Notice of Proposed Legislative Withdrawal and Opportunity for Public Meeting; California
The Act of February 28, 1958 (43 U.S.C. 155-158), sometimes referred to as the Engle Act, places on the Secretary of the Interior the responsibility to process Department of Defense applications for national defense withdrawals, reservations or restrictions aggregating 5,000 acres or more for any one project or facility. These withdrawals, reservations or restrictions may only be made by an act of Congress, except in time of war or national emergency declared by the President or the Congress and except as otherwise expressly provided in the Act of February 28, 1958. The U.S. Department of the Navy, in accordance with the Engle Act, has filed an application requesting the Secretary of the Interior to process a proposed legislative withdrawal and reservation of public lands for military training exercises involving the Marine Corps Air Ground Combat Center at Twentynine Palms, San Bernardino County, California. The proposal seeks the transfer of jurisdiction and the withdrawal of approximately 365,906 acres of public lands and approximately 507 acres of Federal subsurface mineral estate from all forms of appropriation under the public land laws, including surface entry, mining, mineral leasing, and the Materials Act of 1947. This notice temporarily segregates for two years the public lands and mineral estate described from settlement, sale, location, or entry under the public land laws, including the mining laws, and the operation of the mineral leasing laws and the Materials Act of 1947. In addition, the surface estate of the 507 acres of mineral estate and the surface and mineral estate of an approximately 72,186 acres of other non-federally owned property in the proposed withdrawal area, if they should be acquired by or returned to the United States by any means, would also be included in the proposed withdrawal and subject to the temporary segregation authorized by this notice.
Notice of Proposed Withdrawal Extension and Opportunity for Public Meeting, Yucca Mountain, Nye County, NV
The Department of Energy (DOE) proposes to extend the duration of Public Land Order (PLO) No. 6802, issued in 1990, and extended by PLO No. 7534 for an additional 12 year period. PLO No. 6802 withdrew 4,255.50 acres of public land in Nye County from location and entry under the United States mining laws (30 U.S.C. 2), and from leasing under the mineral leasing laws, to maintain the physical integrity of the subsurface environment at Yucca Mountain.

Notice of Intent To Prepare an Environmental Impact Statement (EIS) for the Boardman-Hemingway 500 kilovolt (kV) Transmission Line Project (Project) in Idaho and Oregon and Possible Land Use Plan Amendments
Pursuant to section 102 (2)(C) of the National Environmental Policy Act (NEPA) of 1969 and in response to right-of-way (ROW) applications filed by Idaho Power Company, the Bureau of Land Management (BLM), Vale District Office, and U.S. Forest Service (USFS), Wallowa-Whitman National Forest announce their intent to prepare an EIS and conduct public scoping meetings. Idaho Power Company proposes to construct, operate, and maintain a single circuit 500 kV overhead electric transmission line and appurtenant facilities beginning near Boardman, Oregon, and terminating near Melba, Idaho. The proposed route roughly parallels Interstate 84 and is approximately 278 miles long. Authorization of this Project may require the amendment of USFS or BLM land use plans.
Opening of National Forest System Lands; Utah
Public Land Order No. 1579, which withdrew lands within National Forests and reserved them for use of the Forest Service for administrative sites and recreational areas, was partially revoked as to 3,613 acres by Public Land Order No. 7663. This order opens those previously withdrawn lands to such forms of disposition as may by law be made of National Forest System lands and to mining.

The U.S. Air Force (USAF) has filed an application with the Bureau of Land Management that proposes to extend the duration of Public Land Order (PLO) No. 6706 for an additional 20-year term. PLO No. 6706 withdrew 4,606.70 acres of public land from settlement, sale, location, or entry under the general land laws, including the United States mining laws (30 U.S.C. Ch. 2), and from leasing under the mineral leasing laws, to protect the United States Air Force Indian Mountain Research Site. Recreation and Public Purposes Act; Solid Waste Disposal
The Bureau of Land Management (BLM) amends a procedural regulation pertaining to the issuance of patents for public lands leased on or before November 9, 1988, for solid waste disposal or related purposes. The existing regulation requires the express approval of the Director of the Bureau of Land Management (BLM) before the lessee may receive a patent to such lands. In 1992, when the regulation was promulgated, most of the BLM's employees with the necessary expertise were centralized in the BLM's headquarters in Washington, DC, and express approval by the Director was deemed necessary. This is no longer the case, since employees with the necessary expertise are now located in State Offices of the BLM. Consistent with Department of the Interior policy to delegate responsibility to the lowest appropriate organizational levels, this rule removes the requirement for express approval by the Director. As this administrative final rule amends an internal agency procedure, it is exempt from the usual requirement for notice and an opportunity for public comment, under the Administrative Procedure Act.
