USDA Forest Service, Coronado National Forest is soliciting the interest and eligibility of potential federal and non-federal (tribal, state, and local governments and their agencies) in participating as cooperating agencies in the environmental study of the Mine Plan of Operation for the proposed Rosemont Copper Mine, Pima County, Arizona.
Availability of Lists of Retail Consignees During Meat or Poultry Product Recalls
The Food Safety and Inspection Service (FSIS) is amending the Federal meat and poultry products inspection regulations to provide that the Agency will make available to the public the names and locations of the retail consignees of meat and poultry products that have been recalled by a federally-inspected meat or poultry establishment if the recalled product has been distributed to the retail level. This rule will apply only where there is a reasonable probability that the use of the recalled product will cause serious adverse health consequences or death (Class I recalls). FSIS will routinely post this information on its Web site as it compiles the information during its recall verification activities. FSIS is taking this action to provide an additional mechanism for prompting consumers to examine products stored in their refrigerator, freezer, or cupboard when there is a reasonable probability that the product will cause adverse health consequences. The retail consignee information will complement the product identification information that FSIS already makes available and will provide additional opportunities for local media outlets and State and local health officials to transmit more targeted information about the recall to consumers.
Ravalli County Resource Advisory Committee
The Ravalli County Resource Advisory Committee will be meeting about a presentation ``Climate Change Solutions: Where do we go from here?'' given by Dr. Faith Ann Heinsch, and hold a short public forum (question and answer session). The meeting is being held pursuant to the authorities in the Federal Advisory Committee Act (Pub. L. 92-463) and under the Secure Rural Schools and Community Self-Determination Act of 2000 (Pub. L. 106-393). The meeting is open to the public.
Law Enforcement Support Activities
The Forest Service is proposing to revise regulations at 36 CFR part 262, Subparts A and B, regarding removal of obstructions, impoundment of personal property, payment of rewards, and payment for information or evidence in furtherance of an investigation. The proposed revisions to subpart A would clarify and concisely state the Agency's authority for setting reward amounts and would streamline the rules regarding payment for information and evidence. The proposed revisions to Subpart B would shorten the timeframe for impoundment procedures, change the posting requirement, and allow the Forest Service to retain unclaimed personal property for administrative use.

App. 2, this notice announces an invitation from the Office of the Secretary of Agriculture for nominations to the Advisory Committee on Agriculture Statistics. On April 3, 2007, the Secretary of Agriculture re-established the Advisory Committee charter for another 2 years. The purpose of the Committee is to advise the Secretary of Agriculture on the scope, timing, content, etc., of the periodic censuses and surveys of agriculture, other related surveys, and the types of information to obtain from respondents concerning agriculture. The Committee also prepares recommendations regarding the content of agriculture reports and presents the views and needs for data of major suppliers and users of agriculture statistics.

Status of Travel Management Planning and Providing Access for Subsistence Purposes Within the USDA Forest Service, Alaska Region
The USDA Forest Service, Alaska Region, is notifying the public of the process for making travel management decisions on National Forest System (NFS) lands in Alaska, consistent with both Subpart B of the Travel Management Rule (36 CFR 212) and the Alaska National Interest Lands Conservation Act (ANILCA) Title VIII, Sections 810 and 811. The Tongass National Forest initiated travel management analyses, and will be completing National Environmental Policy Act (NEPA) and producing Motor Vehicle Use Maps (MVUMs) over the next 18 months, pursuant to 36 CFR 212 Subpart B. The analysis and associated NEPA will evaluate the effects on subsistence uses (Section 810 of ANILCA) and subsistence access (Section 811 of ANILCA); the public involvement requirements of ANILCA 810 and 811 will run concurrent with the NEPA public comment period, including notice and hearings; the NEPA documentation (for example, environmental assessment) and decision document (for example, Decision Notice and Finding of No Significant Impact) will be prepared to document the travel management route and area designation decisions. The prohibition on motor vehicle use off the designated system (36 CFR 261.13) and the closures or restrictions to access for subsistence purposes (Section 811(b) of ANILCA) will go into effect and are enforceable when each MVUM is completed, published, and made available to the public. The Chugach National Forest and Sitka Ranger District, Tongass National Forest, completed their NEPA process and associated MVUM's pursuant 36 CFR 212 Subpart B. The Wrangell Ranger District, Tongass National Forest, completed their travel management NEPA, and is scheduled to publish their MVUM in 2009. The prohibition on motor vehicle use off the designated system (36 CFR 261.13) and closures or restrictions to access for subsistence purposes (Section 811(b) of ANILCA) go into effect and are enforceable when the MVUMs are published and made available to the public.
