Notice of Temporary Closures: Selected Public Lands in La Paz County, AZ
Notice is hereby given that temporary closures will be in effect on public lands administered by the Bureau of Land Management (BLM), Lake Havasu Field Office, during the Best in the Desert (BITD) Racing Association GMZ Utility Terrain Vehicle Winter Nationals Parker ``250'' and BlueWater Resort Parker ``425'' official permitted off- highway-vehicle (OHV) events.
Oil and Gas; Hydraulic Fracturing on Federal and Indian Lands; Rescission of a 2015 Rule
On March 26, 2015, the Bureau of Land Management (BLM) published in the Federal Register a final rule entitled, ``Oil and Gas; Hydraulic Fracturing on Federal and Indian Lands'' (2015 rule). With this final rule, the BLM is rescinding the 2015 rule because we believe it imposes administrative burdens and compliance costs that are not justified. This final rule returns the affected sections of the Code of Federal Regulations (CFR) to the language that existed immediately before the published effective date of the 2015 rule (June 24, 2015), except for changes to those regulations that were made by other rules published between the date of publication of the 2015 rule and now, and the phrase ``perform nonroutine fracturing jobs,'' which is not restored to the list of subsequent operations requiring prior approval. None of the changes by other rules are relevant to this rulemaking.

Notice of Intent To Prepare Two Great-Basin-Wide Programmatic Environmental Impact Statements to Reduce the Threat of Wildfire and Support Rangeland Productivity
In compliance with the National Environmental Policy Act of 1969, as amended (NEPA), and the Federal Land Policy and Management Act of 1976, as amended (FLPMA), the Bureau of Land Management (BLM) intends to prepare two programmatic Environmental Impact Statements (EISs) for BLM Districts in the Great Basin region. By this Notice BLM is announcing the beginning of the scoping process to solicit public comments and identify issues to be addressed in the environmental analyses.
Public Land Order No. 7864; Extension of Public Land Order No. 7306; Howell Canyon Recreation Complex; Idaho
This order extends the duration of the withdrawal created by Public Land Order No. 7306 for an additional 20-year period. This extension is necessary to continue the protection of the 3,805.87 acre Howell Canyon Recreation Complex located in Cassia County, Idaho.
Effectuating Congressional Nullification of the Resource Management Planning Rule Under the Congressional Review Act
By operation of the Congressional Review Act (CRA), the Resource Management Planning Rule (Planning 2.0 Rule) shall be treated as if it had never taken effect. The BLM issues this document to effect the removal of any amendments, deletions or other modifications made by the nullified rule, and the reversion to the text of the regulations in effect immediately prior to the effective date of the Planning 2.0 Rule.
Notice of Realty Action: Proposed Non-Competitive (Direct) Sale of Public Land in Santa Barbara County, CA
The Bureau of Land Management (BLM) is proposing to sell 5.93 acres of public land to resolve an unauthorized use and occupancy in Santa Barbara County, California, to Arc Vineyards, LLC, under the Federal Land Policy and Management Act of 1976 (FLPMA), as amended, at not less than the fair market value of $19,500.

Waste Prevention, Production Subject to Royalties, and Resource Conservation; Delay and Suspension of Certain Requirements
The Bureau of Land Management (BLM) is promulgating a final rule (2017 final delay rule) to temporarily suspend or delay certain requirements contained in the rule published in the Federal Register on November 18, 2016, entitled, ``Waste Prevention, Production Subject to Royalties, and Resource Conservation'' (2016 final rule) until January 17, 2019. The BLM has concerns regarding the statutory authority, cost, complexity, feasibility, and other implications of the 2016 final rule, and therefore intends to avoid imposing likely considerable and immediate compliance costs on operators for requirements that may be rescinded or significantly revised in the near future. The 2017 final delay rule does not substantively change the 2016 final rule, but simply postpones implementation of the compliance requirements for certain provisions of the 2016 final rule for 1 year.
