The U.S. Nuclear Regulatory Commission (NRC) has docketed a license amendment application from Pacific Gas and Electric Company (PG&E). PG&E is requesting a revision to the Technical Specifications utilized at the Diablo Canyon Independent Spent Fuel Storage Installation (ISFSI) located in San Luis Obispo County, California to remove preferential loading references and improve the readability and human factors usage of the Technical Specifications. The NRC is evaluating whether approval of this request would be categorically excluded from the requirement to prepare an environmental assessment.

Strata Energy, Inc.
The U.S. Nuclear Regulatory Commission (NRC) is issuing a temporary exemption from certain NRC financial assurance requirements to Strata Energy, Inc. (Strata), in response to its annual financial assurance update for its Ross In-Situ Recovery (ISR) project. Issuance of this temporary exemption will not remove the requirement for Strata to provide adequate financial assurance through an approved mechanism, but will allow the NRC staff to further evaluate whether the State of Wyoming's separate account provision for financial assurance instruments it holds is consistent with the NRC's requirement for a standby trust agreement.

Biweekly Notice; Applications and Amendments to Facility Operating Licenses and Combined Licenses Involving No Significant Hazards Considerations
Pursuant to Section 189a. (2) of the Atomic Energy Act of 1954, as amended (the Act), the U.S. Nuclear Regulatory Commission (NRC) is publishing this regular biweekly notice. The Act requires the Commission to publish notice of any amendments issued, or proposed to be issued, and grants the Commission the authority to issue and make immediately effective any amendment to an operating license or combined license, as applicable, upon a determination by the Commission that such amendment involves no significant hazards consideration, notwithstanding the pendency before the Commission of a request for a hearing from any person. This biweekly notice includes all notices of amendments issued, or proposed to be issued from September 29 to October 9, 2015. The last biweekly notice was published on October 13, 2015.
Sizing of Large Lead-Acid Storage Batteries
The U.S. Nuclear Regulatory Commission (NRC) is issuing Revision 1 of Regulatory Guide (RG) 1.212, ``Sizing of Large Lead-Acid Storage Batteries.'' This RG endorses, with certain clarifications, the Institute of Electrical and Electronic Engineers (IEEE) Standard 485- 2010, ``IEEE Recommended Practice for Sizing Lead-Acid Batteries for Stationary Applications.'' This RG describes methods acceptable to the NRC for complying with the design requirements for vented lead-acid batteries used in stationary applications under full float operation for nuclear power plants.

Fuel Retrievability
The U.S. Nuclear Regulatory Commission (NRC) is requesting public comment on its draft SFM-Interim Staff Guidance (ISG)2, Revision 2, ``Fuel Retrievability.'' This revision to the guidance was developed to improve regulatory clarity due to uncertain duration of spent fuel storage in an independent spent fuel storage installation (ISFSI). The revision would provide improved guidance to the staff on the process to determine whether spent fuel storage systems are designed to allow ready retrieval of spent fuel.
Geologic Trench Excavation for Paleoliquefaction Study at Garner and Stiles Sites
The U.S. Nuclear Regulatory Commission (NRC) has prepared an Environmental Assessment (EA) to evaluate the potential environmental impacts that may arise as a result of excavating trenches to observe geologic features for a paleoliquefaction research project at two sites located in northeastern Arkansas. Advisory Committee on the Medical Uses of Isotopes: Meeting Notice

The meeting is now scheduled for January 06, 2016, from 2:00 p.m. to 4:00 p.m. Eastern Time. The U.S. Nuclear Regulatory Commission (NRC) has prepared an Environmental Assessment (EA) to evaluate the potential environmental impacts that may arise as a result of additional geologic field work for a paleoliquefaction research project. The NRC has determined that there will be no adverse effects to any historic or cultural resources that may be located in the paleoliquefaction study's area of potential effects.
