Procedures for Implementing the National Environmental Policy Act
The National Aeronautics and Space Administration (NASA) is proposing to amend and update its regulations for implementing the National Environmental Policy Act of 1969 (NEPA). The proposed amendments would update NASA's regulations to better align with the Agency's current and near future actions, adjust the level of NEPA review and documentation required for certain actions, and provide more concise descriptions of NASA actions. Additionally, consistent with NASA's requirement to review existing Categorical Exclusions (CatExs) at least every seven years to determine whether modifications, additions, or deletions are appropriate, this proposed rule incorporates updates to NASA's CatExs based on that review.

The National Aeronautics and Space Administration (NASA) issued a document that appeared in the Federal Register on March 2, 2023, concerning a Request for Information (RFI) on behalf of the Biden-Harris Administration's Greenhouse Gas Monitoring & Measurement Interagency Working Group (GHG IWG), established by the Office of Science & Technology Policy, White House Climate Policy Office, and Office of Management and Budget. The deadline for submitting comments is being extended from April 4, 2023, to April 19, 2023. The GHG IWG seeks to receive input from the public on the draft Federal Strategy to Advance an Integrated U.S. Greenhouse Gas Monitoring & Information System (GHGMIS Strategy) that is posted on the NASA Solicitation and Proposal Integrated Review and Evaluation System's (NSPIRES). The GHG IWG will use information received to inform the drafting of the final version of the GHGMIS Strategy and in discussions on potential partnerships related to demonstration projects.

Privacy Act-NASA Regulations
This direct final rule makes changes to NASA's rules governing implementation of the Privacy Act by providing for electronic access to records and, most significantly, exempting NASA's harassment investigative case files system of records notice (SORN) from specific subsections in the Privacy Act. The rule also makes several non- substantive changes to correct titles and minor provide clarifications.
New Conflict of Interest and Conflict of Commitment Policy for Recipients of NASA Financial Assistance Awards
To address undue foreign influence in NASA-supported research and ensure responsible stewardship of taxpayer dollars, NASA has developed a new conflict of interest (COI) and conflict of commitment (COC) disclosure policy and an associated term and condition applicable to entities implementing NASA financial assistance awards that will be implemented in NASA's Grant and Cooperative Agreement Manual (GCAM). Therefore, the Agency is soliciting public comment on this new policy. This notice extends the public comment due date.
Privacy Act of 1974; System of Records
In accordance with the requirements of the Privacy Act of 1974, the National Aeronautics and Space Administration is providing public notice of a modification to a previously announced system of records, Harassment Report Case Files/NASA 10HRCF. The most significant modification is that the system of records will now be exempt from certain subsections of the Privacy Act. A statement of purpose for maintaining the records was also added. Enhancements were made to the categories of individuals, the records source categories, and the records access procedures. One duplicative routine use was deleted, and three new routine uses unique to this system were added. The notice incorporates locations and NASA standard routine uses. The system of records is more fully described in the SUPPLEMENTARY INFORMATION section of this notice.

NASA Federal Acquisition Regulation Supplement: NASA Mentor-Protégé Program
NASA is proposing to amend the NASA Federal Acquisition Regulation Supplement (NFS) to reflect updates to NASA's Mentor Prot[eacute]g[eacute] Program (MPP) including: the requirement of Small Business Specialists' concurrence on the signed letter of endorsement; requirements associated with credit received towards subcontracting goals; the change of the MPP reporting requirement from semi-annually to annually; identified the NASA Mentor Prot[eacute]g[eacute] Program Office; and clerical, semantic improvements. NASA also proposes to amend the NFS language to reflect the annual negotiation of its small business percentage goals. Lastly, the NFS will be amended to emphasize collaboration amongst representatives from the Office of Small Business Programs, Office of Procurement, and Program Offices to reduce barriers to entry and to opportunities for all small business concerns and Historically Black Colleges and Universities or Minority Institutions.
