In accordance with the Mineral Leasing Act of 1920 as amended, Colgate Production LLC., timely filed a petition for reinstatement of competitive oil and gas lease NMNM 137444 in Eddy County, New Mexico. The lessee paid the required rentals accruing from the date of termination. No lease was issued that affect these lands. The Bureau of Land Management proposes to reinstate the lease.

In accordance with the National Environmental Policy Act of 1969, as amended (NEPA), and the Federal Land Policy and Management Act of 1976, as amended, the Bureau of Land Management (BLM) Humboldt River Field Office, Winnemucca, Nevada, as the lead agency, has prepared a Draft Environmental Impact Statement (EIS) to analyze the potential impacts of approving the Lithium Nevada Corp. (LNC), Thacker Pass Project Proposed Plans of Operations and Reclamation Plan Permit Applications (Project) in Humboldt County, Nevada. In accordance with the Bald and Golden Eagle Protection Act (Eagle Act), the Fish and Wildlife Service (FWS) is a cooperating agency with the BLM on the development of this Draft EIS to analyze the potential impacts of approving LNC's request for an incidental take permit for golden eagles. The FWS will evaluate LNC's Eagle Conservation Plan (ECP), which describes their request for incidental take of eagles and a 5- year incidental take permit for golden eagles under the Eagle Act. This notice announces the beginning of the public comment period to solicit public comments on the Draft EIS.

The Bureau of Land Management (BLM) announces the availability of its Record of Decision (ROD) for the Alaska LNG project, approving the subsequent grant of right-of-way for a natural gas pipeline and sale of mineral materials on BLM-administered lands in Alaska. The Principal Deputy Assistant Secretary, Exercising the authority of the Assistant Secretary, Land and Minerals Management, signed the ROD on July 10, 2020, which constitutes the Department of the Interior's final decision and makes the ROD effective immediately.

Under the proposed settlement, ARC agrees to pay DOI compromised past costs incurred by DOI at the Anaconda Copper Mine Site.

Alaska Native Vietnam-Era Veterans Allotments
The Bureau of Land Management (BLM) proposes to issue regulations to enable certain Alaska Native Vietnam-era veterans to apply for land allotments under Section 1119 of the John D. Dingell, Jr. Conservation, Management, and Recreation Act of March 12, 2019 (Dingell Act). The Dingell Act requires the BLM to issue regulations to implement the Act's land allotment provisions. This proposed rule would enable certain Alaska Native Vietnam-era veterans who, because of their military service, were not able to apply for an allotment during the late 1960s and early 1970s to do so now.

Forest Management Decision Protest Process and Timber Sale Administration
The Bureau of Land Management (BLM) proposes to revise its regulations for protests of forest management decisions and administration of the timber sale process. This proposed rule would streamline the process for sale of forest products by the BLM. Existing regulatory requirements are poorly defined, repetitive, and burdensome. The proposed rule would improve the BLM's ability to conduct active forest management, while reducing burdens to the public and the administration of BLM lands.

Notice of Realty Action: Legislated Conveyance of Public Lands in Uintah County, Utah
The Bureau of Land Management (BLM) proposes to convey a 790.02-acre parcel of public land known as the Ashley Springs Property located in Uintah County, Utah, to Uintah County. The parcel is to be conveyed to the County, without consideration, to be managed as open space to protect the watershed and underground karst system and aquifer. The land will be segregated from appropriation under the public land laws, including the mining laws and Mineral Leasing Act. Until completion of the conveyance, the BLM is no longer accepting land use applications affecting the identified public land. The temporary segregation will terminate upon issuance of a conveyance document.
