Notice of Public Information Collection Requirements Submitted to OMB for Review
U.S. Agency for International Development (USAID) has submitted the following information collections to OMB for review and clearance under the Paperwork Reduction Act of 1995, Public Law 104-13. Comments regarding this information collection are best assured of having their full effect if received within 30 days of this notification. Comments should be sent via email to OIRA_ Submission@omb.eop.gov. The USAID submission to OMB is attached hereto.
Senior Executive Service: Membership of Performance Review Board
This notice lists approved candidates who will comprise a standing roster for service on the Agency's 2011 and 2012 SES Performance Review Boards. The Agency will use this roster to select SES board members, and an outside member(s) for the convening SES Performance Review Board each year. The standing roster is as follows:

Procurement of Commodities and Services Financed by USAID
This proposed rule implements the statutory requirement that funds made available by the United States Congress (Congress) to USAID under the authority of the Foreign Assistance Act of 1961, as amended (FAA), be used for procurement in the United States (U.S.), the recipient country, or developing countries. It does so by revising USAID's current source, origin and nationality (S/O/N) regulation to track more closely the statutory procurement authority provided under the FAA and referenced above; by establishing a single code for procurements from the U.S., recipient country and developing countries; by deleting the concept of ``origin,'' which is increasingly obsolete and difficult to apply in today's globalized economy; and by simplifying the concepts of ``source'' and ``nationality'' in order to reflect better Congress's directive to procure from the U.S., recipient or developing countries.
Briefing on Partner Vetting System Pilot Program
Notice is hereby given of a briefing on the Partner Vetting System (PVS) pilot program. The objective of the briefing is to provide information about the PVS pilot program. Members of the public may attend in person or join via teleconference. Officials from the U.S. Department of State (State) and U.S. Agency for International Development (USAID) will brief on the PVS pilot program. The briefing will be followed by an open forum for discussion where public participation is encouraged. The agenda is subject to change.
Privacy Act of 1974, System of Records
The United States Agency for International Development (USAID) is issuing public notice of its intent to establish a new system of records maintained in accordance with the Privacy Act of 1974 (5 U.S.C. 552a), as amended, entitled ``USAID-30, Google Apps Business Edition''. This action is necessary to meet the requirements of the Privacy Act to publish in the Federal Register notice of the existence and character of record systems maintained by the agency (5 U.S.C. 522a(e)(4)).
Notice of Public Information Collection, Request for Comment on the Continued Use of the Partner Information Form (0412-0577) in Compliance With the Paperwork Reduction Act of 1995
The US Agency for International Development invites the general public and other Federal agencies to take this opportunity to comment on the following continuing information collections, as required by the Paperwork Reduction Act of 1995. This information collection was first approved by OMB in 2008, and the Partner Information Form has been used successfully in screening programs in West Bank/Gaza and elsewhere since the OMB approval. Comments are requested concerning: (a) Whether the continuing collections of information are necessary for the proper performance of the functions of the agency, including whether the information shall have practical utility; (b) the accuracy of the burden estimates; (c) ways to enhance the quality, utility, and clarity of the information collected; and (d) ways to minimize the burden of the collection of information on the respondents, including the use of automated collection techniques or other forms of information technology.
Implementation of OMB Guidance on Drug-Free Workplace Requirements
The U.S. Agency for International Development (USAID) is removing its regulation implementing the Government-wide common rule on drug-free workplace requirements for financial assistance, currently located within Part 210 of Title 22 of the Code of Federal Regulations (CFR), and issuing a new regulation to adopt the Office of Management and Budget (OMB) guidance at 2 CFR part 182. This regulatory action implements the OMB's initiative to streamline and consolidate into one title of the CFR all federal regulations on drug-free workplace requirements for financial assistance. These changes constitute an administrative simplification that would make no substantive change in USAID policy or procedures for drug-free workplace.

The U.S. Agency for International Development (USAID) is removing its regulation implementing the Government-wide common rule on debarment and suspension (non-procurement), currently located in Part 208 of Title 22 of the Code of Federal Regulations (CFR), and issuing a new regulation to adopt the Office of Management and Budget (OMB) guidance at 2 CFR part 180. This regulatory action implements the OMB's initiative to streamline and consolidate into one title of the CFR all Federal regulations on debarment and suspension. Participation by Religious Organizations in USAID Programs
USAID is proposing to amend part 205 to more accurately reflect current Establishment Clause jurisprudence with respect to the use of Federal funds for inherently religious activities.
Rules on Source, Origin and Nationality for Commodities and Services Financed by USAID
The purpose of this notice is to solicit comments on whether changes are needed to USAID's rules on Source, Origin, and Nationality (S/O/N). This solicitation is in furtherance of a USAID initiative to review and if necessary, revise these rules in order to reduce the burden of procurement processes for USAID and contractors and grantees implementing USAID-funded development assistance activities and programs. In particular, USAID wishes to simplify Agency S/O/N procedures as implemented in our regulations and align them more closely with statutory procurement authorities.

This Federal Register notice was originally published on October 29, 2010 (75 FR 66724) and is being republished. Unfortunately, it appears that supporting documentation sent to OMB included language from USAID's December 2002 certification rather than from its September 2004 certification attached. The agency has worked with OMB to correct this error. Also, revisions were made regarding the certification burden due to the respondents providing a response three times a year vs. two. In addition, less preparation time was required for all involved parties due to their familiarity with the certification process and salary costs and benefits costs increased due to inflation and an increase in the cost of living.
