Bureau of Land Management February 2015 – Federal Register Recent Federal Regulation Documents

The Bureau of Land Management (BLM) announces the availability of the Record of Decision (ROD) for the Approved Resource Management Plan (RMP) for the Tres Rios Field Office located in Archuleta, Dolores, Hinsdale, La Plata, Montezuma, Montrose, San Juan and San Miguel counties in southwest Colorado. The document also serves as the BLM's decision to adopt the U.S. Forest Service oil and gas leasing decisions for Federal mineral estate administered by the San Juan National Forest in Archuleta, Dolores, Hinsdale, La Plata, Mineral, Montezuma, Rio Grande and San Juan counties. The Colorado State Director signed the ROD on February 27, 2015, which constitutes the final decision of the BLM and makes the Approved RMP effective immediately.

In accordance with the Federal Land Policy and Management Act and the Federal Advisory Committee Act, Bureau of Land Management's (BLM) Pecos District Resource Advisory Council's (RAC) Lesser Prairie- Chicken (LPC) Habitat Preservation Area of Critical Environmental Concerns (ACEC) Livestock Grazing Subcommittee will meet as indicated below.

The plats of survey of lands described below are scheduled to be officially filed in the Bureau of Land Management, California State Office, Sacramento, California.

On behalf of the Bureau of Land Management (BLM), the Assistant Secretary for Land and Minerals Management proposes to withdraw, subject to valid existing rights, 3680.29 acres of public lands, including 3,600.29 acres of revested Oregon and California Railroad Grant lands in Josephine County, Oregon, from location and entry under the United States mining laws, but not from leasing under the mineral or geothermal leasing laws, or disposal under the Materials Act of 1947 for a period of 20 years. The proposed withdrawal is needed to protect the geological, fisheries, and wildlife resources within the Crooks Creek Fisheries and Limestone Caves area. This notice temporarily segregates the lands for up to 2 years from location and entry under the United States mining laws and gives the public an opportunity to comment on the proposed withdrawal application and to request a public meeting.

In compliance with the National Environmental Policy Act of 1969, as amended (NEPA), and the Federal Land Policy and Management Act of 1976, as amended (FLPMA), the Bureau of Land Management (BLM) Gunnison Field Office, Gunnison, Colorado, intends to prepare a Resource Management Plan (RMP) amendment with an associated Environmental Impact Statement (EIS) and by this notice is announcing the beginning of the scoping process to solicit public comments and identify issues.

The Bureau of Land Management (BLM) Colorado State Office is publishing this notice to inform the public of the intent to officially file the survey plat listed below and afford a proper period of time to protest this action prior to the plat filing. During this time, the plat will be available for review in the BLM Colorado State Office.

In compliance with the Paperwork Reduction Act, the Bureau of Land Management (BLM) invites public comments on, and plans to request approval to continue, the collection of information from applicants for a desert land entry for agricultural purposes. The Office of Management and Budget (OMB) has assigned control number 1004-0004 to this information collection.

The Assistant Secretary of the Interior for Land and Minerals Management proposes to modify, on behalf of the Bureau of Land Management (BLM), Public Land Order (PLO) No. 184 by opening the public land to all forms of appropriation and entry under the public land laws to provide for the disposal of small, fragmented, isolated parcels that are largely intermingled within residential areas. The public lands will remain closed to location and entry under the United States mining and mineral leasing laws. This notice gives the public an opportunity to comment on the application and to request a public meeting.

The purpose of this notice is to reopen the request for public nominations for the Desert Advisory Council (DAC). Council members provide advice and recommendations to the BLM on the management of public lands in Southern California.

The Bureau of Land Management (BLM) published a Notice of Availability for the Las Vegas and Pahrump Field Offices Draft Resource Management Plan (RMP) and Draft Environmental Impact Statement (EIS) in the Federal Register on October 10, 2014 [FR Doc. 2014-24135] and announced the availability of these documents. On December 23, 2014, the BLM announced the extension the public comment period for the Draft RMP and Draft EIS until February 6, 2015 in the Federal Register [FR Doc. 2014-29923]. In response to requests, the BLM is extending the public comment period for the Draft RMP and Draft EIS until March 9, 2015.

In accordance with the Federal Land Policy and Management Act (FLPMA) and the Federal Advisory Committee Act of 1972 (FACA), the U.S. Department of the Interior, Bureau of Land Management (BLM) Eastern Montana Resource Advisory Council (RAC) will meet as indicated below.

The Bureau of Land Management (BLM) proposes to establish statewide supplementary rules for lands managed by the BLM in Idaho. These rules are necessary to protect natural resources and the health and safety of public land users within Idaho. These supplementary rules would allow BLM law enforcement personnel and partner agencies to address gaps in current regulations, to continue enforcing existing public land regulations in a manner consistent with current State of Idaho statutes, and provide more clarity for public land users.

In accordance with the Federal Land Policy and Management Act and the Federal Advisory Committee Act of 1972 (FACA), the Department of the Interior, Bureau of Land Management (BLM) Nevada will hold a joint meeting of its three Resource Advisory Councils (RACs), the Sierra Front-Northwestern Great Basin RAC, the Northeastern Great Basin RAC, and the Mojave-Southern Great Basin RAC in Elko, Nevada. The meeting is open to the public and a public comment period is scheduled for Feb. 26. Dates and Times: The three RACs will meet on Thursday, February 26, 2015, from 7:30 a.m. to 5 p.m. and Friday, February 27, 2015, from 7:45 a.m. to 1:00 p.m. A public comment period will be held on Feb. 26.
