The purpose of this public notice is to: (1) Describe the proposal submitted to BOEM by the Commonwealth of Virginia, Department of Mines Minerals and Energy (DMME) to acquire an OCS lease for wind energy research activities; (2) solicit public input regarding the proposal, its potential environmental consequences, and the use of the area in which the proposed project would be located; and (3) solicit indications of competitive interest for a research lease in the area identified by DMME for activities that would support future, potential commercial wind development. On June 1, 2012, BOEM received an unsolicited request for a research lease from DMME. The objective of DMME is to obtain a lease under 30 CFR 585.238 for renewable energy research activities, including the siting of two meteorological and ocean monitoring platforms for pre-and post-construction collection of resource data, including wind velocities, water levels, waves, and bird and bat activities, to support the future production of renewable energy within and around the Wind Energy Area (WEA) offshore Virginia, identified by BOEM. This RFCI is published pursuant to subsection 8(p)(3) of the OCS Lands Act, as amended by section 388 of the Energy Policy Act of 2005 (EPAct) (43 U.S.C. 1337(p)(3)), and the implementing regulations at 30 CFR Part 585.

This notice provides BOEM's determination that there is no competitive interest in the area requested by Statoil North America (Statoil NA) for a commercial wind lease as described in the Notice of Potential Commercial Leasing for Wind Power on the Outer Continental Shelf (OCS) Offshore Maine, Request for Interest (RFI), that BOEM published on August 10, 2012, (77 FR 47877). The RFI described Statoil NA's application for a commercial lease for a four-turbine wind energy project on the OCS off the coast of Maine, and provided an opportunity for the public to submit comments about the proposal.
Interim Policy Leasing for Renewable Energy Data Collection Facility on the Outer Continental Shelf off the Coast of Georgia

This Notice of Intent (NOI) to prepare an Environmental Assessment (EA) is being published as an initial step for the purpose of involving Federal agencies, states, tribes, local governments, and the public in the preparation of an EA. The EA will consider the environmental consequences associated with issuing a lease for an offshore data collection facility located on the Outer Continental Shelf (OCS), in accordance with applicable Department of the Interior (DOI) and Council on Environmental Quality (CEQ) regulations implementing the provisions of the National Environmental Policy Act (NEPA) of 1969 as amended (42 U.S.C. 4321 et seq.). On November 6, 2007, the Minerals Management Service, now BOEM, announced an interim policy for authorizing the issuance of leases for the installation of offshore data collection and technology testing facilities on the OCS (72 FR 62673). An applicant has submitted a lease proposal to BOEM pursuant to the interim policy and, thus, has initiated the need for an EA. On April 7, 2011, Southern Company submitted an application to lease three OCS blocks, approximately 311 nautical miles off the coast of Tybee Island, Georgia, under its original nomination submitted on July 23, 2008. The areas proposed for leasing are identified as Brunswick NH 17-02 OCS blocks numbered 6074, 6174, and 6126. The proposed lease area covers about 70 square kilometers (17,280 acres) of seafloor, and ranges from a depth of 12 meters (m) in Block 6074 to 20 m in the eastern half of Block 6126. Southern Company submitted amended project applications on May 18, 2012, and October 25, 2012, which describe additional data collection and technology testing activities to be conducted on the proposed lease. Southern Company intends to deploy a meteorological tower and/or a meteorological buoy that will measure wind speed, direction and shear, and potentially collect other environmental data during the five year lease term. BOEM intends to prepare an EA for the purpose of considering the environmental consequences associated with issuing an interim policy lease to Southern Company; this EA will consider impacts associated with the deployment and installation of a meteorological tower and/or the deployment of a meteorological buoy. At a minimum, the EA will consider the alternatives of no action (i.e., no issuance of a lease) and the issuance of a lease and approval of certain technology testing activities within the lease area, such as installation of a fixed meteorological tower and/or deployment of a meteorological buoy. With this NOI, BOEM requests comments and input from Federal, state, and local government agencies, tribal governments, and other interested parties on important environmental issues and alternatives that may be appropriate for consideration in the EA. BOEM also requests information pertaining to measures (e.g., limitations on activities based on technology, siting, or timing) that would minimize the reasonably foreseeable impacts to environmental resources and socioeconomic conditions which could result from the proposed activity. BOEM will conduct consultations with other Federal agencies, tribal governments, and affected states during the EA process.
Commercial Leasing for Wind Power on the Outer Continental Shelf Offshore North Carolina-Call for Information and Nominations (Call)

