(Minnkota). The proposed Center to Grand Forks Transmission Line Project (proposed action) consists of: the construction of approximately 260 miles of 345 kilovolt (kV) transmission line from Center to Grand Forks, North Dakota; upgrades at the Center 345 kV substation; upgrades at the Square Butte 230 kV Substation; an additional 230 kV tie line; and upgrades at the Prairie Substation and fiber optic regeneration stations. Minnkota is requesting that RUS provide financial assistance for the proposed action.

Shasta Trinity National Forest, South Fork Management Unit, California Rattlesnake Fuel Reduction and Forest Health Project

The Hayfork District of the Shasta Trinity National Forest is proposing to use vegetation treatments to reduce risks from fire, improve forest health, and provide forest products on approximately 6,028 acres within the Rattlesnake watershed on the South Fork Management Unit of the Shasta Trinity National Forest. The active management needed in the Rattlesnake Fuel Reduction and Forest Health Project (Rattlesnake project) area to reduce fuels and stocking levels through thinning requires the removal of trees and biomass, some of which have commercial value. An estimated 33 million board feet of merchantable sawtimber, and an estimated 35,092 bone dry tons of biomass are expected to be removed. Providing wood products to meet regional and national needs is consistent with Forest Plan goals, standards and guidelines. The initial economic analysis shows that the average diameter and quantity of the material treated under this project would generally be insufficient to support a viable timber sale in today's market. The Forest Service will analyze these vegetation treatments within the constraints of the Shasta Trinity National Forest Land and Resource Management Plan, 1995.

USDA also is establishing a minimum biobased content for each of these items.

We are advising the public that the Animal and Plant Health Inspection Service is extending the public comment period on a petition from Pioneer Hi-Bred International, Inc., seeking a determination of nonregulated status for soybean designated as transformation event 305423, which has been genetically engineered to have higher levels of oleic acid and lower levels of linoleic and linolenic acids in their oil. Due to an Agency oversight, an incorrect version of the Pioneer petition was originally posted on the Internet for review and comment. With this notice, we are advising the public that the correct version of the petition has been posted and is available for review and comment. We are also extending the comment period for the petition, the draft environmental assessment, and the plant pest risk assessment in order to provide the public a full 60 days to consider the petition for determination of nonregulated status and the supporting documents associated with that petition.

The Agency is proposing to raise these rates to reflect, among other factors, national and locality pay increases for Federal employees and inflation, operating costs, instrumentation and training, equipment maintenance costs, and program and agency administrative overhead costs. On August 11, 2003, the Grain Inspection, Packers and Stockyards Administration (GIPSA) implemented new Subtitle B of Title II of the Packers and Stockyards Act which was added by the Livestock Mandatory Reporting Act of 1999 (1999 Act), by establishing the Swine Contract Library (SCL). The statutory authority for the library lapsed on September 30, 2005. On October 5, 2006, the Livestock Mandatory Reporting Reauthorization Act (Reauthorization Act) reauthorized the 1999 Act until September 30, 2010, and also amended the swine reporting requirements of the 1999 Act. This proposed rulemaking would re- establish the regulatory authority for the library's continued operation and incorporate certain changes contained within the Reauthorization Act that impact the SCL, as well as make other changes to enhance the library's overall effectiveness and efficiency in response to input from regulated entities and the public. We also intend to request a 3-year extension of and revision to the currently approved information collection in support of the reporting and recordkeeping requirements for the SCL program. This approval is required under the Paperwork Reduction Act.

Citrus Canker; Movement of Fruit From Quarantined Areas

We are amending the citrus canker regulations to modify the conditions under which fruit may be moved interstate from a quarantined area. We are eliminating the requirement that each lot of finished fruit be inspected at the packinghouse and found to be free of visible symptoms of citrus canker and removing the current prohibition on the movement of fruit from a quarantined area to commercial citrus- producing States. We are continuing to require fruit moved interstate from a quarantined area to be treated with an approved disinfectant and to be packed in a commercial packinghouse that operates under a compliance agreement. These changes will relieve some restrictions on the interstate movement of fresh citrus fruit from quarantined areas while maintaining conditions that will prevent the artificial spread of citrus canker.

GIPSA is also amending that section of the regulations to add ``swine contractors'' to the list of regulated entities to which the section applies.

The Department of Agriculture (USDA) is adopting, as a final rule, without change, an interim final rule which decreased the assessment rate established for the Washington Apricot Marketing Committee (Committee) for the 2009-2010 and subsequent fiscal periods from $2.00 to $1.00 per ton of apricots handled. The Committee locally administers the marketing order, which regulates the handling of apricots grown in designated counties in Washington. The decreased assessment rate is necessary to align the Committee's expected revenue with its proposed 2009-2010 budget.
Amendments to Treatments for Sweet Cherry and Citrus Fruit from Australia and Irradiation Dose for Mediterranean Fruit Fly

We are proposing to amend the regulations pertaining to approved phytosanitary treatments of fruits and vegetables by adding new treatment schedules for sweet cherries and for certain species of citrus fruit imported from Australia into the United States. Based on our treatment evaluation, we have determined that the proposed treatments would be effective against Mediterranean fruit fly and Queensland fruit fly, pests associated with sweet cherries and citrus fruit from Australia. We also propose to establish an approved irradiation dose for Mediterranean fruit fly of 100 gray, which is lower than the generic dose of 150 gray that is approved for all fruit flies. New peer-reviewed data indicate that the 100 gray irradiation dose will neutralize Mediterranean fruit fly. These changes would offer more flexibility in treatments while continuing to prevent the introduction or interstate movement of quarantine pests.
Noxious Weeds; Old World Climbing Fern and Maidenhair Creeper

We are amending the noxious weed regulations by adding Old World climbing fern (Lygodium microphyllum (Cavanilles) R. Brown) and maidenhair creeper (Lygodium flexuosum (Linnaeus) Swartz) to the list of terrestrial noxious weeds. This action is necessary to prevent the artificial spread of these noxious weeds into the United States.
