Supplemental Environmental Impact Statement: Completion of Watts Bar Nuclear Plant Unit 2
This notice is provided in accordance with the Council on Environmental Quality's (CEQ) regulations (40 CFR parts 1500-1508) and TVA's procedures for implementing the National Environmental Policy Act. The Tennessee Valley Authority (TVA) will prepare a Supplemental Environmental Impact Statement (EIS) to update information and address the potential environmental impacts associated with its proposal to complete the Watts Bar Nuclear Plant (WBN) Unit 2 located in Rhea County, Tennessee. Completion of WBN Unit 2 would help address the need for additional baseload generation in the power service area of the Tennessee Valley Authority and make use of that unfinished asset.

No FEAR Act Notice
5 CFR part 724.202 requires that each Federal agency provide notice to its employees, former employees, and applicants for employment about the rights and remedies available under the Antidiscrimination Laws and Whistleblower Protection Laws applicable to them within 60 calendar days after September 18, 2006. Each agency must publish the initial notice in the Federal Register.
Notice of Consideration of Standards
The Tennessee Valley Authority (TVA) is considering adopting for itself and the distributors of TVA power certain metering and interconnection standards. The standards being considered are the Time- based Metering & Communications (hereinafter called ``Smart Metering''), Interconnection, and Net Metering standards listed in section 111(d) of the Public Utility Regulatory Act of 1978 (Pub. L. 95-617) as amended by the Energy Policy Act of 2005 (Pub. L. 109-58). The standards will be considered on the basis of their effect on conservation of energy, efficient use of facilities and resources, equity among electric consumers, and the objectives of the Tennessee Valley Authority Act. In addition, the Smart Metering standard will be considered in light of whether the benefits to the electric utility and its consumers are likely to exceed the costs of new metering and communications. Comments are requested from the public on whether TVA should adopt these standards or any variations on them.
Meeting of the TVA Regional Resource Stewardship Council and Public Hearing Held by the TVA Board Community Relations Committee
The TVA Regional Resource Stewardship Council (Regional Council) will hold a meeting on August 16 and August 17 to discuss TVA land management. In conjunction with the Regional Council meeting the TVA Board Community Relations Committee will hold a public hearing on August 16 to hear viewpoints from various stakeholders regarding TVA's management of public lands in the Tennessee Valley. Under the TVA Act, TVA is charged with the proper use and conservation of natural resources for the purpose of fostering the orderly and proper physical, economic and social development of the Tennessee Valley region. The Regional Council was established to advise TVA on its natural resource stewardship activities. Notice of this meeting is given under the Federal Advisory Committee Act, 5 U.S.C. App. 2, (FACA). The meeting agenda includes the following: (1) Overview of TVA lands. (2) Federal and State land management policy (Invited panelists). (3) Stakeholder perspectives (Invited panelists). (4) Public comments. (5) Council discussion and advice. The TVA Board Community Relations Committee and the TVA Regional Resource Stewardship Council will hear opinions and views of citizens by providing a public comment session. The public comment session will be held from 2:30 p.m. to 4 p.m. EDT on Wednesday, August 16, 2006. An interpreter for the deaf will be provided. Participation in the Public Comment portion of the hearing is available on a first-come, first-served basis following the testimony of the panelists. TVA asks that comments be brief (less than 5 minutes) to allow as many people to speak as possible. Persons wishing to speak are requested to register at the door by 1:30 p.m. EDT on August 16 and will be called on during the public comment period. For those who wish to make comments but not speak publicly, a court reporter will be available at the meeting. Environmental Impact Statement for Bear Creek Dam Leakage Resolution
The Tennessee Valley Authority (TVA) will prepare an environmental impact statement (EIS) addressing the proposed resolution of leakage problems at Bear Creek Dam, Franklin County, Alabama. Since the dam was completed in 1969, there has been excessive leakage of water through its foundation and TVA seeks a long-term resolution of this leakage. TVA will use the EIS process to obtain public involvement on this proposal. Public comment is invited concerning both the scope of the EIS and environmental issues that should be addressed as a part of this EIS.
Public Hearing to Hear Presentations From Certain Distributors of TVA Power and Other Invited Speakers on the Subject of Transmission Access
The TVA Board of Directors will hold a public hearing on the subject of transmission access to hear presentations from distributors of TVA power and other invited speakers.
Meeting of the Regional Resource Stewardship Council
TVA will convene a meeting of the Regional Resource Stewardship Council (Regional Council) to obtain views and advice on the topic of TVA's stewardship program infrastructure and emergency preparedness and coordination programs. Under the TV Act, TVA is charged with the proper use and conservation of natural resources for the purpose of fostering the orderly and proper physical, economic and social development of the Tennessee Valley region. The Regional Council was established to advise TVA on its natural resource stewardship activities. Notice of this meeting is given under the Federal Advisory Committee Act, 5 U.S.C. App. 2, (FACA). The meeting agenda includes the following: (1) Update on TVA Board governance. (2) TVA Stewardship infrastructure. 30 TVA emergency preparedness and external coordination. (3) Current issues, including Bear Creek Dam. (4) Public comments. (5) Council discussion and advice. The Regional Council will hear opinions and views of citizens by providing a public comment session. The public comment session will be held from 9:30 a.m. to 10:30 a.m. EDT on Thursday, May 11, 2006. Citizens who wish to express views and opinions on the topic of TVA's recreation strategy may do so during the Public Comment portion of the agenda. Public Comments participation is available on a Comment portion of the agenda. Public Comments participation is available on a first- come, first-served basis. Speakers addressing the Regional Council are requested to limit their remarks to no more than 5 minutes. Persons wishing to speak are requested to register at the door and are then called on by the Regional Council Chair during the public comment period. Handout materials should be limited to one printed page. Administrative Cost Recovery
TVA proposed to amend its administrative cost recovery regulations by eliminating cost recovery exemptions from the following: Conveyances of land pursuant to section 4(k)(d) of the Tennessee Valley Authority Act of 1933, as amended (16 U.S.C. 831c(k)(d)); TVA phosphate land transactions; and permits and licenses for use of TVA land by distributors of TVA power. The implementation of this rule amendment would allow TVA to recover more of its administrative cost incurred in processing certain actions from those who directly benefit from the actions.