BOEM invites the submission of nominations for commercial wind leases that would allow a lessee to propose the construction of a wind energy project on the Outer Continental Shelf (OCS) offshore North Carolina, and to develop the project if approved after further environmental review. Although this announcement is not itself a leasing announcement, the Call Areas described herein, or portions thereof, may be available for future leasing. BOEM will use responses to this Call to gauge specific interest in acquiring commercial wind leases in some or all of the Call Areas, as required by 43 U.S.C. 1337(p)(3). Parties wishing to submit a nomination in response to this Call should submit detailed and specific information in response to the requirements described in the section entitled, ``Required Nomination Information.'' This announcement also requests comments and information from interested and affected parties about site conditions, resources, and multiple uses in close proximity to, or within, the Call Areas that would be relevant to BOEM's review of any nominations submitted and/or to BOEM's subsequent decision to offer all or part of the Call Areas for commercial wind leasing. The information that BOEM is requesting is described in the section of this Call entitled, ``Requested Information from Interested or Affected Parties.'' This Call is published pursuant to subsection 8(p)(3) of the OCS Lands Act, 43 U.S.C. 1337(p)(3), which was added by section 388 of the Energy Policy Act of 2005 (EPAct), as well as the implementing regulations at 30 CFR part 585. The Call Areas described in this notice are located on the OCS offshore North Carolina and are delineated as Wilmington-West, Wilmington-East and Kitty Hawk (formerly referred to as North Carolina Planning Areas 1, 2, and 5, respectively, during BOEM's North Carolina offshore wind planning efforts). The three Call Areas include 195 whole OCS blocks and 60 partial blocks in total and comprise approximately 1,441 square nautical miles (494,016 hectares). These Call Areas were established in consultation with the BOEM North Carolina Renewable Energy Intergovernmental Task Force (Task Force). A detailed description of the areas and how they were developed is described in the section of this Call entitled, ``Description of the Area.''
Commercial Wind Leasing and Site Assessment Activities on the Atlantic Outer Continental Shelf (OCS) Offshore North Carolina

BOEM is publishing this Notice of Intent To Prepare an Environmental Assessment (EA) for the purpose of involving Federal agencies, states, tribes, local governments, offshore wind energy developers, and the public in the Department of the Interior's (DOI) ``Smart from the Start'' wind energy initiative offshore North Carolina. The ``Smart from the Start'' wind energy initiative is designed to identify areas that appear to be suitable for wind energy leasing on the OCS, known as Wind Energy Areas (WEAs) and to obtain public and expert input that will inform DOI's decisionmaking with regard to issuing leases and approving site assessment activities in these areas, in accordance with applicable DOI regulations and the Council on Environmental Quality (CEQ) regulations implementing the provisions of the National Environmental Policy Act (NEPA) of 1969 as amended (42 U.S.C. 4321 et seq.). The ``Smart from the Start'' initiative involves coordinated environmental studies, large-scale planning processes, and expedited review procedures within these areas to achieve an efficient and responsible renewable energy leasing process. More information on the ``Smart from the Start'' initiative can be found at: https://boem.gov/ Renewable-Energy-Program/Smart-from-the-Start/Index.aspx. In consultation with other Federal agencies and the BOEM North Carolina Intergovernmental Renewable Energy Task Force, BOEM has identified three areas under consideration for potential future wind energy leasing offshore North Carolina (Call Areas). These Call Areas are identified in the document entitled, Commercial Leasing for Wind Power on the Outer Continental Shelf Offshore North Carolina-Call for Information and Nominations (Call), which is being published concurrently with this Notice. The publication of a Call is the first public step in BOEM's offshore wind planning process for North Carolina, and additional opportunities for public involvement are required before any commercial wind leases would be issued. A commercial lease gives the lessee the exclusive right to subsequently seek BOEM approval for the development of the leasehold. The lease does not grant the lessee the right to construct any facilities; rather, the lease grants the lessee the right to use the leased area to develop its plans, which BOEM must approve before the lessee can move on to the next stage of the process. See 30 CFR 585.600 and 585.601. BOEM intends to prepare an EA, which is the subject of this Notice, that will consider the environmental consequences associated with the possible future issuance of commercial wind leases and approving site assessment activities on those leases (within all or some of these Call Areas). BOEM is seeking public input regarding the identification of the alternatives to be considered in the EA, as well as the environmental and/or socioeconomic issues to be analyzed. Furthermore, section 106 of the National Historic Preservation Act (16 U.S.C. 470f) and its implementing regulations at 36 CFR 800 require Federal agencies to consider the effects of their actions on historic properties, and afford the Advisory Council on Historic Properties an opportunity to comment (36 CFR 800.1). Therefore, BOEM will conduct Section 106 review for the issuance of leases and approval of site assessment activities within some or all of the Call Areas, in coordination with its environmental review. As part of this Section 106 review, BOEM will initiate consultation with state historic preservation officer, tribal officials, and others. With the publication of this Notice, BOEM is reaching out to the general public for comments regarding the identification of historic properties or potential effects to historic properties from leasing and site assessment activities in the Call Areas. Submitted information will allow BOEM to consider the views of the public and document historic preservation concerns early in the Section 106 process.

