The Draft EIS/SA, prepared in compliance with the National Environmental Policy Act of 1969, as amended (NEPA), the Federal Land Policy and Management Act of 1976, as amended (FLPMA), and the California Environmental Quality Act (CEQA), evaluates the environmental impacts of constructing and operating an 850 megawatt (MW) solar power facility on 8,230 acres of BLM-administered land. The Draft EIS/SA is jointly prepared by the BLM and the CEC in response to Calico Solar, LLC's right-of-way (ROW) application to the BLM and its Application for Certification (AFC) to the CEC.

Notice of Closure of Airport Mesa/Carizzo Creek Shooting Area in Eastern San Diego County, CA
The Bureau of Land Management (BLM) has closed approximately 210 acres of public land described as the Airport Mesa/Carrizo Creek shooting area located in eastern San Diego County, California. The closure order prohibits recreational shooting and target practice. The use of firearms will continue to be allowed for hunting consistent with California Department of Fish and Game regulations and seasons. This closure order is necessary in order to protect U.S. Border Patrol agents as they perform their duties along the top of Airport Mesa.

Noncompetitive Lease of Public Land; Josephine County, Oregon
The Bureau of Land Management (BLM) has determined that the parcel of land identified in this notice (approximately 10.21 acres) is available for wildlife rehabilitation and education activities through a non-competitive (direct) lease to Wildlife Images Rehabilitation and Education Center in order to resolve unauthorized use and occupancy of public land. This determination of availability conforms to the Medford District Resource Management Plan (2008) as well as the Rogue River Plan (1972) and the 2003 Hellgate Recreation Area Management Plan (2003) for the Rogue National Wild and Scenic River. The determination of availability is also fully consistent with the prior Resource Management Plan, as amended, for the BLM Medford District, dated June 1995. The United States Forest Service (USFS) has filed an application with the Bureau of Land Management (BLM) that proposes to extend the duration of Public Land Order (PLO) No. 6876 for an additional 20-year term. PLO No. 6876 withdrew approximately 1,853.66 acres of National Forest System land from location and entry under the United States mining laws in order to protect scientific and ecological values, scenic and recreational values, and the investment of Federal funds at the Ashland Research Natural Area, the Jackson Campground Extension, and the Kanaka Campground. The withdrawal created by PLO No. 6876 will expire on September 9, 2011, unless extended.
