A notice was published in the Federal Register (73 FR 7245- 7246) dated February 7, 2008, revising the United States Standards for Grades of Pineapples, issued under the Agricultural Marketing Act of 1946 (7 U.S.C. 1621-1627) effective March 10, 2008. However, in section 51.1489, Application of Tolerances, the words ``packages'' and ``containers'' were incorrectly listed. The correct words should have been ``samples'' and ``sample.'' This document corrects the standards by revising this section.

We are advising the public that the Animal and Plant Health Inspection Service has prepared an environmental assessment concerning authorization to ship for the purpose of field testing, and then to field test, an unlicensed Mannheimia Haemolytica-Pasteurella Multocida Vaccine, Avirulent Live Culture. The environmental assessment, which is based on a risk analysis prepared to assess the risks associated with the field testing of this vaccine, examines the potential effects that field testing this veterinary vaccine could have on the quality of the human environment. Based on the risk analysis, we have reached a preliminary determination that field testing this veterinary vaccine will not have a significant impact on the quality of the human environment, and that an environmental impact statement need not be prepared. We intend to authorize shipment of this vaccine for field testing following the close of the comment period for this notice unless new substantial issues bearing on the effects of this action are brought to our attention. We also intend to issue a U.S. Veterinary Biological Product License for this vaccine, provided the field test data support the conclusions of the environmental assessment and the issuance of a finding of no significant impact and the product meets all other requirements for licensing.

The Food Safety and Inspection Service (FSIS) is announcing new dollar limitations on the amount of meat, meat food products, poultry, and poultry products that a retail store can sell to hotels, restaurants, and similar institutions without disqualifying itself for exemption from Federal inspection requirements. By reason of FSIS' regulations, for calendar year 2008 the dollar limitation is increased for meat and meat food products from $55,100 to $56,900 and for poultry products from $44,400 to $46,700. FSIS is changing the dollar limitations from calendar year 2007 based on price changes for these products evidenced by the Consumer Price Index.

The USDA Forest Service is resuming preparation of the Pike and San Isabel National Forests land management plan (Forests Plan), and the Cimarron and Comanche National Grasslands land management plan (Grasslands Plan) as directed by the National Forest Management Act (NFMA). Preparation of these two plans, which will replace the single 1984 land and resource management plan (as amended) (1984 Plan) for all four units, was halted when the 2005 Planning Rule was enjoined. A new planning rule (36 CFR 219) was implemented on April 21, 2008, allowing the planning processes to be resumed.

It also provides the locations for three public hearings at which oral testimony will be taken, along with written comments. The Commodity Credit Corporation (CCC) is revising the Tobacco Transition Payment Program (TTPP) regulations to expand the information provided in quarterly notices to tobacco manufacturers and importers about the assessments due to CCC. Assessments are based on market shares, CCC has concluded that certain information formerly not included may be included in future assessment notices and released. Specifically, CCC will release to reporting manufacturers and importers the qualifying market share of other manufacturers and importers, for the relevant class of tobacco product, based solely on information supplied by the reporting manufacturer or importer to CCC.

We are adopting as a final rule, without change, an interim rule that amended the Karnal bunt regulations to provide compensation for certain growers and handlers of grain and seed affected by Karnal bunt who had not been eligible for compensation, and for certain wheat grown outside the regulated area that had been commingled with wheat grown in regulated areas in Texas. The compensation provided by the interim rule was necessary to encourage the participation of, and obtain cooperation from, affected individuals in our efforts to contain and reduce the prevalence of Karnal bunt.

This final rule amends the regulations governing the WIC Program to clarify issues that have arisen subsequent to the publication of the WIC Food Delivery Systems Final Rule on December 29, 2000, and to strengthen further the requirements for State vendor management and infant formula cost-containment systems. This rule contains provisions that would prohibit a State agency from requiring an infant formula manufacturer to provide free infant formula or other items in its infant formula rebate bid solicitation and contract; require that a State agency provide an abbreviated administrative review when a vendor receives a WIC civil money penalty (CMP) as a result of a Food Stamp Program (FSP) disqualification; and expand the types of vendor information that a State agency may release for general program purposes. Technical changes were also made to 7 CFR 246.16a due to revisions made to the WIC Food Packages, published in the Federal Register December 6, 2007. This rule updates regulatory citations contained in 7 CFR 246.16a that refer to 7 CFR 246.10.
State of Alaska-Termination of Withdrawal

The Act of March 22, 1944 (58 Stat. 119) withdrew approximately 3,235 acres of land within the Cascade Creek watershed of the Tongass National Forest as a municipal watershed for the City and Borough of Sitka. The Act provided that the withdrawal would terminate upon a finding by the Secretary of Agriculture of an abandonment and nonuse for a period of two years. With the concurrence of the City and Borough of Sitka, a finding of such abandonment and nonuse is being made and the withdrawal terminated.

This proposed rule invites comments on revising the requirements regarding off-grade raisins under the Federal marketing order for California raisins (order). The order regulates the handling of raisins produced from grapes grown in California and is administered locally by the Raisin Administrative Committee (Committee). This proposed rule would revise the requirement that notification handlers must provide to the inspection service and the Committee when they perform certain functions on off-grade raisins be in writing, thereby allowing them to use other means of communication, including e-mail. This proposed rule would also remove the requirement that handlers submit reports to the Committee regarding transfers of off-grade and other failing raisins. This action would bring the order's administrative rules and regulations in line with current industry practices.

We published a notice of proposed rulemaking in the Federal Register on February 11, 2008 (73 FR 7686), asking for comments on proposed amendments to four existing scales and weighing regulations issued under the Packers and Stockyards Act (P&S Act). The notice provided an opportunity for interested parties to submit written comments to Grain Inspection, Packers and Stockyards Administration (GIPSA) until April 11, 2008. In response to a request from the poultry industry, we are reopening and extending the comment period to provide interested parties with additional time in which to comment.