BOEM has prepared a ROD for oil and gas WPA Lease Sale 229 scheduled for November 28, 2012. WPA Lease Sale 229 is the first WPA lease sale in the 2012-2017 OCS Oil and Gas Leasing Program. In making its decision, BOEM considered alternatives to the proposed action and the potential impacts as presented in the Multisale FEIS and all comments received throughout the NEPA process. Bureau of Ocean Energy Management (BOEM) has prepared an environmental assessment (EA) considering the reasonably foreseeable environmental impacts and socioeconomic effects of issuing renewable energy leases and subsequent site characterization activities (geophysical, geotechnical, archaeological, and biological surveys needed to develop specific project proposals, which will be subject to subsequent environmental review, on those leases) in an identified Wind Energy Area (WEA) on the OCS offshore Massachusetts (MA). This EA also considers the reasonably foreseeable environmental impacts associated with the approval of site assessment activities (including the installation and operation of meteorological towers and buoys) on the leases that may be issued. This EA does not consider issues related to possible later project development. The purpose of this notice is to inform the public of the availability of the EA for review and to solicit public comments on the EA. BOEM will conduct public information meetings on Tuesday, November 13, 2012, in Boston and New Bedford, Wednesday, November 14, 2012, in Vineyard Haven on Martha's Vineyard, and Thursday, November 15, 2012, on Nantucket, in Massachusetts to explain the proposed activities and provide additional opportunities for public input on the EA. Right-of-Way Grant of Submerged Lands on the Outer Continental Shelf to Support Renewable Energy Development

BOEM Form 0009 would be used to issue Outer Continental Shelf (OCS) renewable energy right-of-way (ROW) grants in order to streamline this process and increase efficiency and consistency for applicants. As defined by BOEM regulations at 30 CFR Part 585, an ROW grant is an authorization issued for use of a portion of the OCS for the construction and use of a cable or pipeline for the purpose of gathering, transmitting, distributing, or otherwise transporting electricity or other energy product generated or produced from renewable energy, but does not constitute a project easement. The ability of an ROW grantee to install such a cable or pipeline and operate such activities would be subject to the applicable approvals specified in 30 CFR Part 585. BOEM has developed the form included in this notice and invites comments on the draft form. Following the 30- day comment period, BOEM will review all submitted comments, and publish a final version of the form in the Federal Register.

