Meeting of the Regional Energy Resource Council
The TVA Regional Energy Resource Council (RERC) will hold a meeting on Monday, February 2 and Tuesday, February 3, 2015, regarding regional energy related issues in the Tennessee Valley. The RERC was established to advise TVA on its energy resource activities and the priorities among competing objectives and values. Notice of this meeting is given under the Federal Advisory Committee Act (FACA), 5 U.S.C. App. 2. The meeting agenda includes the following: 1. Welcome and Introductions 2. Recap of October 2014 meeting 3. Presentations and discussion regarding TVA's Integrated Resource Planning process and an overview of preliminary results 4. Meeting of the Regional Energy Resource Council
The TVA Regional Energy Resource Council (RERC) will hold a webinar meeting on Wednesday, October 15, 2014, regarding regional energy related issues in the Tennessee Valley. The RERC was established to advise TVA on its energy resource activities and the priorities among competing objectives and values. Notice of this meeting is given under the Federal Advisory Committee Act (FACA), 5 U.S.C. App. 2. The meeting agenda includes the following: 1. Welcome and Introductions. 2. Presentations and discussion regarding TVA's Integrated Resource Plan process and progress to date. 3. Council discussion regarding the progress and development of TVA's Integrated Resource Plan. The Webinar is open to the public, through registration via: www.tva.com/rerc. No oral comments from the public will be accepted during the webinar session. Meeting of the Regional Resource Stewardship Council
The TVA Regional Resource Stewardship Council (RRSC) will hold a meeting on Wednesday, September 24, and Thursday, September 25, 2014, to consider various matters. The RRSC was established to advise TVA on its natural resource stewardship activities. Notice of this meeting is given under the Federal Advisory Committee Act (FACA), 5 U.S.C. App. 2. The meeting agenda includes the following: 1. Introductions. 2. Updates on Natural Resources issues. 3. Presentations covering TVA's Dam Safety Management and TVA's Reservoir Operations Study implementation and management of the river system to optimize regional benefits. 4. Public Comments. 5. Dam Safety Modifications at Cherokee, Fort Loudoun, Tellico, and Watts Bar Dams
The Tennessee Valley Authority (TVA) is amending its July 2, 2013, Record of Decision (ROD) for the Final Environmental Impact Statement for Dam Safety Modifications at Cherokee, Fort Loudoun, Tellico, and Watts Bar Dams. In the 2013 ROD, TVA decided to implement the dam safety modifications described in the preferred Alternative B, Permanent Modifications of Dam Structures: Combination of Concrete Floodwalls and Earthen Embankments. Based on the results of subsequent engineering and feasibility studies, TVA has revised its approach for the permanent modifications to incorporate the use of roller-compacted concrete (RCC) at Cherokee and Fort Loudoun Dams and increases in the elevations of modifications at Fort Loudoun, Tellico, and Watts Bar Dams. In May, 2014, TVA completed a Supplemental Analysis (SA) of the potential impacts of the proposed revisions to the dam safety modifications. Based on the Final Environmental Impact Statement (EIS) and the SA, TVA now amends the July 2013 ROD to incorporate the revised approach.

Review of Floating Houses
The Tennessee Valley Authority (TVA) is conducting a review of) the recent growth in the Tennessee River Watershed of floating houses and nonnavigable houseboats designed and used primarily for human habitation and potential management actions TVA may take in response to the proliferation of these structures. As part of the study, TVA intends to prepare an environmental assessment (EA) or environmental impact statement (EIS) to assess the impacts associated with TVA's management and oversight of these structures on its reservoirs. TVA will use the environmental review process to learn the values and concerns of stakeholders; identify issues, trends, events and tradeoffs affecting TVA's policies; formulate, evaluate and compare alternative management options; provide opportunities for public review and comment; and ensure that TVA's evaluation of alternative management and policy strategies reflects a full range of stakeholder input. Public comment is invited concerning the scope of the review and environmental issues that should be addressed. This notice is provided in accordance with the Council on Environmental Quality's regulations (40 CFR parts 1500 to 1508) and TVA's procedures for implementing the National Environmental Policy Act (NEPA).

Approval of Construction in the Tennessee River System; Revisions to Administrative Appeals Process; Job Title and Address Updates
The Tennessee Valley Authority (TVA) is making non-substantive changes to Title 18 of the Code of Federal Regulations. The purpose of this rule is to amend the process for issuing final determinations on administrative appeals of permitting decisions under section 26a of the TVA Act. Formerly, final determinations were made by the TVA Board of Directors. In 2004, the TVA Act was amended to change TVA's governance structure from a three-member, full time board to a nine-member, part- time policy board with a chief executive officer (CEO). Accordingly, the TVA Board approved revisions to the section 26a appeals process to provide for an appeal to the CEO followed by a discretionary review by a committee of the Board. The revised appeals process is consistent with the new governance structure. This rule amends TVA's published regulations to incorporate the revisions approved by the Board and to make the regulations consistent with the change in TVA's governance structure. TVA is also making minor changes to update addresses and job and organizational titles.
