This document makes amendments to the Federal Acquisition Regulation (FAR) in order to make needed editorial changes.

This document summarizes the Federal Acquisition Regulation (FAR) rules agreed to by the Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council (Councils) in this Federal Acquisition Circular (FAC) 2019-02. NASA hereby gives notice of its intent to grant an exclusive patent license in the United States to practice the inventions described and claimed in U.S. Patent Number 9,309,369 entitled, ``Polyimide Aerogels with Three Dimensional Crosslinked Structure'', LEW-18486-2; U.S. Patent Number 8,974,903 entitled, ``Porous Cross- Linked Polyimide-Urea Networks'', LEW-18825-1; U.S. Patent Number 9,109,088 entitled, ``Porous Cross-Linked Polyimide Networks'', LEW- 18864-1; and U.S. Patent 9,434,832 entitled, ``Polyimide Aerogels with Polyamide Cross-Links'', LEW-19200-1 to Aerogel Technologies, LLC, having its principal place of business in Boston, Massachusetts. The fields of use may be limited to polyimide aerogel/fiber composites for use in apparel and soft goods.

Under the provisions of the Paperwork Reduction Act, the Regulatory Secretariat Division will be submitting to the Office of Management and Budget (OMB) a request to review and approve an extension of a previously approved information collection requirement concerning permits, authorities, or franchises for regulated transportation.

Pursuant to the National Environmental Policy Act (NEPA), as amended, the Council on Environmental Quality Regulations for Implementing the Procedural Provisions of NEPA, and NASA's NEPA policy and procedures, NASA intends to prepare an SEIS for soil cleanup activities at SSFL in Ventura County, California. An SEIS is being prepared because there are significant new circumstances relevant to environmental concerns bearing on the proposed action and its impacts. Specifically, the estimated quantity of soil required to be removed has increased substantially since the publication of the 2014 FEIS. This increase has the potential to alter the environmental impacts that were evaluated in the 2014 FEIS. For this reason, NASA has determined it is appropriate to prepare a supplement to the 2014 FEIS. The purpose of this notice is to apprise interested agencies, organizations, tribal governments, and individuals of NASA's intent to prepare the SEIS.

The fields of use may be limited to mobile and/or transportable, as opposed to stationary (where stationary means permanently fixed and not capable of being moved), power/energy sources for United States Department of Defense (specifically the Army, Navy, Air Force, Marine Corps, and Coast Guard, as well as any future created Space Corps) applications, including but not limited to powering mobile and/or transportable high energy weaponry, including the weaponry's mode of transport (including but not limited to tanks, surface vessels, trucks, aircraft, Unmanned Underwater Vehicles (UUVs), Autonomous Underwater Vehicles (AUVs), and drones), high energy weapon platforms, and portable power stations for use at Forward Operating Bases (where Forward Operating Bases means airfields used to support tactical operations without establishing full support facilities). The licensed exclusive fields of use may exclude all other fields, including but not limited to any outer space applications intended for use beyond 400,000 feet above Earth's mean sea level. NASA has not yet made a determination to grant the requested license and may deny the requested license even if no objections are submitted within the comment period.

The Office of Chief Health and Medical Officer (OCHMO), within the National Aeronautics and Space Administration (NASA) as part of its continuing effort to reduce public burden and maximize the utility of government information, provides the general public and other Federal agencies the opportunity to comment on an information collection project, as required by the Paperwork Reduction Act of 1995. This notice invites comment on an information collection project titled, ``Electronic Medical Record for Implementation of TREAT Astronaut Act.'' The TREAT Astronaut Act is subsection 441 within the National Aeronautics and Space Administration Transition Authorization Act of 2017 (115th Congress, https:// www.congress.gov/115/plaws/publ10/PLAW-115publ10.pdf).