On October 12, 2011, BOEM received an unsolicited request from Statoil NA for a commercial wind lease on the OCS offshore Maine. Statoil NA's proposed project, ``Hywind Maine,'' would consist of four 3-megawatt (MW) wind turbine generators (WTG) configured for a total of 12-MW in water depths greater than 100 meters and be located approximately 12 nautical miles (nmi) off the coast of Maine. The objective of the proposed Hywind Maine Project is to demonstrate the commercial potential of the existing floating offshore Hywind technology, while responding to a corresponding Request for Proposals (RFP) issued by the Maine Public Utilities Commission. This request for interest is published pursuant to subsection 8(p)(3) of the OCS Lands Act, as amended by section 388 of the Energy Policy Act of 2005 (EPAct) (43 U.S.C. 1337(p)(3)), and the implementing regulations at 30 CFR part 585.231(b). Subsection 8(p)(3) of the OCS Lands Act requires that OCS renewable energy leases, easements, and rights-of-way (ROWs) be issued ``on a competitive basis unless the Secretary determines after public notice of a proposed lease, easement, or right-of-way that there is no competitive interest.'' This request for interest provides such public notice for the proposed lease area requested by Statoil NA and invites the submission of indications of competitive interest. BOEM will consider the responses to this public notice to determine whether competitive interest exists for the area requested by Statoil NA, as required by 43 U.S.C. 1337(p)(3). Parties wishing to obtain a lease for the area requested by Statoil NA should submit detailed and specific information as described in the section entitled ``Required Indication of Interest Information.'' This announcement also requests that interested and affected parties comment and provide information about site conditions and multiple uses within the area identified in this notice that would be relevant to the proposed project or its impacts. BOEM separately published a Notice of Intent (NOI) to prepare an environmental impact statement (EIS) concurrently with this request for interest. The WPA/CPA Supplemental EIS will update the environmental and socioeconomic analyses in the Gulf of Mexico OCS Oil and Gas Lease Sales: 2012-2017; WPA Lease Sales 229, 233, 238, 246, and 248; CPA Lease Sales 227, 231, 235, 241, and 247, Final Environmental Impact Statement (OCS EIS/EA BOEM 2012-019) (WPA/ CPA Multisale Final EIS). The WPA/CPA Multisale Final EIS was completed in July 2012. A Supplemental EIS is deemed appropriate to supplement the WPA/CPA Multisale Final EIS for these lease sales in order to consider new circumstances and information arising, among other things, from the Deepwater Horizon event. The WPA/CPA Supplemental EIS analysis will focus on updating the baseline conditions and potential environmental effects of oil and natural gas leasing, exploration, development, and production in the WPA and CPA. The WPA/CPA Supplemental EIS will also analyze the 1.4 nautical mile (nmi) buffer area in the Western Gap, which was excluded from the WPA/CPA Multisale EIS but which may be available in the proposed lease sale or subsequent sale. The WPA/CPA Supplemental EIS will assist decisionmakers in making informed decisions regarding the approval of operations, as well as leasing. The WPA/CPA Supplemental EIS analysis will focus on the potential environmental effects of oil and natural gas leasing, exploration, development, and production in the areas identified as the proposed lease sale areas. In addition to the no action alternative (i.e., canceling the proposed sales), other alternatives may be considered for each proposed lease sale, such as deferring certain areas from the proposed lease sales.

This document describes a revision to the description of the areas not available for leasing in the OCS. BOEM believes the previous descriptions of the areas excluded by the Gulf of Mexico Energy Security Act of 2006 (Pub. L. 109-432 December 20, 2006) could be confusing. Consequently, Section 4.A. items 1 and 2 of the original call are to be revised by deleting the following: 1. Blocks that were previously included within the Eastern GOM Planning Area and are within 100 miles of the Florida coast; and 2. Blocks east of the Military Mission line (86 degrees, 41 minutes west longitude) under an existing moratorium until 2022, as a result of the Gulf of Mexico Energy Security Act of 2006 (December 20, 2006); and replacing them with: 1. Whole blocks and portions of blocks deferred by the Gulf of Mexico Energy Security Act of 2006. Section 4.A. items 3 and 4 are also renumbered to 2 and 3 respectively to reflect this change.

