Rules of Practice in Transportation: Investigative Hearings, Meetings, Reports, and Petitions for Reconsideration
The NTSB amends its regulations which contain the NTSB's procedures for holding investigative hearings, various types of meetings, issuing reports, and responding to petitions for reconsideration. The NTSB introduced a number of substantive and technical changes in its notice of proposed rulemaking (NPRM). In the preamble to this final rule NTSB responds to the five comments the agency received, and explains the adopted changes, including reorganizing the regulation into different subparts to ensure the entire part is easy to follow.
Notification and Reporting of Aircraft Accidents or Incidents and Overdue Aircraft, and Preservation of Aircraft Wreckage, Mail, Cargo, and Records
The NTSB is publishing an amendment to its regulations concerning notification and reporting requirements with regard to aircraft accidents or incidents, titled, ``Immediate notification.'' The regulation currently requires reports of Airborne Collision and Avoidance System (ACAS) advisories issued under certain specific circumstances. The NTSB now narrows the ACAS reporting requirement, consistent with the agency's authority to issue non-controversial amendments to rules, pursuant to the direct final rulemaking procedure. The NTSB also updates its contact information for notifications.

Interpretation of Notification Requirements To Exclude Model Aircraft; Correction
The NTSB published a notice of legal interpretation in the Federal Register on September 11, 2015 (80 FR 54736), titled: ``Interpretation of Notification Requirements to Exclude Model Aircraft.'' The document contained an inadvertent typographical error. This document corrects the error.
Organization and Functions of the Board and Delegations of Authority
By this Final Rule, the NTSB adds a new subpart to a part which contains internal rules specific to the NTSB. In publishing a Notice of Proposed Rulemaking (NPRM) in June 2015, the NTSB proposed a new subpart to outline the NTSB's rulemaking procedures.
Plan for Generic Information Collection Activity; Submission for OMB Review; Comment Request
The NTSB is announcing it is submitting a plan for an Information Collection Request (ICR) to the Office of Management and Budget (OMB) for approval, in accordance with the Paperwork Reduction Act. This ICR Plan describes a web-based report form an aircraft operator may use to report a serious incident as defined in NTSB regulations. Providing the option to permit operators to file reports electronically will increase efficiency and be more convenient for operators. This Notice informs the public that it may submit to the NTSB comments concerning the agency's proposed plan for information collection.

The NTSB proposes a new subpart within part 800 of its regulations to outline the NTSB's rulemaking procedures.
Public Availability of FY 2013 Service Contract Inventory Analysis, FY 2014 Service Contract Inventory, FY 2014 Service Contract Inventory Supplement, and FY 2014 Service Contract Inventory Planned Analysis for the National Transportation Safety Board
In accordance with Section 743 of Division C of the Consolidated Appropriations Act of 2010 (Pub. L. 111-117), the National Transportation Safety Board is publishing this notice to advise the public of the availability of the FY 2013 Service Contract Inventory Analysis, the FY 2014 Service Contract Inventory, the FY 2014 Service Contract Inventory Supplement, and the FY 2014 Service Contract Inventory Planned Analysis. The FY 2013 inventory analysis provides information on specific service contract actions that were analyzed as part of the FY 2013 inventory. The FY 2014 inventory provides information on service contract actions over $25,000 that was made in FY 2014. The inventory information is organized by function to show how contracted resources are distributed throughout the agency. The inventory has been developed in accordance with guidance issued on November 5, 2010 by the Office of Management and Budget's Office of Federal Procurement Policy (OFPP). OFPP's guidance is available at https://www.whitehouse.gov/sites/default/files/omb/procurement /memo/ service-contract-inventories-guidance-11052010.pdf. The FY 2014 inventory supplement provides information collected from contractors on the amount invoiced and the direct labor hours expended on covered service contracts. The FY 2014 inventory planned analysis provides information on which functional areas will be reviewed by the agency.
