The Bureau of Land Management (BLM) will hold a public meeting in conjunction with the Whiskey Mountain Bighorn Sheep Range Locatable Mineral Withdrawal Extension to protect and preserve bighorn sheep winter range and capital investments on the land described in the Public Land Order (PLO) at 55 FR 37878 (1990).

In accordance with the Record of Decision for the Sierra Resource Management Plan (RMP), the Bureau of Land Management (BLM), Mother Lode Field Office, is issuing interim final supplementary rules and requesting comments. These interim final supplementary rules will apply to public lands managed by the Mother Lode Field Office and will be effective upon publication and remain in effect until the publication of final supplementary rules. The BLM has determined that these interim final supplementary rules are necessary to enhance the safety of visitors, protect natural and cultural resources, improve recreational opportunities, and protect public health. All of these interim final supplementary rules implement management decisions contained in the Sierra RMP. These rules do not propose or implement any land use limitations or restrictions other than those included within the BLM's decisions in the RMP or allowed under existing law or regulation.

The Bureau of Land Management (BLM) announces that the Wild Horse and Burro Advisory Board (Board) will be conducting a public workshop and meeting on the BLM's management of wild horses and burros. This will be a two day event. Monday, June 14, 2010, will be devoted to providing the public with a unique opportunity to provide input and feedback on the Secretary's Initiative. Tuesday, June 15, 2010, the Board will reconvene for a regular meeting.

In accordance with the Federal Land Policy and Management Act (FLPMA) and the Federal Advisory Committee Act of 1972 (FACA), the U.S. Department of the Interior, Bureau of Land Management (BLM), the Western Montana Resource Advisory Council will meet as indicated below.

As required by 43 CFR 2650.7(d), notice is hereby given that the Bureau of Land Management (BLM) will issue an appealable decision approving the conveyance of the surface and subsurface estates in certain lands to Doyon, Limited pursuant to the Alaska Native Claims Settlement Act. The lands are in the vicinity of Rampart, Alaska, and are located in:

The Bureau of Land Management (BLM) has examined and found suitable for classification for conveyance to Grand County under the provisions of the Recreation and Public Purposes (R&PP) Act, as amended, a parcel of public land in Grand County, Utah. Grand County proposes to establish a public shooting range facilities complex.

This order transfers 639 acres of public land into trust to be held by the Secretary of the Interior for the benefit of the Shivwits Band of Paiute Indians of the State of Utah.

In compliance with the National Environmental Policy Act (NEPA) of 1969, as amended; Federal Land Policy and Management Act (FLPMA) of 1976, as amended; and the Omnibus Public Land Management Act of 2009 (Pub. L 111-11), the Bureau of Land Management (BLM) St. George Field Office (SGFO), St. George, Utah, intends to prepare Resource Management Plans (RMP) for the Beaver Dam Wash and the Red Cliffs National Conservation Areas and an amendment to the St. George Field Office RMP. The BLM SGFO will prepare a single Environmental Impact Statement (EIS) to satisfy the NEPA requirements of this planning process. By this notice, the BLM is announcing the beginning of the scoping process to solicit public comments and identify issues.

The United States Department of Agriculture (USDA) Forest Service has filed an application with the Bureau of Land Management (BLM) that proposes to extend the duration of Public Land Order (PLO) No. 6801 for an additional 20-year period. This order withdrew approximately 61.356 acres of National Forest System land from the mining laws to protect the Smithsonian Institution's Fred Lawrence Whipple Observatory. The withdrawal created by PLO No. 6801 will expire on September 18, 2010, unless extended. This notice gives an opportunity to comment on the proposed action and to request a public meeting.

In accordance with the National Environmental Policy Act of 1969, as amended, and the Federal Land Policy and Management Act of 1976, as amended, the Bureau of Land Management (BLM) has prepared a Proposed Resource Management Plan/Final Environmental Impact Statement (PRMP/FEIS) for the Pocatello Field Office and by this notice is announcing its availability.

