Pursuant to the National Environmental Policy Act of 1969, as amended, the Bureau of Land Management (BLM) has prepared an Environmental Assessment (EA) to determine whether newly identified measures to mitigate potential impacts caused by the proposed SunZia Southwest Transmission Line Project to military operations and readiness activities require the BLM to prepare a supplement to the Final Environmental Impact Statement (EIS), which the BLM published in June 2013. The mitigation proposed by the Department of Defense (DOD) would involve the burial of three segments that total approximately 5 miles of the SunZia Southwest Transmission Line Project within the area identified as the ``call up area'' north of the White Sands Missile Range along and within the preferred alternative corridor analyzed in the Final EIS. This notice announces the opening of a public comment period for the EA.

On September 30, 2014, the Bureau of Land Management (BLM) published in the Federal Register with a 60-day comment period a proposed rule, to facilitate responsible solar and wind energy development and to receive fair market value for such development. (79 FR 59021) The proposed rule would promote the use of preferred areas for solar and wind energy development and establish competitive processes, terms, and conditions (including rental and bonding requirements) for solar and wind energy development rights-of-way both inside and outside these preferred areas. The proposed rule would also make technical changes, corrections, and clarifications to existing rights-of-way regulations. Some of these changes would affect all rights-of-way and some provisions would affect particular types of actions, such as transmission lines with a capacity of 100 Kilovolts (kV) or more, or pipelines 10 inches or more in diameter. The BLM received requests to extend the comment period of this proposed rule. In response to these requests, the BLM is extending the comment period for 15 days beyond the end of the initial comment period. As a result of this extension, the comment period will now close on December 16, 2014.

The Secretary of the Interior (Secretary) was directed by the Omnibus Public Lands Management Act of 2009 to establish the Dominguez- Escalante National Conservation Area (D-E NCA) Advisory Council (Council). The 10-member Council was formed in December 2010 to provide recommendations to the Secretary through the Bureau of Land Management (BLM) during the development of a resource management plan (RMP) for the D-E NCA. This call for nominations is to fill two of the 10 seats on the Council. The appointments for these two members are scheduled to expire in January 2015.

The Bureau of Land Management (BLM) has examined and found suitable for classification for conveyance about 125 acres of public land in Do[ntilde]a Ana County, New Mexico, under the provisions of the Recreation and Public Purposes (R&PP) Act, as amended. The City of Las Cruces (City) has applied to obtain patent on its current landfill R&PP leases NMNM 000014 and NMNM 018155 each of 40 acres with a history of landfill use. Additionally, the City has applied to obtain patent of 45 acres (NMNM 132849) of land adjacent to the leases. The resulting patent would total 125 acres. As a separate transaction, the City filed an application for the conveyance of the federally owned mineral interests in the 125-acre parcel of land described in this notice. The BLM is processing the mineral application under Section 209 of the Federal Land Policy and Management Act (FLPMA).

Upon publication of this notice, the BLM is temporarily segregating the federally owned mineral interests in the land covered by the application from all forms of appropriation under the public land laws, including the mining laws, for up to 2 years while the BLM processes the application. If the application meets the requirements in the statute and the regulation, the BLM may convey the United States' entire 50 percent interest in the minerals within the tract.

These interim final supplementary rules will become effective immediately upon publication in the Federal Register, and will apply to 695 acres of public lands, known as Kanaka Valley, in El Dorado County, California. The BLM has determined that these interim final supplementary rules are necessary to enhance the safety of visitors and local residents and reduce the risk of undue ecological degradation to Kanaka Valley's rare soils and plants and other significant values.
