In accordance with the National Environmental Policy Act (NEPA) of 1969, as amended, and the Federal Land Policy and Management Act of 1976, as amended (FLPMA), the Bureau of Land Management (BLM) announces the availability of the Final Environmental Impact Statement (EIS) for the Nevada Gold Mines LLC (NGM) Goldrush Mine Project.

The plats of survey of the following described lands are scheduled to be officially filed in the Bureau of Land Management (BLM), Colorado State Office, Lakewood, Colorado, 30 calendar days from the date of this publication. The surveys, which were executed at the request of the U.S. Forest Service, the BLM, and the U.S. National Park Service, are necessary for the management of these lands.

The Bureau of Land Management (BLM) is proposing a non- competitive (direct) sale of a 5.27-acre parcel of public land in Garfield County, Utah, to Millard ``Crockett'' Dumas. The sale would resolve an inadvertent unauthorized use of public lands. The sale would be subject to the applicable provisions of the Federal Land Policy and Management Act of 1976 (FLPMA), as amended, and the BLM land sale regulations. The sale would be for no less than the appraised fair market value of $5,000.

This order extends the duration of the withdrawal created by Public Land Order (PLO) No. 7587, which withdrew 852 acres of National Forest System lands from location and entry under the United States mining laws, subject to valid existing rights, for an additional 20- year period. The purpose of this withdrawal is to protect the United States Forest Service-managed Langmuir Principal Research Site to study thundercloud mechanisms, lightning, and precipitation, for an additional 20 years. This order also corrects the legal description of, but does not change, the lands withdrawn.

The purpose of this notice is to request public nominations for six of the Bureau of Land Management's (BLM) citizens' advisory committees affiliated with specific sites on the BLM's National Conservation Lands. The six advisory committees provide advice and recommendations to the BLM on the development and implementation of management plans in accordance with the statute under which the sites were established. The advisory committees covered by this request for nominations are identified below. The BLM will accept public nominations for 30 days after the publication of this notice.

This Public Land Order (PLO) withdraws 2,841 acres of National Forest System lands from location and entry under the United States mining laws, but not from leasing under the mineral or geothermal leasing laws, or disposal under the Mineral Materials Act of 1947, for a period of 50 years, subject to valid existing rights, to maintain, protect, and conserve critical habitat for listed threatened and endangered plant species in the San Bernardino National Forest, California. This PLO also includes 280 acres of non-Federal lands within the boundaries of the San Bernardino National Forest that, if acquired, would be subject to this withdrawal.

In compliance with the National Environmental Policy Act of 1969, as amended, and the Federal Land Policy and Management Act of 1976, as amended, the Bureau of Land Management (BLM) announces the availability of a Draft Supplemental Environmental Impact Statement (EIS) for the proposed Ambler Road project.

This notice announces changes to the mailing and street address for the Northeastern States District Office of the Bureau of Land Management (BLM).

The plats of survey of the following described land were officially filed in the Bureau of Land Management (BLM), Arizona State Office, Phoenix, Arizona on the dates indicated. The surveys announced in this notice are necessary for the management of lands administered by the agency indicated.

On behalf of the Bureau of Land Management (BLM) and subject to valid existing rights, the Secretary of the Interior proposes to withdraw 311.09 acres of public land from location and entry under the United States mining laws, but not from leasing under the mineral and geothermal leasing laws or disposal under the Mineral Materials Act of 1947, for 50 years to protect the historic and recreational values associated with the Silver City National Historic Site, Idaho. Publication of this notice segregates the lands for up to two years from location and entry under the United States mining laws, subject to valid existing rights, but not from leasing under the mineral and geothermal leasing laws or disposal under the Mineral Materials Act of 1947, while the application is being processed. This notice initiates a 90-day public comment period and announces the opportunity to request a public meeting on the proposed withdrawal.

As authorized under the provisions of the Federal Land Policy and Management Act of 1976, as amended, notice is hereby given that temporary closures and temporary restrictions of activities will be in effect on public lands administered by the Lake Havasu Field Office, Bureau of Land Management (BLM), to minimize the risk of potential collisions with spectators and racers during AZ Race Corporation's off- highway vehicle (OHV) race event, the Parker 400, authorized under a Special Recreation Permit.

The surveys announced in this notice are necessary for the management of lands administered by the agency indicated.

Through this notice the BLM is segregating public lands included in the right-of-way application for the Stagecoach Wind Project from appropriation under the public land laws, including the Mining Law but not the Mineral Leasing or Material Sales Acts, for a period of two years from the date of publication of this notice, subject to valid existing rights. This segregation is to allow for the orderly administration of the public lands to facilitate consideration of development of renewable energy resources. The public lands segregated by this notice totals 69,431.23 acres.