Kalispell Line Valve 5 to 6 Loop Natural Gas Pipeline Project, Flathead National Forest, Flathead County, MT
The Forest Service will prepare an Environmental Impact Statement (EIS) for a proposal by NorthWestern Energy (NWE) to construct and operate a loop natural gas pipeline on the Hungry Horse Ranger District of the Flathead National Forest. The new loop pipeline would be installed underground and generally parallel Highway 2 and an existing natural gas transmission line currently authorized to NWE under a Forest Service special use permit (SUP). NWE proposes to construct approximately 12 miles of 12-inch diameter steel pipe from an existing natural gas valve station near Marias Pass on the Continental Divide westward to another existing valve station near the junction of Bear Creek and the Middle Fork Flathead River. The SUP would be amended to include the new loop pipeline. The project area is approximately 25 miles SW of Browning, Montana and approximately 50 highway miles SE of Columbia Falls, Montana.
Subsistence Management Regulations for Public Lands in Alaska, Subpart C and Subpart D-2008-09 Subsistence Taking of Fish and Shellfish Regulations
On March 14, 2008, we published a final rule that established regulations for seasons, harvest limits, methods, and means related to taking of fish and shellfish for subsistence uses during the 2008-09 regulatory year. This rule, which became effective April 1, 2008, and remains effective through March 31, 2009, contained an error in the regulatory text. This document corrects that error.
Notice of Proposed Changes to the Natural Resources Conservation Service's National Handbook of Conservation Practices
Notice is hereby given of the intention of NRCS to issue a series of revised conservation practice standards in its National Handbook of Conservation Practices. These standards include: Residue Management, Seasonal (Code 344); Grassed Waterway (Code 412); Mulching (Code 484); Stripcropping (Code 585); Cross Wind Ridges (Code 588); Terrace (Code 600); Underground Outlet (Code 620); and Water and Sediment Control Basin (Code 638). NRCS State Conservationists who choose to adopt these practices for use within their States will incorporate them into Section IV of their respective electronic Field Office Technical Guide. These practices may be used in conservation systems that treat highly erodible land or on land determined to be a wetland.
Payment Limitation and Payment Eligibility
As announced by this notice, the Commodity Credit Corporation (CCC) is implementing the provisions of the Food, Conservation, and Energy Act of 2008 (the 2008 Farm Bill) regarding payment limitation and payment eligibility provisions (including the average adjusted gross income limitation) for the 2008 crop, fiscal, or program year. The 2008 Farm Bill authorizes payment limitations and payment eligibility provisions that were previously authorized for preceding commodity and conservation programs under the Farm Security and Rural Investment Act of 2002 (the 2002 Farm Bill). As a result of this notice, CCC will be able to commence administration of payment limitation and payment eligibility provisions applicable to commodity and conservation programs for the 2008 crop, fiscal, or program year. Through a subsequent rule, CCC will implement payment limitation and payment eligibility provisions for 2009 through 2012.
