorities (SFAs) participating in the Federally supported school nutrition programs.
Agency Information Collection Activities: School Meals Operations Study: Evaluation of the School-Based Child Nutrition Programs
In accordance with the Paperwork Reduction Act of 1995, this notice invites the general public and other public agencies to comment on this proposed information collection. This collection is a revision of a currently approved collection for the School Meals Operations (SMO) Study's continuation of the Child Nutrition Program Operations Study II (CN-OPS II, OMB control number 0584-0607) information collection with updated survey instruments beginning in school year (SY) 2020-2021. This study will collect supplemental administrative data, including data on the CN COVID-19 waivers.
Animal Welfare; Amendments to Licensing Provisions and to Requirements for Dogs
We are amending the licensing requirements in the Animal Welfare Act (AWA) regulations to promote compliance, reduce licensing fees, and strengthen safeguards that prevent individuals and businesses with a history of noncompliance from obtaining a license or working with regulated animals. This action will reduce regulatory burden with respect to licensing and help ensure licensees' sustained compliance with the AWA, thus promoting animal welfare. We have also revised the veterinary care and watering standards for regulated dogs to better align the regulations with the humane care and treatment standards set by the Animal Welfare Act.
Final Record of Decision for the Rio Grande National Forest Land Management Plan
Dan Dallas, the Forest Supervisor for the Rio Grande National Forest, Rocky Mountain Region, signed the Record of Decision (ROD) for the Rio Grande National Forest Land Management Plan (Forest Plan). The final ROD documents the rationale for approving the Forest Plan and is consistent with the reviewing officer's responses to objections and instructions.