The purpose of this public notice is to: (1) Describe the Deepwater Wind Block Island LLC (Deepwater Wind) Transmission System (BITS) proposal submitted to the Bureau of Ocean Energy Management (BOEM); (2) solicit submissions of indications of competitive interest for a right-of-way (ROW) grant for renewable energy purposes for the area identified in this notice; and (3) solicit public input regarding the proposal, its potential environmental consequences, and other uses of the area in which the proposal would be located. On November 30, 2011, BOEM received an application from Deepwater Wind for a ROW grant on the OCS offshore Rhode Island. Deepwater Wind's proposed project, the BITS, would entail the construction and installation of a bi-directional submerged transmission cable between Block Island and the Rhode Island mainland. Deepwater Wind has requested a ROW grant for the portion of the BITS cable that is proposed on the OCS. Deepwater Wind proposes that the BITS would serve two purposes: (1) Transmit electrical power from Deepwater Wind's proposed 30 megawatt (MW) offshore wind energy project located in Rhode Island State waters off Block Island to the Rhode Island mainland; and (2) transmit electrical power from the existing transmission grid on the Rhode Island mainland to Block Island. This RFCI is published pursuant to subsection 8(p)(3) of the OCS Lands Act, as amended by section 388 of the Energy Policy Act of 2005 (EPAct) (43 U.S.C. 1337(p)(3)), and the implementing regulations at 30 CFR part 585. Subsection 8(p)(3) of the OCS Lands Act requires that OCS renewable energy leases, easements, and rights-of-way be issued ``on a competitive basis unless the Secretary determines after public notice of a lease, easement, or right-of-way that there is no competitive interest.'' This RFCI provides such public notice for the proposed ROW grant area requested by Deepwater Wind and invites the submission of indications of competitive interest. BOEM will consider the responses to this public notice to determine whether competitive interest exists for the area requested by Deepwater Wind, as required by 43 U.S.C. 1337(p)(3). Parties wishing to obtain a grant for the area requested by Deepwater Wind should submit detailed and specific information as described in the section entitled, ``Required Indication of Interest Information.'' This announcement also requests that interested and affected parties comment and provide information about site conditions and existing and future uses of the area identified in this notice that would be relevant to the proposed project or its impacts. In preparing the ROD, BOEM considered alternatives to the proposed action and the impacts as presented in the Final SEIS and all comments received throughout the NEPA process. The Final SEIS updates two previous environmental and socioeconomic analyses for CPA Lease Sale 216/222. The GOM OCS Oil and Gas Lease Sales: 2007-2012; Western Planning Area Lease Sales 204, 207, 210, 215, and 218; Central Planning Area Lease Sales 205, 206, 208, 213, 216, and 222, Final Environmental Impact Statement (OCS EIS/EA MMS 2007-018) (Multisale EIS), completed in April 2007, originally analyzed CPA Lease Sale 216/222. The Gulf of Mexico OCS Oil and Gas Lease Sales: 2009-2012; Central Planning Area Lease Sales 208, 213, 216, and 222; Western Planning Area Lease Sales 210, 215, and 218; Final Supplemental Environmental Impact Statement (OCS EIS/EA MMS 2008-041) (2009-2012 Supplemental EIS), completed in September 2008, updated the socioeconomic and environmental analyses for CPA Lease Sale 216/222. BOEM developed the Final SEIS for CPA Lease Sale 216/222 in order to consider new circumstances and information arising from, among other things, the Deepwater Horizon explosion and oil spill. After careful consideration, BOEM has determined that in light of significant safety and environmental reforms since the Deepwater Horizon oil spill and the economic and energy security benefits of exploring and developing the domestic energy resources available in the CPA, including job creation, it is appropriate to hold a sale in this area at this time. BOEM resource assessments for the CPA indicate that the area contains over 30 billion barrels of oil (BBO) and over 133 trillion cubic feet (Tcf) of natural gas which are undiscovered and technically recoverable.

BOEM has issued a Record of Decision (ROD) to authorize the use of OCS sand resources by the U.S. Army Corps of Engineers (USACE) and Martin County Board of Commissioners in the Martin County, Florida Hurricane Storm Damage Reduction (HSDR) Project. The ROD documents the BOEM's decision in selecting the Preferred Alternative described in the USACE's Final Supplemental Environmental Impact Statement (SEIS) for the Martin County HSDR Project (August 2011). BOEM will enter into a negotiated agreement for the purpose of making sand available from a shoal on the OCS for placement on the beach in support of the beach nourishment, following the mandated 30-day wait period from the date of the issuance of the ROD. BOEM has prepared a Final Supplemental EIS for CPA Consolidated Lease Sale 216/222, an oil and gas lease sale that is tentatively scheduled for June 2012, which will be the final lease sale in the 2007-2012 5-Year OCS Oil and Gas Leasing Program. The proposed sale is in the GOM's CPA off the States of Louisiana, Mississippi, and Alabama. This Final Supplemental EIS updates, for CPA Lease Sale 216/ 222, environmental and socioeconomic analyses that were originally conducted in an EIS that was completed in April 2007 and entitled, Gulf of Mexico OCS Oil and Gas Lease Sales: 2007-2012; Western Planning Area (WPA) Sales 204, 207, 210, 215, and 218; Central Planning Area (CPA) Sales 205, 206, 208, 213, 216, and 222, Final EIS (OCS EIS/EA MMS 2007- 018) (Multisale EIS). This Final Supplemental EIS also updates, for CPA Lease Sale 216/222, environmental and socioeconomic analyses originally conducted in an EIS that was completed in September 2008 and entitled: GOM OCS Oil and Gas Lease Sales: 2009-2012; CPA Sales 208, 213, 216, and 222; WPA Sales 210, 215, and 218; Final Supplemental EIS (OCS EIS/ EA MMS 2008-041) (2009-2012 Supplemental EIS).
