This is a revision of a currently approved collection for the Supplemental Nutrition Assistance Program (SNAP) forms: FNS-388, State Issuance and Participation Estimates and FNS-388A, Project Area Data Format. FNS plans to update form FNS-388, to separately capture and differentiate Disaster Supplemental Nutrition Assistance Program (D-SNAP) benefit issuance and participation data from ongoing SNAP issuance and participation data. This form update will clearly distinguish D-SNAP data from ongoing SNAP data, thereby ensuring the speed and accuracy of FNS response to requests from multiple agencies on contributions to Federal disaster relief efforts. We are amending the Hawaii quarantine regulations to allow the interstate movement of untreated Sharwil avocados from Hawaii into the continental United States. As a condition of movement, Sharwil avocados from Hawaii will have to be produced in accordance with a systems approach that includes requirements for registration and monitoring of places of production and packinghouses, an orchard trapping program, grove sanitation, limits on harvest periods and distribution areas, and harvesting and packing requirements to ensure that only intact fruit that have been protected against infestation are shipped. This action will allow for the interstate movement of Sharwil avocados from Hawaii into other States while continuing to provide protection against the introduction of quarantine pests.
National Environmental Policy Act: Categorical Exclusions for Soil and Water Restoration Activities

The U. S. Department of Agriculture, Forest Service, gives notice of revised procedures for implementing the National Environmental Policy Act and Council on Environmental Quality regulations. These final implementing procedures are being issued in regulations concerning National Environmental Policy Act Compliance, which describes categorical exclusions. Categorical exclusions (CE) are categories of actions that normally will not result in individual or cumulative significant impacts on the quality of the human environment and, therefore, do not require analysis or documentation in either an environmental assessment or an environmental impact statement. The revision adds three new categorical exclusions for activities that restore lands negatively impacted by water control structures, disturbance events, and roads and trails. Activities that restore lands occupied by National Forest System Roads and National Forest System Trails are excluded from this final rule. These will allow the Forest Service to more efficiently analyze and document the potential environmental effects of soil and water restoration projects that are intended to restore the flow of waters into natural channels and floodplains by removing water control structures, such as dikes, ditches, culverts, and pipes; restore lands and habitat to pre- disturbance conditions, to the extent practicable, by removing debris and sediment following disturbance events; and restore lands occupied by roads and trails to natural conditions. These categorical exclusions will not apply where resource conditions related to the potential effect of a proposed action constitute an extraordinary circumstance. Activities conducted under these categorical exclusions must be consistent with Agency procedures and applicable land management plans and must comply with all applicable Federal and State laws for protecting the environment. The road and trail restoration category will be used for restoring lands impacted by roads and trails that are not needed, not maintained, and/or where public access is prohibited. This category will not be used to make access decisions about which roads and trails are to be designated for public use.

The Forest Service proposes to issue a permanent Ecological Restoration Policy in Forest Service Manual (FSM) 2020. The proposed directive would provide broad direction for restoring National Forest System lands and associated resources to achieve sustainable management and ecological integrity. This policy would recognize the adaptive capacity of ecosystems, the role of natural disturbances, and uncertainty related to climate and other environmental change. On September 22, 2008, the Forest Service issued an interim directive, FSM 2020 Ecological Restoration and Resilience. The interim directive was reissued on March 3, 2010, a third time on August 30, 2011, and a fourth time on May 13, 2013, and is now proposed as permanent policy.

The Agricultural Marketing Service (AMS) proposes regulatory amendments that would allow for the addition of an optional cotton futures classification procedureidentified and known as ``registration'' by the U.S. cotton industry and the Intercontinental Exchange (ICE). In response to requests from the U.S. cotton industry and ICE, AMS proposes to offer a futures classification option whereby cotton bales may be certificated for the purpose of an exchange's cotton futures contract using Smith-Doxey data to verify that submitted bales meet more restrictive quality requirements and age parameters established by that exchange. The implementation of ICE's Cotton Resolution No. 2 is scheduled to commence with the March 2014 contract month. It is anticipated that AMS would make the futures classification option available December 2013.

Assessments upon date handlers are used by the Committee to fund reasonable and necessary expenses of the program. The crop year begins October 1 and ends September 30. The Monongahela National Forest is proposing to charge $10.00 per night for single unit sites and $20.00 per night for double unit sites at Island Campground on the Greenbrier Ranger District. The Forest recently finished reconstruction of Island Campground which included relocating and upgrading the campground to provide a safe, fully accessible, 12-unit campground. Prior to reconstruction, this was a small, primitive campground with very few amenities. Fees for overnight use will be used for the continued operation and maintenance of Island Campground.

