Modernizing Data Collection for Regulatory Oversight of Credit Unions: Extension of Comment Period
The National Credit Union Administration (NCUA) is extending the deadline for the submission of written comments in response to its June 7, 2016 Request for Information regarding modernizing data collection for regulatory oversight of credit unions.

Civil Monetary Penalty Inflation Adjustment
The NCUA Board (Board) is amending its regulations to adjust the maximum amount of each civil monetary penalty (CMP) within its jurisdiction to account for inflation. This action, including the amount of the adjustments, is required under the Federal Civil Penalties Inflation Adjustment Act of 1990, as amended by the Debt Collection Improvement Act of 1996 and the Federal Civil Penalties Inflation Adjustment Act Improvements Act of 2015.
Community Development Revolving Loan Fund
The NCUA Board (Board) proposes to make several technical amendments to NCUA's rule governing the Community Development Revolving Loan Fund (CDRLF). The proposed amendments would make the rule more succinct and update it to improve its transparency, organization, and ease of use by credit unions.

Incentive-Based Compensation Arrangements
The OCC, Board, FDIC, FHFA, NCUA, and SEC (the Agencies) are seeking comment on a joint proposed rule (the proposed rule) to revise the proposed rule the Agencies published in the Federal Register on April 14, 2011, and to implement section 956 of the Dodd-Frank Wall Street Reform and Consumer Protection Act (Dodd-Frank Act). Section 956 generally requires that the Agencies jointly issue regulations or guidelines: (1) Prohibiting incentive-based payment arrangements that the Agencies determine encourage inappropriate risks by certain financial institutions by providing excessive compensation or that could lead to material financial loss; and (2) requiring those financial institutions to disclose information concerning incentive- based compensation arrangements to the appropriate Federal regulator.
Modernizing Data Collection for Regulatory Oversight of Credit Unions
The National Credit Union Administration (NCUA) is conducting a comprehensive review of two vehicles used to collect information for regulatory oversight of federally insured credit unions (FICUs)the 5300 Call Report (Call Report) and Form 4501A Profile (Profile). The overarching goal is modernizing content to (i) strengthen on-site examination and off-site monitoring by NCUA and state supervisory authorities, (ii) facilitate richer comparisons of institution and industry trends by other parties, and (iii) minimize the burden on reporting FICUs. NCUA plans a diverse outreach to inform modernization efforts with both general and specific input from all interested stakeholders. This RFI represents the first step. Specifically, this RFI announces NCUA's desire for assistance in identifying the interrelated considerations and challenges associated with improving the Call Report and Profile. Input with be gathered through an open public review-and-comment process featuring a range of possible forums (such as workshops, focus groups, online surveys, etc.). Target participants include credit unions, leagues, trades, regulators, industry-related persons, and academics.
Agency Information Collection Activities: Corporate Credit Union Monthly Call Report
The NCUA intends to submit the following information collection to the Office of Management and Budget (OMB) for review and clearance under the Paperwork Reduction Act of 1995 (Pub. L. 104-13, 44 U.S.C. Chapter 35). The purpose of this notice is to allow for 60 days of public comment. This action relates to the monthly submission of information by corporate credit unions. This information is used by the NCUA to monitor the financial conditions of those credit unions.