Brazos Electric Power Cooperative, Inc.: Notice of Availability of an Environmental Assessment
Notice is hereby given that the Rural Utilities Service, an agency delivering the United States Department of Agriculture (USDA) Rural Development Utilities Programs, hereinafter referred to as Rural Development and/or the Agency, is issuing an Environmental Assessment (EA) in connection with possible impacts related to the construction and operation of a second 500 megawatt combined-cycle combustion turbine generation unit at Brazos Electric Power Cooperative's (Brazos) existing Jack County Plant Site, as proposed by Brazos, of Waco, Texas.
National Organic Program; Proposed Amendment to the National List of Allowed and Prohibited Substances (Livestock)
This proposed rule would amend the U.S. Department of Agriculture's (USDA) National List of Allowed and Prohibited Substances (National List) to reflect one recommendation submitted to the Secretary of Agriculture (Secretary) by the National Organic Standards Board (NOSB) on May 22, 2008. Consistent with the recommendation from the NOSB, this proposed rule would revise the annotation of one substance on the National List, Methionine, to extend its use in organic poultry production until October 1, 2010.
National Organic Program (NOP); Sunset Review (2008)
This proposed rule would amend the U.S. Department of Agriculture's (USDA) National List of Allowed and Prohibited Substances (National List) regulations to reflect recommendations submitted to the Secretary of Agriculture (Secretary) by the National Organic Standards Board (NOSB) on November 30, 2007, and May 22, 2008. The recommendations addressed in this proposed rule pertain to the continued exemption (use) and prohibition of 12 substances in organic production and handling. Consistent with the recommendations from the NOSB, this proposed rule would renew the 11 exemptions and 1 prohibition on the National List (along with any restrictive annotations) and correct the Tartaric acid listings by adding annotations originally recommended to the Secretary on November 1, 1995.
Notice of Proposed New Fee Sites; Federal Lands Recreation Enhancement Act (Title VIII, Pub. L. 108-447)
The Salmon-Challis National Forest is planning to charge fees at eleven recreation sites. All sites have recently been reconstructed or amenities are being added to improve services and experiences. Fees are assessed based on the level of amenities and services provided, cost of operation and maintenance, market assessment, and public comment. The fees listed are only proposed and will be determined upon further analysis and public comment. Funds from fees would be used for the continued operation and maintenance of these recreation sites. Custer 1, Flat Rock Extension and Blind Creek Campgrounds are currently fee free sites. Improvements have been made including designating campsites, installing fire rings, picnic tables and new toilets in 2007. Improvements will address sanitation and safety concerns, and improve deteriorating resource conditions and recreation experiences. Mosquito Flat Reservoir, Mill Creek (Lost River RD), Broad Canyon, Lake Creek, Banner Creek, Mount Borah, Bench Creek and Big Eightmile campgrounds contain the necessary site amenities to be eligible for fee collection. A financial analysis is being completed to determine fee rates. The proposed fee to help maintain these sites would range between $5 and $10 a campsite.
United States Standards for Grades of Beet Greens
The Agricultural Marketing Service (AMS) is soliciting comments on its proposal to revise the voluntary United States Standards for Grades of Beet Greens. AMS is proposing to remove ``Unclassified'' category from the standards. The proposed revisions will update the beet greens grade standards.
Notice of Funds Availability (NOFA) Inviting Applications for the Specialty Crop Block Grant Program-Farm Bill (SCBGP-FB)
The Agricultural Marketing Service (AMS) announces the availability of approximately $10 million in grant funds, less USDA administrative costs, to enhance the competitiveness of specialty crops. The funds announced under this program (SCBGP-FB) are separate from the Specialty Crop Block Grant Program (SCBGP) funds announced by AMS on March 5, 2008. SCBGP-FB funds are authorized by the recently enacted Food, Conservation, and Energy Act of 2008 (the 2007 Farm Bill). The application process to apply for the SCBGP-FB funds will parallel those currently found in 7 CFR part 1290. Regulations to implement the amendments made in the 2007 Farm Bill will be published in the near future. State departments of agriculture are encouraged to develop their grant applications promptly. The 2007 Farm Bill requires USDA to obligate the grant funds under this program by the end of the fiscal year, September 30, 2008, which necessitates a short application period. State departments of agriculture interested in obtaining grant program funds are invited to submit applications to USDA. State departments of agriculture, meaning agencies, commissions, or departments of a State government responsible for agriculture within the 50 States, the District of Columbia, the Commonwealth of Puerto Rico, Guam, American Samoa, the U.S. Virgin Islands, and the Commonwealth of the Northern Mariana Islands are eligible to apply. State departments of agriculture are encouraged to involve industry groups, academia, and community-based organizations in the development of applications and the administration of projects.