Changes to the Salmonella Verification Sampling Program: Analysis of Raw Beef for Shiga Toxin-Producin Escherichia coli and Salmonella

The Food Safety and Inspection Service (FSIS) is announcing changes to its procedures for Salmonella verification sampling program of raw beef products. On the date that FSIS will announce in the Federal Register document that responds to any comments on this document, FSIS will discontinue Salmonella sampling set procedures (``HC01'') in ground beef products, except in establishments with results that exceeded the standard for Salmonella in that establishment's most recently completed sample set (i.e., in those establishments in Category 3). At the same time, FSIS will begin analyzing for Salmonella all raw beef samples that it collects for Shiga toxin-producing Escherichia coli (STEC) analysis. Therefore, FSIS will begin analyzing for Salmonella all samples of raw ground beef, beef manufacturing trimmings, bench trim, and other raw ground beef components that it collects for STEC testing. To be consistent with the Agency's STEC analytic sample portions, FSIS laboratories will increase the raw ground beef analytic sample portion for Salmonella analysis from 25 grams to 325 grams. This notice describes how FSIS intends to use the results from its verification sampling program to develop new Salmonella performance standards for ground beef product and to estimate Salmonella prevalence in raw ground beef and beef manufacturing trimmings products. Finally, this document discusses changes that the Agency is considering related to FSIS Salmonella sampling and testing of other products.

As explained in the RFI, FNS is re- examining SNAP retailer eligibility requirements in part because of concerns raised in a recent FNS report examining the trafficking rates at different types of retail food stores and a 2006 Government Accountability Office (GAO) report suggesting that the minimal stocking requirements in SNAP contribute to corrupt retailers entering the program. Food Distribution Program on Indian Reservations: Income Deductions and Resource Eligibility

This rulemaking establishes requirements to simplify and improve the administration of and expand access to the Food Distribution Program on Indian Reservations and the Food Distribution Program for Indian Households in Oklahoma, both of which are referred to as ``FDPIR'' in this rulemaking. The rulemaking amends FDPIR regulations to promote conformity with the Supplemental Nutrition Assistance Program (SNAP). First, the final rule revises FDPIR regulations to eliminate household resources from consideration when determining FDPIR eligibility. Second, the final rule will expand the current FDPIR income deduction for Medicare Part B Medical Insurance and Part D Prescription Drug Coverage premiums to include other monthly medical expenses in excess of $35 for households with elderly and/or disabled members. Third, the final rule will establish an income deduction for shelter and utility expenses. Finally, the final rule will provide new verification requirements related to the new income deductions, and provide revisions to the household reporting requirements that will more closely align FDPIR and SNAP regulations.

The U.S. Department of Agriculture, Forest Service, requests applications for the Community Forest and Open Space Conservation Program (Community Forest Program or CFP). This is a competitive grant program whereby local governments, qualified nonprofit organizations, and Indian tribes are eligible to apply for grants to establish community forests through fee simple acquisition of private forest land from a willing seller. The purpose of the program is to establish community forests by protecting forest land from conversion to non- forest uses and provide community benefits such as sustainable forest management, environmental benefits including clean air, water, and wildlife habitat; benefits from forest-based educational programs; benefits from serving as models of effective forest stewardship; and recreational benefits secured with public access. Eligible lands for grants funded under this program are private forest land that is at least five acres in size, suitable to sustain natural vegetation, and at least 75 percent forested. The lands must also be threatened by conversion to non-forest uses, must not be held in trust by the United States on behalf of any Indian tribe, must not be Tribal allotment lands, must be offered for sale by a willing seller, and if acquired by an eligible entity, must provide defined community benefits under CFP and allow public access.

The Federal Crop Insurance Corporation (FCIC) finalizes the Catastrophic Risk Protection Endorsement. The intended effect of this action is to clarify existing policy provisions and to incorporate changes that are consistent with those made in the Common Crop Insurance Policy Basic Provisions and to incorporate provisions regarding catastrophic risk protection coverage for area yield plans from the Area Risk Protection Insurance (ARPI) Basic Provisions. The changes will be effective for the 2014 and succeeding crop years for all crops with a contract change date on or after the effective date of this rule, and for the 2015 and succeeding crop years for all crops with a contract change date prior to the effective date of this rule.
Science-Based Methods for Entity-Scale Quantification of Greenhouse Gas Sources and Sinks From Agriculture and Forestry Practices

The U.S. Department of Agriculture (USDA) has prepared a report containing methods for quantifying entity-scale greenhouse gas (GHG) emissions and removals from the agriculture and forestry sectors. The purpose of this notice is to seek input from the public on the proposed methods. This report was prepared in part to meet requirements of Section 2709 of the Food, Conservation and Energy Act of 2008. The report was prepared by 38 technical experts and reviewed by 29 scientific reviewers. USDA anticipates that the methods will be used by landowners and USDA to improve management practices and identify actions to reduce GHG emissions and increase carbon sequestration. The guidelines and methods could also be used by farmers, ranchers, and forest owners to facilitate their participation in voluntary state and regional GHG registries and programs. Notice of the project was announced in the Federal Register in February, 2011 (FR Doc. 2011-3731, p. 9534, Feb 18 2011). Comments received under this notice will be used to further refine the methods report in preparation for publication as a USDA Technical Bulletin. Comments submitted will help USDA to gauge the appropriateness and completeness of the proposed methods as well as methodological or data concerns that should be considered. A series of questions have been provided in the supplementary information below to aid review. When submitting responses, please annotate comments using the report section number designations. All information received will be included in the public docket and made available online at https:// www.regulations.gov, including any personal information provided. Do not include any information that might be considered proprietary or confidential.
