A Notice was published in the Federal Register on August 3, 2010, temporarily segregating approximately 28,953 acres of public land within the Clear Creek Management Area (CCMA) from location and entry under the United States mining laws for up to 2 years, while various studies and analyses are made to support a final decision on the withdrawal application. The Secretary of the Interior proposes to withdraw for a period of 20 years these lands located in San Benito and Fresno Counties, on behalf of the Bureau of Land Management (BLM), to limit impacts to public safety and human health from naturally occurring asbestos and past mining activities. In addition, approximately 3,763 acres of non-Federal lands are located inside of the proposed withdrawal area, and if those lands should be acquired by or returned to the United States by any means, they would also be included in the proposed withdrawal. Notice is hereby given, that a public meeting will be held in accordance with the regulations set forth in 43 CFR 2310.3-1. At this meeting, the focus will be on explaining the process of withdrawing public land from location and entry under the United States mining laws.

Per 30 U.S.C. 188(d), Oasis Petroleum North America LLC timely filed a petition for reinstatement of competitive oil and gas lease MTM 96122, Richland County, Montana. The lessee paid the required rental accruing from the date of termination. No leases were issued that affect these lands. The lessee agrees to new lease terms for rentals and royalties of $10 per acre and 16\2/3\ percent. The lessee paid the $500 administration fee for the reinstatement of the lease and $163 cost for publishing this Notice. The lessee met the requirements for reinstatement of the lease per Sec. 31(d) and (e) of the Mineral Leasing Act of 1920 (30 U.S.C. 188). The official filing of the plat is hereby stayed, pending the correction of errors. This first plat that was accepted September 22, 2010 will be canceled when the second plat accepted February 1, 2011 is official filed.

The Bureau of Land Management (BLM) proposes to offer, by competitive sale, a parcel of Federally owned land near Golden, New Mexico, containing approximately 130.56 acres. The sale will be subject to the applicable provisions of Section 203 of the Federal Land Policy and Management Act of 1976 (FLPMA), respectively, and the BLM land sale regulations. The purpose of the sale is to dispose of lands which are difficult and uneconomic to manage. The sale will be conducted in Albuquerque, New Mexico, as a competitive sealed bid auction in which interested bidders must submit written sealed bids equal to or greater than the appraised fair market value of the land.

In compliance with the National Environmental Policy Act of 1969 (FLPMA), as amended, and the Federal Land Policy and Management Act of 1976, as amended, the Bureau of Land Management (BLM), Rock Springs Field Office (RSFO), Rock Springs, Wyoming, intends to prepare a Resource Management Plan (RMP) with an associated Environmental Impact Statement (EIS) and by this notice is announcing the beginning of the scoping process to solicit public comments and identify issues. The BLM is also soliciting resource information for coal and other resources for the planning area. The Rock Springs RMP will replace the existing Green River RMP (1997).

Moncrief, Jr., Providence Minerals LLC, LaMar B. Roemer, Roemer Oil Company, John F. Sheridan, and Woods Research & Development for renewal of oil and gas lease WYW50761 for land in Converse County, Wyoming. The petition was filed on time and was accompanied by all the rentals due since the date the lease terminated under the law.

Pursuant to Bureau of Land Management (BLM) regulations, the BLM Lake Havasu Field Office announces the temporary closure of selected public lands under its administration in La Paz County, Arizona. This action is being taken to protect persons, property, and public lands and resources during the permitted running of the 2011 Parker 425 Desert Races. Areas subject to this closure include all public land, including county-maintained roads and highways located on public lands that are located within 2 miles of the designated course. The race course and closure areas are described in the SUPPLEMENTARY INFORMATION section of this notice and maps of the designated race course are maintained in the Lake Havasu Field Office, 2610 Sweetwater Avenue, Lake Havasu City, Arizona 86406.

The decision will approve the conveyance of the surface and subsurface estates in certain lands pursuant to the Alaska Native Claims Settlement Act. The lands are located east of Sand Point, Alaska, and aggregate 86.80 acres. Notice of the decision will also be published four times in the Anchorage Daily News.
