Notice of Application for Withdrawal Extension, Public Meeting, and Availability of a Legislative Environmental Assessment; McGregor Range, New Mexico
The Department of the Army (Army) filed an application with the Bureau of Land Management (BLM) for extension of the withdrawal of public lands for the Army's use for the McGregor Range, located in Otero County, New Mexico. The McGregor Range encompasses 608,385 acres that Congress withdrew from all forms of appropriation under the public land laws, including the mining, mineral leasing, and geothermal leasing laws, subject to valid existing rights, for a 25-year period and reserved for the Army's use. The current withdrawal will expire on November 6, 2026, unless Congress approves the extension. This notice advises the public of an opportunity to comment on the application, attend a public meeting, and review the legislative environmental assessment (EA).
Call for Nominations for the Alaska Resource Advisory Council
The purpose of this notice is to request public nominations for the Bureau of Land Management's (BLM) Alaska Resource Advisory Council (RAC) to fill two existing vacancies. The RAC provides advice and recommendations to the BLM on land use planning and management of the National System of Public Lands within its geographic area.
Notice of Cancellation and Rescheduling of the Public Meeting for the Southeast Oregon Resource Advisory Council
In accordance with the Federal Land Policy and Management Act and the Federal Advisory Committee Act of 1972, the U.S. Department of the Interior, Bureau of Land Management (BLM) is giving notice that the Southeast Oregon Resource Advisory Council has rescheduled the public meeting and field tour originally scheduled for September 24-25, 2024.
Notice of Segregation of Public Land for the Socorro Solar Project, Parker Solar Project, and Eagle Eye Solar Project, La Paz County, Arizona
Through this notice the Bureau of Land Management (BLM) is segregating public lands included in the right-of-way applications for the Socorro Solar Project, Parker Solar Project, and Eagle Eye Solar Project from appropriation under the public land laws, including the Mining Law, but not the Mineral Leasing or Material Sales Acts, for a period of 2 years from the date of publication of this notice, subject to valid existing rights. This segregation is to allow for the orderly administration of the public lands to facilitate consideration of development of renewable energy resources. The public lands segregated by this notice total 11,560.28 acres.

In compliance with the National Environmental Policy Act of 1969, as amended (NEPA), and the Federal Land Policy and Management Act of 1976, as amended (FLPMA), the Bureau of Land Management (BLM) Oregon/Washington (OR/WA) State Director intends to prepare a Resource Management Plan (RMP) amendment with an associated environmental assessment (EA) for the Upper Deschutes RMP (2005), and by this notice is announcing the beginning of the scoping period to solicit public comments, identify issues, and provide the planning criteria for public review. The planning process and EA are necessary to evaluate an application for a Recreation and Public Purposes Act (RPPA) conveyance that would allow the City of Redmond in Central Oregon to expand the Redmond Wastewater Expansion Project.

The Bureau of Land Management (BLM), Prineville District, Deschutes Field Office, is examining 541.5 acres of public lands in Deschutes County, Oregon for suitability of classification for conveyance to the City of Redmond under the provisions of the Recreation and Public Purposes Act (RPPA), as amended. The City of Redmond proposes to use the land for the expansion of its municipal wastewater treatment facility.

The Bureau of Land Management (BLM) announces the availability of the Record of Decision (ROD) for the Final Environmental Impact Statement for the Libra Solar Project located in Lyon and Mineral Counties, Nevada. The ROD was signed on September 10, 2024, which constitutes the decision of the BLM, as approved by the Department of the Interior.
Notice of Application for Withdrawal Extension and Opportunity for Public Meeting, Gallinas Peak and West Turkey Cone Electronic Sites; New Mexico
On behalf of the United States Department of Agriculture, the United States Forest Service (USFS) filed an application with the Bureau of Land Management (BLM) requesting that the Secretary of the Interior extend Public Land Order (PLO) No. 7625 for an additional 20- year term. PLO No. 7625 withdrew 140 acres of National Forest System land in Lincoln County, New Mexico, from location and entry under the United States mining laws, subject to valid existing rights, to protect the Gallinas Peak and West Turkey Cone Electronic Sites for a period of 20 years. The withdrawal created by PLO No. 7625 will expire on February 16, 2025, unless extended. This notice announces to the public a 90-day opportunity to comment on the withdrawal extension application and to request a public meeting.
Notice of Availability of the Record of Decision and Approved Resource Management Plan Amendment for the Greenlink West Transmission Project in Clark, Esmeralda, Lyon, Mineral, Nye, Storey, and Washoe Counties, Nevada
The Bureau of Land Management (BLM) announces the availability of the Record of Decision (ROD) for the Approved Resource Management Plan (RMP) and associated Final Environmental Impact Statement (EIS) for the Greenlink West Transmission Project located in Clark, Esmeralda, Lyon, Mineral, Nye, Storey, and Washoe Counties, Nevada. The Acting Deputy Secretary of the Interior signed the ROD on September 9, 2024, which constitutes the decision of the BLM and two other Department of Interior agencies (National Park Service, Bureau of Indian Affairs) and makes the Approved RMP Amendments for the BLM effective immediately. The Department of Energy/National Nuclear Security Administration, as a Cooperating Agency, also signed the ROD that constitutes the decision for the Department of Energy/National Nuclear Security Administration on September 9, 2024.

Travel Management on Public Lands in Montrose, Delta, San Miguel, and Ouray Counties, CO
The Bureau of Land Management (BLM) is finalizing a supplementary rule to regulate travel management decisions in the Dry Creek Travel Management Plan (TMP) issued December 1, 2009; the Ridgway TMP issued May 10, 2013; and the Norwood-Burn Canyon TMP issued November 14, 2014. The supplementary rule will apply to public lands in Montrose, Delta, San Miguel, and Ouray counties, Colorado, administered by the BLM Uncompahgre Field Office.
