The Coast Guard is establishing a temporary safety zone in the navigable waters of South San Francisco Bay in support of the Semisubmersible Loading Operation taking place between October 14 and 23, 2014 for a 24-hour period. This safety zone is established to ensure the safety of workers, mariners, and other vessels transiting the area from the dangers associated with the loading operations. Unauthorized persons or vessels are prohibited from entering into, transiting through, or remaining in the safety zone without permission of the Captain of the Port or their designated representative.

The Coast Guard announces the availability of five Navigation and Vessel Inspection Circulars (NVICs), which are the third set of a series of NVICs to implement the Final Rule that aligned Coast Guard regulations with amendments to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers and made changes to national endorsements. These NVICs will provide guidance to mariners concerning new regulations governing merchant mariner certificates and endorsements to Merchant Mariner Credentials (MMC).