Roadless Area Conservation National Advisory Committee
The Roadless Area Conservation National Advisory Committee will meet in Washington, DC. The purpose of the meeting is to discuss the proposed rule for the management of roadless areas on National Forest System lands in the State of Colorado and to discuss other related roadless area matters.
Peanut Promotion, Research, and Information Order; Amendment to Primary Peanut-Producing States and Adjustment of Membership
The Department of Agriculture (Department) is adopting, as a final rule, without change, an interim final rule that added a producer member and alternate from the State of Mississippi to the National Peanut Board (Board). The change was proposed by the Board, which administers the nationally coordinated program, in accordance to the provisions of the Peanut Promotion, Research, and Information Order (Order) which is authorized under the Commodity Promotion, Research, and Information Act of 1996 (1996 Act). This change is made because Mississippi is now considered a major peanut-producing state based on the Board's review of the geographical distribution of the production of peanuts. The Order requires a review of the geographical distribution of the production of peanuts at least every five years. The addition of a member from Mississippi will provide for additional representation from another primary peanut-producing state.
Southwestern Region, Arizona, New Mexico, West Texas and Oklahoma: Proposed Surface Management of Natural Gas Resource Development on Jicarilla Ranger District, Carson National Forest, Rio Arriba County, NM; Additional Filings
The USDA Forest Service published a notice of intent (69 FR 59881-59883, October 6, 2004) to prepare an environmental impact statement (EIS) for a proposed forest plan amendment for surface management of gas leasing and development on the Jicarilla Ranger District, Carson National Forest. In addition, the proposal includes a leasing analysis for unleased acres on the Jicarilla Ranger District. The Environmental Protection Agency (EPA) published a notice of availability (NOA) for the draft EIS in the Federal Register on February 16, 2007 (72 FR 54900). The end of the comment period presented in the NOA was incorrect and subsequently rectified in an amended notice (72 FR 9521, March 2, 2007). A corrected notice of intent was published in the Federal Register on May 15, 2007 (72 FR 27282) changing the estimated filing date for the final EIS from early summer 2005 to fall 2007. Revised Dates: This notice changes the estimated filing date for the final EIS from fall 2007 to mid-late summer September 2008. When completed, EPA will publish a NOA of the final EIS in the Federal Register. Corrected Unleased Acres: The draft EIS included a leasing analysis for approximately 3,800 unleased acres on the Jicarilla Ranger District. This notice corrects the number of unleased acres analyzed in the final EIS to approximately 5,000 acres. Change in Responsible Official: In addition, this notice changes the official responsible for the EIS and subsequent record of decision from Forest Supervisor Martin D. Chavez, Jr. to Acting Forest Supervisor Erin Connelly, Carson National Forest.
Departmental Administration; Public Hearing on BioPreferred Voluntary Labeling Program
The Department of Agriculture (USDA) will hold a public meeting for interested stakeholders to provide an open forum to solicit feedback on the establishment of the BioPreferred voluntary labeling program. This program will allow USDA to authorize manufacturers and vendors of qualifying biobased products to use a ``USDA Certified Biobased Product'' label.
