The George Washington and Jefferson National Forests is proposing to charge new fees at three recreation sites. Recreation fees are assessed based on the level of amenities and services provided, cost of operation and maintenance, analysis of other providers, and public comment. The fees listed are only proposed and will be determined upon further analysis and public comment. Funds from fees would be used for the continued operations of these campgrounds, maintenance, and improvements.

In accordance with the Paperwork Reduction Act of 1995, the Forest Service is seeking comment from all interested individuals and organizations on the extension with no revisions of a currently approved information collection, OMB 0596-0016), Application for Permit for Use of Roads, Trails, or Areas Restricted by Regulation or Order (form FS-7700-40). The Forest Service is also seeking renewal of an associated existing, form FS-7700-48, Permit for Use of Roads, Trails, or Areas Restricted by Regulation or Order, and renewal of an associated existing information collection, form FS-7700-41, Non- Federal Commercial Road Use Permit.

We are advising the public that the Animal and Plant Health Inspection Service (APHIS) has received a petition from Monsanto Company seeking a determination of nonregulated status for cotton designated as MON 88702, which has been genetically engineered for resistance to certain insects, primarily Lygus spp. The petition has been submitted in accordance with our regulations concerning the introduction of certain genetically engineered organisms and products. We are making the Monsanto petition available for review and comment to help us identify potential environmental and interrelated economic issues and impacts that APHIS may determine should be considered in our evaluation of the petition.

This rule implements a recommendation from the Florida Tomato Committee (Committee) to redistrict and reapportion producer representation on the Committee currently prescribed under the marketing order for tomatoes grown in Florida. This action will reduce the number of districts from four to two and reapportion producer membership on the Committee to provide equitable representation from both districts.

In accordance with the Paperwork Reduction Act of 1995, the Agricultural Marketing Service (AMS) is issuing a correction to the notice published in the Federal Register on February 20, 2019 (Vol. 84, No. 34, pages 5046-5047). The previously published notice, which informed the public of AMS's request to the Office of Management and Budget (OMB) for renewal of a recordkeeping burden for the information collection for the Export Fruit Acts covering exports of apples and grapes, referenced an incorrect set of burden calculations. The U.S. Department of Agriculture, Forest Service (Agency) is proposing to amend its existing regulations, for the Agency's special uses to implement Section 512 of the Federal Land Policy and Management Act, as added by section 211 of division O, Consolidated Appropriations Act, 2018 (hereinafter ``Section 512''). This section governs the development and approval of operating plans and agreements for vegetation and facility management on National Forest System (NFS) lands within rights-of-way for electric transmission and distribution facilities (powerlines) and on their abutting lands.

The United States Department of Agriculture's (USDA) Agricultural Marketing Service (AMS) will not pursue changes to the United States (U.S.) Standards for Corn and Soybeans under the United States Grain Standards Act (USGSA).

The U.S Codex Office is sponsoring a public meeting on November 1, 2019. The objective of the public meeting is to provide information and receive public comments on agenda items and draft United States (U.S.) positions to be discussed at the 41st Session of the Codex Committee on Nutrition and Foods for Special Dietary Uses (CCNFSDU) of the Codex Alimentarius Commission, in Dusseldorf, Germany, November 24-29, 2019. The U.S. Manager for Codex Alimentarius and the Under Secretary for Trade and Foreign Agricultural Affairs recognize the importance of providing interested parties the opportunity to obtain background information on the 41st Session of the CCNFSDU and to address items on the agenda.

In accordance with the Paperwork Reduction Act of 1995, this notice announces the Animal and Plant Health Inspection Service's intention to request an extension of approval of an information collection associated with the regulations for the interstate movement of certain land tortoises.

This final rule terminates the Processed Raspberry Promotion, Research, and Information Order (Order) in its entirety. This action is necessary because termination of the Order was favored by a majority of the eligible producers and importers voting in a referendum conducted from September 10 through October 5, 2018.

We are advising the public that we have prepared a pest risk analysis relative to the importation into the United States of sand pears (Pyrus pyrifolia) fruit from Japan. Currently, sand pears may only be imported from certain authorized production areas within Japan. Based on the findings of the analysis, we are proposing to authorize the importation of sand pears from all of Japan, rather than specific areas of production, and to revise the conditions under which sand pears from Japan may be imported into the United States. We are making the pest risk analysis available to the public for review and comment.

We are advising the public that we have added Hong Kong to the list of regions that the Animal and Plant Health Inspection Services considers to be affected with African swine fever (ASF). We have taken this action because of confirmation of ASF in Hong Kong.

This proposed rule would implement a recommendation from the Washington Cherry Marketing Committee (Committee) to decrease the assessment rate established for the 2019-2020 and subsequent fiscal periods. The assessment rate would remain in effect indefinitely unless modified, suspended, or terminated.

The Department of Agriculture, as part of its continuing effort to reduce paperwork and respondent burden, is announcing an opportunity for public comment on a new proposed collection of information by the Agency. Under the Paperwork Reduction Act of 1995 (PRA), Federal Agencies are required to publish notice in the Federal Register concerning each proposed collection of information, and to allow 60 days for public comment in response to the notice. This notice solicits comments on new collection proposed by the Agency.

The United States Department of Agriculture (USDA) Rural Development (RD), comprised of the Rural Business-Cooperative Service (RBS), Rural Housing Service (RHS), and Rural Utilities Service (RUS), hereafter referred to as the Agency, is issuing a final rule to update the Agency's Environmental Policies and Procedures regulation (7 CFR 1970) to allow the Agency Administrators limited flexibility to obligate federal funds for infrastructure projects prior to completion of the environmental review while ensuring full compliance with National Environmental Policy Act (NEPA) procedures, prior to project construction and disbursement of any RD funding. This change will allow RD to more fully meet the Administration's goals to speed the initiation of infrastructure projects and encourage planned community economic development without additional cost to taxpayers or change to environmental review requirements.

The Daniel Boone National Forest in Kentucky is proposing to charge new fees at nine recreation sites. These sites currently have amenities that are typically associated with fee areas. Fees are assessed based on the level of amenities and services provided, cost of operation and maintenance, market assessment, and public comment. Funds from fees would be used for the continued operation and maintenance of these recreation sites.

We are advising the public that we have prepared a final environmental assessment and finding of no significant impact relative to the release of Ceratapion basicorne for the biological control of yellow starthistle, Centaurea solstitialis (Asteraceae), in the continental United States. Based on our finding of no significant impact, we have determined that an environmental impact statement need not be prepared.
