Pursuant to 10 U.S.C. 9355, the U.S. Air Force Academy (USAFA) Board of Visitors (BoV) will meet at USAFA, Colorado Springs, Colorado, on 27-28 July 2007. The purpose of this meeting is to review morale and discipline, curriculum, instruction, physical equipment, fiscal affairs, academic methods, and other matters relating to the Academy. Pursuant to 5 U.S.C. 552b, as amended and 41 CFR 102-3.155, the Department of Defense has determined that portions of this meeting shall be closed to the public. The Administrative Assistant to the Secretary of the Air Force, in consultation with the Office of the Air Force General Counsel, has determined in writing that the public interest requires that portions of this meeting be closed to the public because they will be concerned with matters listed in 552b(c)(6) and (9) of Title 5 United States Code. Public attendance at the open portions of this USAFA BoV meeting shall be accommodated on a first-come, first-served basis up to the reasonable and safe capacity of the meeting room. In addition, any member of the public wishing to provide input to the USAFA BoV should submit a written statement in accordance with 41 CFR 102-3.140(c) and a section 10(a)(3) of the Federal Advisory Committee Act (FACA) and the procedures described in this paragraph. Written statements should be no longer than two type-written pages and must address the following details: The issue, discussion, and a recommended course of action. Supporting documentation may also be included as needed to established the appropriate historical context and provide any necessary background information. Written statements can be submitted to he Designated Federal Officer (DFO) at the address detailed below at any time. However, if a written statement is not received at least 10 days before the first day of the meeting which is the subject of this notice, then it may not be provided to, or considered by, the BoV until its next open meeting. For the benefit of the public, rosters that list the name of BoV members and any releasable materials presented during open portions of this BoV meeting shall be made available upon request. If, after review of timely submitted written comments, the BoV Chairperson and DFO deem appropriate, they may choose to invite the submitter of the written comments to orally present their issue during an open portion of the BoV meeting that is the subject of this notice. Realistic Bomber Training Initiative

On March 20, 2007, the United States Air Force signed a Record of Decision for the Realistic Bomber Training Initiative Supplemental Environmental Impact Statement. This decision was based on information, analysis, and public comments contained in both the Environmental Impact Statement for the Realistic Bomber Training Initiative (Federal Register Notice of Availability February 4, 2000) and the Supplemental Environmental Impact Statement for the Realistic Bomber Training Initiative (Federal Register Notice of Availability published August 11, 2006), along with other relevant factors. After carefully considering the issues addressed in the Supplemental Environmental Impact Statement and the comments submitted, the Air Force decided not to change the decision described in the initial Record of Decision and to continue implementation of Alternative B of the Realistic Bomber Training Initiative. This alternative includes the use of appropriate training assets associated with Instrument Route IR-178/Lancer Military Operations Area. As indicated above, a Notice of Availability of the Final Supplemental Environmental Impact Statement was published in the Federal Register on August 11, 2006 (Volume 71, Number 155, Page 46220). The required 30-day waiting period for a Record of Decision has been completed.

The Final EIS was made available on May 26, 2006 through a notice in the Federal Register (Volume 71, Number 102) with a waiting period ending June 26, 2006. United Launch Alliance Industry Day To Inform Industry of the Federal Trade Commission's Consent Order Regarding United Launch Alliance

The purpose of the United Launch Alliance (ULA) Industry Day is to inform industry of the Federal Trade Commission's Consent Order regarding ULA and the role of the Compliance Officer to oversee compliance with the Consent Order. The Order is intended to ensure that ULA affords all satellite manufacturers non-discriminatory treatment for launch services and that Lockheed and Boeing, as satellite manufacturers, consider all qualified launch vehicle providers on a non-discriminatory basis. The order also requires firewalls to prevent information from a satellite or other launch vehicle provider from being shared by ULA with its Boeing or Lockheed Martin parent. The role of the Compliance Officer is to oversee compliance with the Consent Order by all three respondents and to investigate any complaint or representation arising in relation to or connected with compliance of this order.
