The U.S. Nuclear Regulatory Commission (NRC) is granting an exemption to allow a departure from the certification information of Tier 1 of the generic design control document (DCD) and is issuing License Amendment Nos. 152 and 151 to Combined Licenses (COL), NPF-91 and NPF-92, respectively. The COLs were issued to Southern Nuclear Operating Company, Inc., and Georgia Power Company, Oglethorpe Power Corporation, MEAG Power SPVM, LLC, MEAG Power SPVJ, LLC, MEAG Power SPVP, LLC, and the City of Dalton, Georgia (collectively SNC); for construction and operation of the Vogtle Electric Generating Plant (VEGP) Units 3 and 4, located in Burke County, Georgia. The granting of the exemption allows the changes to Tier 1 information asked for in the amendment. Because the acceptability of the exemption was determined in part by the acceptability of the amendment, the exemption and amendment are being issued concurrently.

The U.S. Nuclear Regulatory Commission (NRC) is issuing for public comment draft regulatory guide (DG), DG-1328, ``Seismic Qualification of Electrical and Active Mechanical Equipment and Functional Qualification of Active Mechanical Equipment for Nuclear Power Plants.'' This proposed guide, revision 4 to Regulatory Guide (RG) 1.100 of the same name, was revised to endorse industry consensus standards with certain exceptions and clarifications. The guide describes methods that the staff of the NRC considers acceptable for use in the seismic qualification of electrical and active mechanical equipment and the functional qualification of active mechanical equipment for nuclear power plants.

The U.S. Nuclear Regulatory Commission (NRC) is correcting a notice that was published in the Federal Register (FR) on February 8, 2019, regarding UNC's request to amend its license (SUA-1475) to excavate approximately 1 million cubic yards of mine spoil from the Northeast Church Rock Mine Site and dispose of it at the existing mill site in Church Rock, New Mexico. This action is necessary to correct a document that was referenced in the Background and Availability of Documents section as ``ADAMS Package Accession No. ML18360A424 (Package)'' to read ``ADAMS Accession No. ML19007A126.''

The U.S. Nuclear Regulatory Commission (NRC) is proposing to amend its spent fuel storage regulations by revising the Holtec International HI-STORM 100 Cask System listing within the ``List of approved spent fuel storage casks'' to include Amendment No. 13 to Certificate of Compliance No. 1014. Amendment No. 13 would revise Appendix B of the technical specifications to update the initial uranium weight for the 16x16B and 16x16C assembly classes to match the value for 16x16A.

The U.S. Nuclear Regulatory Commission (NRC) has issued an exemption in response to a April 6, 2017, request from Norther States Power Company to allow the use of structural steel columns and beams supporting the floor of the Cable Spreading Room that are not coated with fireproofing material to provide a fire resistance equivalent to that of the fire barrier.

The U.S. Nuclear Regulatory Commission (NRC) is advertising for nominations for the Nuclear Medicine Physician position and the Patients' Rights Advocate position on the Advisory Committee on the Medical Uses of Isotopes (ACMUI). Nuclear Medicine Physician nominees should currently be practicing nuclear medicine in a clinical setting. Patients' Rights Advocate nominees should have professional or personal experience with or knowledge about patient advocacy. Also, involvement or leadership with patient advocacy organizations is preferred.

The U.S. Nuclear Regulatory Commission (NRC) is confirming the effective date of March 4, 2019, for the direct final rule that was published in the Federal Register on December 18, 2018. This direct final rule amended the NRC's spent fuel storage regulations by revising the ``List of approved spent fuel storage casks'' to include Amendment Nos. 7 and 8 to Certificate of Compliance No. 1025 for the NAC International Multi-Purpose Canister (NAC-MPC) Storage System.

Pursuant to the Atomic Energy Act of 1954, as amended (the Act), the U.S. Nuclear Regulatory Commission (NRC) is publishing this regular biweekly notice. The Act requires the Commission to publish notice of any amendments issued, or proposed to be issued, and grants the Commission the authority to issue and make immediately effective any amendment to an operating license or combined license, as applicable, upon a determination by the Commission that such amendment involves no significant hazards consideration, notwithstanding the pendency before the Commission of a request for a hearing from any person. This biweekly notice includes all notices of amendments issued, or proposed to be issued, from January 15, 2019 to January 28, 2019. The last biweekly notice was published on January 31, 2019.