Child and Adult Care Food Program: National Average Payment Rates, Day Care Home Food Service Payment Rates, and Administrative Reimbursement Rates for Sponsoring Organizations of Day Care Homes for the Period July 1, 2008 Through June 30, 2009
This notice announces the annual adjustments to the national average payment rates for meals and snacks served in child care centers, outside-school-hours care centers, at-risk afterschool care centers, and adult day care centers; the food service payment rates for meals and snacks served in day care homes; and the administrative reimbursement rates for sponsoring organizations of day care homes, to reflect changes in the Consumer Price Index. Further adjustments are made to these rates to reflect the higher costs of providing meals in the States of Alaska and Hawaii. The adjustments contained in this notice are made on an annual basis each July, as required by the laws and regulations governing the Child and Adult Care Food Program.
Food Distribution Program: Value of Donated Foods From July 1, 2008 Through June 30, 2009
This notice announces the national average value of donated foods or, where applicable, cash in lieu of donated foods, to be provided in school year 2009 (July 1, 2008 through June 30, 2009) for each lunch served by schools participating in the National School Lunch Program (NSLP), and for each lunch and supper served by institutions participating in the Child and Adult Care Food Program (CACFP).
National School Lunch, Special Milk, and School Breakfast Programs, National Average Payments/Maximum Reimbursement Rates
This Notice announces the annual adjustments to the ``national average payments,'' the amount of money the Federal Government provides States for lunches, afterschool snacks and breakfasts served to children participating in the National School Lunch and School Breakfast Programs; to the ``maximum reimbursement rates,'' the maximum per lunch rate from Federal funds that a State can provide a school food authority for lunches served to children participating in the National School Lunch Program; and to the rate of reimbursement for a half-pint of milk served to non-needy children in a school or institution which participates in the Special Milk Program for Children. The payments and rates are prescribed on an annual basis each July. The annual payments and rates adjustments for the National School Lunch and School Breakfast Programs reflect changes in the Food Away From Home series of the Consumer Price Index for All Urban Consumers. The annual rate adjustment for the Special Milk Program reflects changes in the Producer Price Index for Fluid Milk Products.

Raisins Produced From Grapes Grown in California; Final Free and Reserve Percentages for 2007-08 Crop Natural (Sun-Dried) Seedless Raisins
The Department of Agriculture (USDA) is adopting, as a final rule, without change, an interim final rule that established final volume regulation percentages for the 2007-08 crop of Natural (sun- dried) Seedless (NS) raisins covered under the Federal marketing order for California raisins (order). The order regulates the handling of raisins produced from grapes grown in California and is locally administered by the Raisin Administrative Committee (Committee). The volume regulation percentages are 85 percent free and 15 percent reserve. The percentages are intended to help stabilize raisin supplies and prices, and strengthen market conditions.
Recordkeeping for Approved Livestock Facilities and Slaughtering and Rendering Establishments
We are proposing to amend the regulations regarding the interstate movement of livestock to require approved livestock facilities and listed slaughtering and rendering establishments to maintain certain records for 5 years. Currently, approved livestock facilities are required to retain certain records for 2 years, and there are no record retention provisions that apply to listed slaughtering and rendering establishments. Requiring the retention of certain records for 5 years would allow us to trace the prior movements of diseased livestock further into the past than is currently possible, thus providing the opportunity to locate potentially infected or exposed livestock that might otherwise remain unidentified. We are also proposing to require the operators of slaughtering and rendering establishments to sign listing agreements to document their agreement to comply with the requirements of the regulations for listed slaughtering and rendering establishments. Such agreements are currently required for approved livestock facilities, but not for slaughtering and rendering facilities. The proposed change would eliminate that inconsistency.
Request for an Extension of and Revision to a Currently Approved Information Collection

Chapter 35), this notice announces the Agricultural Marketing Service's (AMS) intention to request an extension for and revision to a currently approved information collection for the Regulations Governing the Inspection and Grading of Manufactured or Processed Dairy ProductsRecordkeeping (Subpart B).
