DoD, GSA, and NASA are issuing a final rule amending the Federal Acquisition Regulation (FAR) to incorporate revised thresholds for application of the World Trade Organization Government Procurement Agreement and the Free Trade Agreements, as determined by the United States Trade Representative.

In a final rule published on January 19, 2017, federal departments and agencies listed in this document made revisions to the Federal Policy for the Protection of Human Subjects. The Consumer Product Safety Commission (CPSC) adopted the same regulatory changes in a separate final rule published on September 18, 2017. The revised policy, reflected in both final rules, is described here as the ``2018 Requirements.'' The 2018 Requirements are scheduled to become effective on January 19, 2018, with a general compliance date of January 19, 2018 (with the exception of the revisions to the cooperative research provision). This interim final rule delays the effective date and general compliance date of the 2018 Requirements to July 19, 2018. The federal departments and agencies listed in this document are in the process of developing a proposed rule to further delay implementation of the 2018 Requirements. The limited implementation delay accomplished by this interim final rule both provides additional time to regulated entities for the preparations necessary to implement the 2018 Requirements, and additional time for the departments and agencies listed in this document to seek input from interested stakeholders through a notice and comment rulemaking process that allows for public engagement on the proposal for a further implementation delay.

This is an amended version of NASA's earlier Federal Register Notice which was published on January 3, 2018, Document 2017-28388, and Notice Number 17-091. There was an error in the third line in which ``Take Out This Space'' was added after ``Notice of Intent to Grant Partially Exclusive Term License'' and needed to be deleted. NASA hereby gives notice of its intent to grant a partially- exclusive term license in the United States to practice the invention described and claimed in U.S. Patent 6,760,487 entitled, ``Estimated Spectrum Adaptive Postfilter And The Iterative Prepost Filtering Algorithms'', and in U.S. Patent 9,414,072 entitled ``Improved Performance of the JPEG Estimated Spectrum Adaptive Postfilter (JPEG- ESAP) for Low Bit Rates'' to Human Health Organization (``H2O''), having its principal place of business in Studio City, CA.

This agenda provides summary descriptions of regulations being developed by the Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council pursuant to Executive Order 12866 ``Regulatory Planning and Review,'' 58 FR 51735 (1993), with particular adherence to EO 13771, ``Reducing Regulation and Controlling Costs,'' 82 FR 9339 (2017), EO 13777, ``Enforcing the Regulatory Reform Agenda,'' 82 FR 12285, and the Regulatory Flexibility Act, 5 U.S.C. 601 to 612. The purpose of publishing this agenda is to give notice of regulatory activity being undertaken by FAR Council in order to provide the public an opportunity to participate in the rulemaking process.

The National Aeronautics and Space Administration, as part of its continuing effort to reduce paperwork and respondent burden, invites the general public and other Federal agencies to take this opportunity to comment on proposed and/or continuing information collections, as required by the Paperwork Reduction Act of 1995.

Under the provisions of the Paperwork Reduction Act of 1995, the Regulatory Secretariat Division will be submitting to the Office of Management and Budget (OMB) a request to review and approve an extension of a previously approved information collection requirement concerning Certified Cost or Pricing Data and Data Other Than Certified Cost or Pricing Data. A notice was published in the Federal Register at 82 FR 43022, on September 13, 2017. One comment was received.

Further to the NASA Federal Register notice of December 12, 2017 (see citation above), NASA announces an invitation for public nominations of U.S. citizens to serve as potential members of the National Space Council Users' Advisory Group (UAG). The UAG is a new Federal advisory committee under the Federal Advisory Committee Act (FACA) being established pursuant to the National Aeronautics and Space Administration Authorization Act, Fiscal Year 1991 (Pub. L. 101-611, Section 121) and Executive Order 13803, Section 6 (``Reviving the National Space Council'') signed by the President on June 30, 2017. The UAG is purely advisory and will ensure that the interests of industry and other non-Federal entities are adequately represented in the deliberations of the National Space Council. NASA is sponsoring the UAG on behalf of the National Space Council, an Executive Branch interagency coordinating committee chaired by the Vice President, which is tasked with advising and assisting the President on national space policy and strategy. Members of the UAG will serve either as ``Representatives'' (representing industry, other non-Federal entities, and other recognizable groups of persons involved in aeronautical and space activities), or as ``Special Government Employees'' (individual subject matter experts or consultants). Deadline: The deadline for NASA to receive all public nominations is January 10, 2018. Instructions for Public Nominations: U.S. citizens or organizations may nominate individuals for consideration as potential members of the UAG. Interested candidates may also self-nominate. The candidate must be a U.S. citizen, may not be a regular government employee, and must not be registered by the Department of Justice under the Foreign Agents Registration Act (FARA), 22 U.S.C. 611 et seq. Additionally, a candidate for a Special Government Employee appointment must not be federally registered as a lobbyist under the Lobbying Disclosure Act of 1995, 2 U.S.C. 1602, as amended. Nominations must be contained in an email to NASA attaching the required documents. All nominations should include a cover letter, a resume (including contact information for the individual) and a professional biography demonstrating professional stature, knowledge and experience commensurate with achieving the UAG's purpose as set forth in Public Law 101-611, Section 121. Each document must not exceed one page. The cover letter must be a signed letter saved as a PDF file, indicate the category of membership for which the individual is being nominated (``Representative'' or ``Special Government Employee''), and contain an affirmative statement that the individual meets all aforesaid requirements. Cover letters for Representative nominations must also indicate why the individual should be considered for membership relative to the UAG's representational objectives, and be on the supporting organization's letterhead. Cover letters for Special Government Employee nominations must also identify the subject area(s) where the individual's expertise and/or consultative stature is nationally recognized relative to the UAG's advisory objectives. Nominations must be submitted in a single email attaching the cover letter, resume, and professional biography to HQ-UAGnoms@nasa.gov. Hard copies such as paper documents sent through postal mail will not be accepted. DoD, GSA, and NASA are issuing a final rule amending the Federal Acquisition Regulation (FAR) to implement a public law that disapproved the final rule, Fair Pay and Safe Workplaces (FAR Case 2014-025), and an Executive Order (E.O.) dated March 27, 2017, that rescinded the prior Executive orders authorizing that rule.

The 3D-Printed Habitat (3DPH) Challenge Phase 3 On-Site Habitat Competition is open, and teams that wish to compete may now register. Centennial Challenges is a program of prize competitions to stimulate innovation in technologies of interest and value to NASA and the nation. The 3DPH Challenge Phase 3 On-Site Habitat Competition is a prize competition with a $2,000,000 total prize purse to develop and demonstrate capabilities to autonomously manufacture through 3D- printing technologies a habitat on another planetary body using mission recycled materials and/or local indigenous materials. The Phase 3 competition consists of 5 levels. This technology demonstration competition has great potential value for terrestrial applications.
