Notice of Emergency Temporary Closure of Certain Public Lands, to Motorized Vehicles, in Owyhee County ID, Under Sailor Cap Emergency and Rehabilitation Plan
The Bureau of Land Management (BLM) Jarbidge Field Office, in order to protect natural resources and stabilization treatments conducted following the 2006 Sailor Cap Fire, is implementing an emergency temporary closure to all motorized vehicle traffic off established roads which are capable of being traveled by full size vehicles (e.g. all-terrain vehicles, pickups, motorcycles, sport utility vehicles, snowmobiles, etc.) within the fire perimeter and along fenced livestock allotments. The closure area follows the most logical boundaries according to transportation routes (please refer to supplementary information for description of closure area). The purpose of the closure is to restrict off-road vehicle use while providing continued public access to and through the area. Vehicles traveling cross-country in a burned area may damage reemerging plants, increase erosion and spread noxious weeds. Motorized vehicles may continue to use established roads capable of being traveled by full size vehicles.
Notice of Availability of a Final Environmental Impact Statement for the Eastside Township Fuels and Vegetation Project
In accordance with the National Environmental Policy Act (NEPA) of 1969, as amended, and the Federal Land Policy and Management Act (FLPMA) of 1976, as amended, the Bureau of Land Management (BLM) hereby gives notice that the Final Environmental Impact Statement (EIS) for the proposed Eastside Township Fuels and Vegetation Project is available for public review. The BLM is the lead Federal agency for preparation of the EIS in compliance with the requirements of the NEPA and the Nez Perce National Forest is a Cooperating Agency.

Under the provisions of 30 U.S.C. 188(d) and (e), and 43 CFR 3108.2-3(a) and (b)(1), the Bureau of Land Management (BLM) received a petition for reinstatement from Cohort Energy Co. for competitive oil and gas lease WYW147007 for land in Sweetwater County, Wyoming. Notice of Realty Action: Recreation and Public Purposes Act Classification of Public Lands in Clark County, NV
The Bureau of Land Management (BLM) has examined and found suitable for classification for lease and subsequent conveyance under the provisions of the Recreation and Public Purposes (R&PP) Act, as amended, approximately 37.5 acres of public land in Clark County, Nevada. The City of Las Vegas (City) proposes to use the land as a Fire Station/Metro Police Substation and two public parks.
Notice of Realty Action; Non-Competitive Sale of Public Land; Grand County, UT
The Bureau of Land Management (BLM) has examined and determined that 50 acres of public land (2 parcels) located in Grand County, Utah are suitable for disposal by direct (non-competitive) sale to the Palladium Foundation LLC, the adjacent landowner, at no less than the appraised fair market value, pursuant to Sections 203 and 209 of the Federal Land Policy and Management Act of 1976, as amended. The parcels are isolated from other public lands by adjacent private land and topography and are difficult to manage as part of the public lands. It has been determined that resource values will not be affected by the disposal of the two parcels as mitigated in the patent. The non- competitive sale is justified by lack of physical access to the lands by anyone other than the adjacent landowner. Disposal of the parcels will resolve historic use of the lands for livestock grazing and hay production which have been authorized by BLM under land use permit UTU- 64085 since 1989. The permit will be terminated at the time of sale.
Notice of Availability of the Draft Environmental Impact Statement (DEIS) for a Proposed Coal-Fired Electric Power Generating Plant in Eastern White Pine County and Notice of Public Meetings; Nevada
Pursuant to section 102(2)(C) of the National Environmental Policy Act (NEPA) of 1969, a DEIS has been prepared by the Bureau of Land Management (BLM), Ely Field Office for the White Pine Energy Station (WPES) and is now available for comment. This document evaluates the environmental effects from constructing a coal-fired electric power generating plant (up to 1,600-megawatts) and associated features on public lands in White Pine County, Nevada.
Notice of Camping Limits on Public Lands in Montana, South Dakota & North Dakota
This notice consolidates and clarifies current stay limits on occupancy and/or property on public lands managed by the Bureau of Land Management (BLM) in Montana, North Dakota and South Dakota. Existing limits vary among field offices and states. This notice will establish stay limits on all public lands managed by the BLM as required by 43 CFR 8365 1-2. The proposed stay limits are necessary to protect the natural resources, provide public health, and to provide orderly, equal and consistent use for the public. These proposed stay limits will supersede all existing camping stay limits for BLM administered public lands in Montana, North Dakota & South Dakota published previously.

Notice of Proposed Withdrawal Extension and Opportunity for Public Meeting; Wyoming
The Department of the Interior proposes to extend the duration of Public Land Order (PLO) No. 6665 for an additional 20-year term. PLO No. 6665 withdrew 180 acres of public lands in Big Horn County, Wyoming from settlement, sale, location, or entry under the general land laws, including the United States mining laws to protect the Bureau of Land Management (BLM) Britton Springs Administrative Site and Crooked Creek Natural Area. This notice also gives an opportunity to comment on the proposed action and to request a public meeting. The lands have been and will remain open to mineral leasing.
Notice of Proposed Withdrawal and Transfer of Jurisdiction; Wisconsin
The Bureau of Land Management has received a petition/ application from the United States Fish and Wildlife Service requesting that the Secretary of the Interior withdraw for a 50-year term 328.70 acres of public land from surface entry, and transfer administrative jurisdiction to the Secretary of the Interior, acting through the United States Fish and Wildlife Service, to protect and manage migratory bird and threatened and endangered species habitat. The land is located within the exterior boundaries of the Green Bay Islands National Wildlife Refuge System and was reserved for lighthouse purposes by Executive Orders dated December 11, 1848, and May 28, 1858. These orders will not be disturbed by the proposed withdrawal. This land presently is under the administrative jurisdiction of the United States Coast Guard, which recognizes that wildlife refuge management will make better use of the land than its current outdated use for lighthouse purposes. This notice provides an opportunity to comment on the proposed withdrawal and to request a public meeting.
Notice of Availability of Draft Environmental Impact Statement/Environmental Impact Report (EIS/EIR) for the Proposed Mountain View IV Wind Energy Project
In accordance with the National Environmental Policy Act of 1969 (NEPA, 42 U.S.C. 4321 et seq.) and the Federal Land Policy and Management Act of 1976 (FLPMA, 43 U.S.C. 1701 et seq.), the Bureau of Land Management (BLM), together with the City of Palm Springs, has prepared a Draft EIS/EIR for the Mountain View IV Wind Energy Project and by this notice is announcing the opening of the comment period. The BLM is the lead Federal agency for the preparation of this EIS in compliance with the requirements of NEPA. The City of Palm Springs is the lead agency for the State of California for the preparation of this EIR in compliance with the requirements of the California Environmental Quality Act (CEQA).

The Secretary of Interior proposes to withdraw on behalf of the Bureau of Land Management (BLM) approximately 729.78 acres of public lands for a period of 5 years to protect lands within Gold Point and Ione Townsites for planning purposes, and in aid of special legislation to be introduced before the current Congress. Pursuant to the National Environmental Policy Act of 1969, the Federal Land Policy and Management Act of 1976, the National Forest Management Act of 1976, and other regulatory requirements, the Joint Lead Agencies announce the availability of the Record of Decision (ROD) for the Northern San Juan Basin Coal Bed Methane Development Project Final Environmental Impact Statement (FEIS) for natural gas development in La Plata and Archuleta Counties, Colorado. The Joint Lead Agencies have issued the ROD to document agency decisions, including selection of FEIS Preferred Alternative 7, with specific modifications and requirements for monitoring and mitigation.
