Rules of Practice in Proceedings Relative to Mailing Hazardous Materials
The Postal Accountability and Enhancement Act requires the Postal Service to prescribe regulations for the safe transportation of hazardous materials in the mail, and to prescribe regulations for the conduct of proceedings to determine the implementation of civil penalties, clean- up costs and damages for violations of these hazardous materials regulations. Accordingly, the Postal Service is adopting new rules of practice for its Office of the Judicial Officer.
International Product and Price Changes; Correction
The Postal Service published in the Federal Register of February 25, 2009, a document concerning international product and price changes for implementation in May 2009. Inadvertently, Exhibit 292.452 included in that document, did not include all destination countries and price groups. This document corrects the table.

The U.S. Postal Service is amending the Code of Federal Regulations to revise the definitions of sealed mail and unsealed mail to reflect current classifications.
Change in Rates of General Applicability for Competitive Products; Correction
The Postal Service published in the Federal Register of February 24, 2009 (74 FR 8434), in accordance with 39 U.S.C. 3632(b)(2), a Notice document providing the February 3, 2009 Decision of the Governors of the United States Postal Service on Changes in Rates and Classes of General Applicability for Certain Competitive Products (Governors Decision No. 09-01), and a record of the proceedings in connection with the Decision. The Decision did not include planned increases to pickup on demand fees for Express Mail[supreg], Priority Mail[supreg], GXG, Express Mail International (EMI), and Priority Mail International (PMI) services to conform to the change in the Pickup on Demand\TM\ service fee for Parcel Post[supreg] Single-Piece, which was raised in Postal Regulatory Commission Docket No. R2009-2 from $14.75 to $15.30. This document accordingly sets forth a correction to the prior notice to give effect to the planned change in Pickup on Demand fees for competitive services, to include Express Mail, Priority Mail, GXG, EMI, and PMI services.
New Standards for Letter-Sized Booklets
The Postal Service adopts new Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM[supreg]) to reflect changes to the construction and sealing of letter-sized booklets mailed at automation, presorted machinable or carrier route letter prices. We also adopt a definition of booklets and clarify weight standards for letter-sized mail.
Express Mail Refunds for Shipments of Live Animals
The Postal Service proposes to revise its refund guarantees for Express Mail[supreg] shipments of live animals in an effort to maintain the economic viability of shipping animals as a service.

Insurance Claims Process Changes
The Postal Service is revising its regulations governing the processing and adjudication of domestic mail insurance claims in order to streamline the claims process and to provide customers with more consistent service.

The Postal Service is revising Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM[supreg]) to reflect changes to the prices and standards for the products now referred to as Mailing Services.
New Pricing Eligibility, Intelligent Mail, and Move Update Standards for Domestic Mailing Services and Shipping Services-Revised Final
The Postal Service filed a notice of domestic Mailing Services (and selected Shipping Services) price adjustments with related changes to mailing standards, effective in May 2009, with the Postal Regulatory Commission on February 10, 2009. This notice provides revisions to that final rule.
Price Marking Requirements for Commercial Base and Commercial Plus Pricing
The Postal Service proposes new price markings on Express Mail[supreg] and Priority Mail[supreg] pieces mailed at commercial base and commercial plus prices. The new markings are needed to fulfill our revenue reporting and revenue assurance requirements.
International Inbound Registered Mail Procedures
The Postal Service has adopted different processing procedures for inbound international Registered MailTM; after it is received at an International Service Center.
