In compliance with the Paperwork Reduction Act, the Bureau of Land Management (BLM) invites public comments on, and plans to request approval to continue, the collection of information from those who wish to adopt and obtain title to wild horses and burros. The Bureau of Land Management (BLM) is processing an application under the Federal Land Policy and Management Act of October 21, 1976 (FLPMA) to convey the undivided mineral interest owned by the United States in 70 acres located in Escambia County, Florida, to the surface owner, Airway Development, LLC. Publication of this notice temporarily segregates the federally owned mineral interests in the land covered by the application from all forms of appropriation under the public land laws, including the mining laws, for up to 2 years while the BLM processes the application.

The Department of the Air Force (DAF) has filed an application with the Department of the Interior to extend the current withdrawal of public lands from all forms of appropriation under the public land laws, including the mining laws, the mineral leasing laws, and the geothermal leasing laws, subject to valid existing rights, for military use of the Nevada Test and Training Range (NTTR), in Clark, Lincoln, and Nye Counties, Nevada. The DAF has also requested the withdrawal of approximately 301,507 additional acres of public lands from all forms of appropriation under the public land laws, including the mining laws, the mineral leasing laws, and the geothermal leasing laws, subject to valid existing rights. This notice temporarily segregates these lands from all forms of appropriation under the public land laws, including the mining laws, the mineral leasing laws, and the geothermal leasing laws, for 2 years; gives the public an opportunity to comment on the extension and withdrawal applications; and announces the date, time, and location of public meetings.

In accordance with the National Environmental Policy Act of 1969, as amended (NEPA), the Federal Land Policy and Management Act of 1976, as amended (FLPMA), and the Omnibus Public Lands Management Act of 2009 (OPLMA), the Bureau of Land Management (BLM) has prepared proposed resource management plans (RMPs) for the Beaver Dam Wash National Conservation Area and the Red Cliffs National Conservation Area and a proposed amendment to the St. George Field Office RMP (Proposed Amendment). The three planning efforts were initiated concurrently and are supported by a single environmental impact statement (EIS), and by this notice, the BLM is announcing their availability.

The Bureau of Land Management (BLM) has submitted an information collection request to the Office of Management and Budget (OMB) to continue the collection of information that enables the BLM to manage Federal coal resources in accordance with applicable statutes. The OMB previously approved this information collection activity, and assigned it control number 1004-0073.

The purpose of this notice is to reopen the request for public nominations for certain New Mexico Bureau of Land Management (BLM) Resource Advisory Councils (RAC) that have member terms expiring this year. These RACs provide advice and recommendations to the BLM on land use planning and management of the National System of Public Lands within their geographic areas. The RACs covered by this request for nominations are identified below. The BLM will accept public nominations for 30 days after the publication of this notice.

On behalf of the United States Forest Service, this order withdraws, subject to valid existing rights, 73 acres of National Forest System land in the Bighorn National Forest from location and entry under the United States mining laws, but not from leasing under the mineral leasing laws, for a period of 20 years to protect capital improvements constructed for the Burgess Junction Visitor Center and Administrative Site.

The purpose of this notice is to reopen the request for public nominations for the Bureau of Land Management (BLM) Alaska Resource Advisory Council (RAC). The RAC provides advice and recommendations to the BLM regarding land management issues. BLM Alaska will accept public nominations for 45 days after the publication of this notice.

Per the Mineral Leasing Act of 1920, Hilcorp Energy I, L.P. filed a petition for reinstatement of competitive oil and gas lease WYW178492, in Crook County, Wyoming. The petition was filed on time, and the lessee paid the required rentals accruing from the date of termination. No leases that affect these lands were issued before the petition was filed.

In accordance with the National Environmental Policy Act of 1969, as amended (NEPA), and the Federal Land Policy and Management Act of 1976, as amended, the Bureau of Land Management (BLM) has prepared a Gunnison Sage-Grouse (GUSG) Rangewide Draft Resource Management Plan (RMP) Amendment and Draft Environmental Impact Statement (EIS) for the BLM field offices in southwest Colorado and southeast Utah, and by this notice is announcing the opening of the comment period.