Under the provisions of the Mineral Lands Leasing Act of 1920, as amended, and Bureau of Land Management (BLM) regulations, the BLM received a petition for reinstatement from Western American Resources, LLC and East Resources, Inc. for competitive oil and gas lease WYW164359 for land in Goshen County, WY. The petition was filed on time and was accompanied by all the rentals due since the date the lease terminated under the law.

In compliance with the National Environmental Policy Act of 1969, as amended, and the Federal Land Policy and Management Act of 1976, as amended, the Bureau of Land Management (BLM) Spokane District, Spokane Valley, Washington, intends to prepare a Resource Management Plan (RMP) with an associated Environmental Impact Statement (EIS) for the Eastern Washington and San Juan Planning Area and by this notice is announcing the beginning of the scoping process to solicit public comments and identify issues. The RMP will replace the existing Spokane RMP and expand the planning area to include the San Juan Islands, which do not have an RMP in place.

In accordance with the National Environmental Policy Act of 1969, as amended, the Bureau of Land Management (BLM) has prepared a Draft Environmental Impact Statement (EIS) for the Genesis Project and by this notice is announcing the opening of the comment period.

The Secretary of the Interior is requesting 64 nominations for representatives to serve on the Coos Bay, Eugene, Medford, Roseburg, and Salem District Resource Advisory Committees (RACs). The Committees will advise the Secretary, through the Bureau of Land Management (BLM), on the selection and prioritization of projects funded under Title II of the Secure Rural Schools and Community Self-Determination Act. Terms will begin on the date of appointment and will expire on September 30, 2013.

The State of Alaska has filed an application with the Bureau of Land Management (BLM) for a Recordable Disclaimer of Interest from the United States in those lands underlying the Tanana River in Interior Alaska. The State asserts that the Tanana River was navigable and unreserved at the time of Statehood; therefore title to the submerged lands passed to the State at the time of Statehood (1959).

To resolve an unintentional trespass, a parcel of public land totaling 7.45 acres in Jerome County, Idaho, is being considered for direct (non-competitive) sale to Todd and Bridget Buschhorn under the provisions of the Federal Land Policy and Management Act of 1976 (FLPMA), at no less than the appraised fair market value.

The plat of survey described below was officially filed in the New Mexico State Office, Bureau of Land Management (BLM), Santa Fe, New Mexico, on January 15, 2004. The BLM published a Notice of Filing of Plat of Survey in the Federal Register on April 8, 2010 [75 FR 17952] which contained errors in the description format.

The subsurface estate in these lands will be conveyed to Bristol Bay Native Corporation when the surface estate is conveyed to Iliamna Natives Limited. In accordance with the Federal Land Policy and Management Act (1976) and the Federal Advisory Committee Act (1972), the U.S. Department of the Interior, Bureau of Land Management (BLM) Pinedale Anticline Working Group (PAWG) will meet in Pinedale, Wyoming. These meetings are open to the public.

The public lands described in this Notice consist of 11 small parcels ranging in size from 0.090 acres to 2.990 acres, totaling 9.39 acres in Boulder County, Colorado. The parcels are being considered for direct sale to parties at no less than the appraised fair market value (FMV) to resolve historical inadvertent, unauthorized occupancy of the parcels. No significant resource values will be affected by disposal of these parcels from Federal ownership. These sales are consistent with Bureau of Land Management (BLM) policies and the BLM Colorado Northeast Resource Management Plan, dated September 16, 1986, and have been reviewed with State and local officials.

Notice is hereby given that a temporary road closure to public access, use, or occupancy is in effect on public lands administered by the Burns District Office, Bureau of Land Management (BLM), in the Cave Gulch area, approximately 11 miles northwest of Burns, in Harney County, Oregon.

The Bureau of Land Management (BLM) announces the availability of the Record of Decision (ROD)/Approved Resource Management Plan (RMP) for the Agua Fria National Monument and Bradshaw-Harquahala Planning Area, located in central Arizona. The Arizona State Director has signed the ROD on April 22, 2010, which constitutes the final decision of the BLM and makes the Approved RMP effective immediately.
