Federal Prevailing Rate Advisory Committee; Cancellation of Upcoming Meeting
The Federal Prevailing Rate Advisory Committee is issuing this notice to cancel the June 17, 2010, public meeting scheduled to be held in Room 5A06A, U.S. Office of Personnel Management Building, 1900 E Street, NW., Washington, DC. The original Federal Register notice announcing this meeting was published Monday, April 12, 2010, at 75 FR 18552.
Announcement of Public Meeting
The Office of Personnel Management will hold a public meeting on June 25, 2010, as part of its hiring reform initiative to hear and consider views on whether normal, competitive hiring is an effective avenue for bringing recent college graduates into the Federal workforce. On May 11, 2010, President Obama issued a Memorandum for the Heads of Executive Departments and Agencies in which he stated that ``the Federal Government must recruit and hire highly qualified employees and public service should be a career of choice for the most talented Americans.'' This public meeting will constitute one phase of that initiative.
Absence and Leave; Definitions of Family Member, Immediate Relative, and Related Terms
The U.S. Office of Personnel Management is issuing final regulations to modify definitions related to family member and immediate relative in 5 CFR part 630 and to add other defined terms, for purposes of use of sick leave, funeral leave, voluntary leave transfer, voluntary leave bank, and emergency leave transfer. These changes implement Section 1 of the President's June 17, 2009, Memorandum on Federal Benefits and Non-Discrimination and help ensure that agencies consider the needs of a diverse workforce and provide employees the broadest possible support to help them balance their work, personal, and family obligations.

L. 104-13, May 22, 1995), this notice announces that the Office of Personnel Management (OPM) intends to submit to the Office of Management and Budget (OMB) a request for review of a revised information collection. This information collection, ``Death Benefit Payment Rollover Election'' (OMB Control No. 3206-0218; Form RI 94-7), provides Federal Employees Retirement System (FERS) surviving spouses and former spouses with the means to elect payment of FERS rollover- eligible benefits directly or to an Individual Retirement Arrangement.
Submission for OMB Review; Request for Comments on a Revised Information Collection: (OMB Control No. 3206-0170; Standard Forms 3106 and 3106A)
In accordance with the Paperwork Reduction Act of 1995 (Pub. L. 104-13, May 22, 1995), this notice announces that the Office of Personnel Management (OPM) has submitted to the Office of Management and Budget (OMB) a request for review of a revised information collection. This information collection, ``Application for Refund of Retirement Deductions, Federal Employees Retirement System (FERS),'' (OMB Control No. 3206-0170; Standard Form 3106), is used by former Federal employees under FERS, to apply for a refund of retirement deductions withheld during Federal employment, plus any interest provided by law. ``Current/Former Spouse(s) Notification of Application for Refund of Retirement Deductions Under FERS,'' (OMB Control No. 3206-0170; Standard Form 3106A) is used by refund applicants to notify their current/former spouse(s) that they are applying for a refund of retirement deductions, which is required by law.
Federal Employees Health Benefits Program; Medically Underserved Areas for 2011
The U.S. Office of Personnel Management (OPM) has completed its annual determination of the States that qualify as Medically Underserved Areas under the Federal Employees Health Benefits (FEHB) Program for calendar year 2011. This is necessary to comply with a provision of the FEHB law that mandates special consideration for enrollees of certain FEHB plans who receive covered health services in States with critical shortages of primary care physicians. Accordingly, for calendar year 2011, the following states are Medically Underserved Areas under the FEHB Program: Alabama, Arizona, Idaho, Illinois, Kentucky, Louisiana, Mississippi, Missouri, Montana, New Mexico, North Dakota, Oklahoma, South Carolina, South Dakota, and Wyoming. Oklahoma has been added for the 2011 calendar year.
Privacy Act of 1974; Computer Matching Program
In accordance with the Privacy Act of 1974 (5 U.S.C. 552a), as amended by the Computer Matching and Privacy Protection Act of 1988 (Pub. L. 100-503), Office of Management and Budget (OMB) Guidelines on the Conduct of Matching Programs (54 FR 25818 published June 19, 1989), and OMB Circular No. A-130, revised November 28, 2000, ``Management of Federal Information Resources,'' the Office of Personnel Management (OPM) is publishing notice of its new computer matching program with the Social Security Administration (SSA).
Proposed Collection; Comment Request for Review of a Revised Information Collection: (OMB Control No. 3206-0162; OPM Form 1530)
In accordance with the Paperwork Reduction Act of 1995 (Pub. L. 104-13, May 22, 1995), this notice announces that the Office of Personnel Management (OPM) intends to submit to the Office of Management and Budget (OMB) a request for comments of a revised information collection. This information collection, ``Report of Medical Examination of Person Electing Survivor Benefits Under the Civil Service Retirement System'' (OMB Control No. 3206-0162; OPM Form 1530), is used to collect information regarding an annuitant's health so that OPM can determine whether the insurable interest survivor benefit election can be allowed.
Proposed Information Collection; Request for Comment on a New Information Collection
In accordance with the Paperwork Reduction Act of 1995 (Pub. L. 10413, May 22, 1995), this notice announces that the Office of Personnel Management (OPM) intends to submit to the Office of Management and Budget (OMB) a request for review of a new information collection. ``Request for Case Review for Enhanced Disability Annuity Benefit'' (OMB Control No. 3206-0XXX). Due to recent court orders, the Office of Personnel Management (OPM) must compute, or recomputed as applicable, the disability annuities for individuals who performed service as law enforcement officers, firefighters, nuclear materials carriers, Customs and Border Patrol officers, members of the Capitol and the Supreme Court police, Congressional employees, members of Congress, and air traffic controllers. Because these court orders were handed down long after some of the affected individuals retired and/or died and they are not identified in the OPM computer systems, it is necessary for these individuals to self-identify. Form RI 20-123 is needed on the OPM website so these individuals and their survivors can make the request.

In accordance with the Paperwork Reduction Act of 1995 (Pub. L. 104-13, May 22, 1995), this notice announces that the Office of Personnel Management (OPM) intends to submit to the Office of Management and Budget (OMB) a request for review of a revised information collection. This information collection, ``Designation of Beneficiary: Civil Service Retirement System (CSRS)'' (OMB Control No. 3206-0142; Standard Form 2808), is used by persons covered by CSRS to designate a beneficiary to receive the lump sum payment due from the Civil Service Retirement and Disability Fund in the event of their death.

In accordance with the Paperwork Reduction Act of 1995 (Pub. L. 104-13, May 22, 1995), this notice announces that the Office of Personnel Management (OPM) intends to submit to the Office of Management and Budget (OMB) a request for review of a revised information collection. This information collection, ``We Need Important Information About Your Eligibility for Social Security Disability Benefits'' (OMB Control No. 3206-0216; Form RI 98-7), is used by OPM to verify receipt of Social Security Administration (SSA) disability benefits, to lessen or avoid overpayment to Federal Employees Retirement System (FERS) disability retirees. It notifies the annuitant of the responsibility to notify OPM if SSA benefits begin and the overpayment that will occur with the receipt of both benefits.
Federal Long Term Care Insurance Program: Eligibility Changes
The U.S. Office of Personnel Management (OPM) is issuing a final regulation to expand eligibility to apply for coverage under the Federal Long Term Care Insurance Program (FLTCIP). Under this regulation, the definition of ``qualified relative'' is expanded to cover the same-sex domestic partners of eligible Federal and U.S. Postal Service employees and annuitants.