The U.S. Nuclear Regulatory Commission (NRC) will consider in its rulemaking process one issue raised in a petition for rulemaking (PRM), PRM-34-7, submitted by the American Society for Nondestructive Testing (ASNT) and the Nondestructive Testing Management Association (NDTMA), and is denying one aspect of PRM-34-7. The petitioners request that the NRC amend its regulations to authorize the use of ``improved'' individual monitoring devices for industrial radiographic personnel.

The U.S. Nuclear Regulatory Commission (NRC) received a license application by letter dated September 24, 2018, from United Nuclear Corporation (UNC). By this application, UNC is requesting authorization to amend its license (SUA-1475) to excavate approximately 1 million cubic yards (CY) of mine spoil from the Northeast Church Rock Mine Site and dispose of it at the existing mill site in Church Rock, New Mexico (the proposed action). The NRC staff will prepare an EIS to document the potential environmental impacts from the proposed action and reasonable alternatives. As part of the EIS development process, the NRC is seeking comments on the scope of its environmental review.

The U.S. Nuclear Regulatory Commission (NRC) is amending its regulations to adjust the maximum civil monetary penalties it can assess under statutes enforced by the agency. These changes are mandated by the Federal Civil Penalties Inflation Adjustment Act of 1990 (FCPIAA), as amended by the Federal Civil Penalties Inflation Adjustment Act Improvements Act of 2015 (2015 Improvements Act). The NRC is amending its regulations to adjust the maximum penalty amount for a violation of the Atomic Energy Act of 1954, as amended (AEA), or any regulation or order issued under the AEA from $290,875 to $298,211 per violation, per day. Additionally, the NRC is amending provisions concerning program fraud civil penalties by adjusting the maximum penalty amount under the Program Fraud Civil Remedies Act from $11,181 to $11,463 for each false claim or statement.

The U.S. Nuclear Regulatory Commission (NRC) is considering issuance of amendments to licenses held by Duke Energy Carolinas, LLC, (Duke Energy, the licensee) for the operation of Oconee Nuclear Station, Units 1, 2, and 3 (Oconee Nuclear Station). The proposed amendments would revise the Duke Energy Physical Security Plan for Oconee Nuclear Station to include additional protective measures during a specific infrequent short-term operating state, including a modification that provides additional access restriction. The NRC is issuing an environmental assessment (EA) and a final finding of no significant impact (FONSI) associated with the proposed license amendments.

The U.S. Nuclear Regulatory Commission (NRC) received and is considering approval of three amendment requests. The amendment requests are for Monticello Nuclear Generating Plant, Palisades Nuclear Plant, and River Bend Station Unit 1. For each amendment request, the NRC proposes to determine that they involve no significant hazards consideration. Because each amendment request contains sensitive unclassified non-safeguards information (SUNSI), an order imposes procedures to obtain access to SUNSI for contention preparation.

The U.S. Nuclear Regulatory Commission (NRC) will convene a teleconference meeting of the Advisory Committee on the Medical Uses of Isotopes (ACMUI) on February 26, 2019, to discuss the draft report of the ACMUI Training and Experience Subcommittee. This report will include the subcommittee's recommendation on training and experience requirements for authorized users under title 10 Code of Federal Regulations (10 CFR) 35.300, ``Use of unsealed byproduct material for which a written directive is required,'' that is necessary for safety. The license amendment request was originally noticed in the Federal Register on November 6, 2018. The notice is being reissued in its entirety to include the revised scope, description of the amendment request, and proposed no significant hazards consideration determination. The U.S. Nuclear Regulatory Commission (NRC) is considering issuance of an amendment to Facility Operating License No. NPF-66, issued to Exelon Generation Company, LLC, for operation of the Byron Station, Unit No. 2. The proposed amendment would revise technical specification 4.2.1 to authorize use of two lead test assemblies (LTAs) containing a limited number of accident tolerant fuel (ATF) lead test rods (LTRs) during Byron Station, Unit No. 2, refueling cycles 22, 23, and 24. The LTAs would be nonlimiting under steady state reactor conditions and will comply with fuel limits specified in the core operating limits report and technical specifications under all operational conditions.