Food Distribution Program on Indian Reservations: Resource Limits and Exclusions, and Extended Certification Periods
This proposed rule would amend regulations for the Food Distribution Program on Indian Reservations (FDPIR). The changes are intended to improve program service, ensure consistency between FDPIR and the Food Stamp Program, and respond to concerns expressed by the National Association of Food Distribution Programs on Indian Reservations (NAFDPIR) that the current FDPIR resource limit was insufficient for the target population and served as a barrier to participation. The proposed rule would increase the maximum level of allowable resources to the same level permitted under the Food Stamp Program (including annual adjustments for inflation in accordance with Section 4104 of the Food, Conservation, and Energy Act of 2008 (Pub. L. 110-234)), allow a resource exclusion for the first $1,500 of the value of one pre-paid funeral arrangement per household member, and allow households in which all members are elderly and/or disabled to be certified for up to 24 months. The rule would also implement Section 4107 of the Farm Security and Rural Investment Act of 2002 (Pub. L. 107-171), which established a resource limit of $3,000 for Food Stamp Program households with a disabled member.

Asian Longhorned Beetle; Additions to Quarantined Areas in New York
We are adopting as a final rule, without change, an interim rule that amended the Asian longhorned beetle regulations by expanding the boundaries of the quarantined areas in New York and restricting the interstate movement of regulated articles from these areas. The interim rule was necessary to prevent the artificial spread of the Asian longhorned beetle to noninfested areas of the United States.
Importation of Cooked Pork Skins
We are proposing to amend the regulations to allow for the importation of cooked pork skins from regions affected with foot-and- mouth disease, swine vesicular disease, African swine fever, and classical swine fever under certain conditions. We are taking this action after preparing a risk assessment that concluded that the cooking methods examined are sufficient to inactivate the pathogens of concern. This action would relieve restrictions on the importation of cooked pork skins while continuing to protect against the introduction of those diseases of concern.

Notice of Request for Extension of Approval of an Information Collection; Treatments for Fruits and Vegetables
In accordance with the Paperwork Reduction Act of 1995, this notice announces the Animal and Plant Health Inspection Service's intention to request an extension of approval of an information collection associated with regulations for the interstate movement of fruits and vegetables from Hawaii, Puerto Rico, and the U.S. Virgin Islands to help ensure that injurious plant pests are not spread to noninfested areas of the United States.

In accordance with the Paperwork Reduction Act of 1995, this notice announces the Animal and Plant Health Inspection Service's intention to request an extension of approval of an information collection associated with regulations for the possession, use, and transfer of biological agents and toxins that have the potential to pose a severe threat to human and animal health, to animal health, to plant health, or to animal products and plant products.
2008 Direct and Counter-Cyclical Program
As announced by this notice, the Commodity Credit Corporation (CCC) is implementing the provisions of the Food, Conservation, and Energy Act of 2008 (the 2008 Farm Bill) regarding direct and counter- cyclical payments for the 2008 crop year. The 2008 Farm Bill authorizes direct and counter-cyclical payments, with some changes, that were previously authorized for preceding crops under the Farm Security and Rural Investment Act of 2002 (the 2002 Farm Bill). As a result of this notice, CCC will be able to commence administration of the Direct and Counter-cyclical Program (DCP) for the 2008 crop. Through a subsequent rule, CCC will implement DCP for the 2009 through 2012 crops.
Notice of Intent To Renew a Currently Approved Information Collection
In accordance with the Paperwork Reduction Act of 1995 (Pub. L. 104-13) and Office of Management and Budget (OMB) regulations at 5 CFR 1320 (60 FR 44978, August 29, 1995), this notice announces the Agricultural Research Service's (ARS) intention to request an extension for a currently approved information collection in support of USDA's Biological Control Documentation Program dealing with documenting the importation and release of foreign biological control agents.
