This notice is issued in accordance with 35 U.S.C. 209(e) and 37 CFR 404.7(a)(1)(i). NASA hereby gives notice of its intent to grant a partially exclusive patent license in the United States, to practice the inventions described and claimed in the following U.S. Patents: ``USPN 8,160,728, Methods of determining complete sensor requirements for autonomous mobility; USPN 8,095,485, System and method for embedding emotion in logic systems; USPN 8,041,661, System and method for determining stability of a neural system; USPN 7,769,488, Reconfigurable Structure; USPN 7,512,568, Evolvable synthetic neural system'' to Sentient Cyber, having its principal place of business in New York, NY. The fields of use may be limited to, but not necessarily be limited to, e-Commerce Transactional Security Monitoring & Protection. For the purpose of this license, e-Commerce (electronic commerce or EC) is defined as the buying and selling of goods and services, or the transmitting of funds or data, over an electronic network, primarily the Internet. These business transactions occur either business-to-business, business-to-consumer, consumer-to-consumer or consumer-to-business. The patent rights in these inventions as applicable have been assigned to the United States of America as represented by the Administrator of the National Aeronautics and Space Administration. The prospective partially exclusive license will comply with the terms and conditions of 35 U.S.C. 209 and 37 CFR 404.7. NASA has not yet made a determination to grant partially exclusive licenses and may deny the requested licenses even if no objections are submitted within the comment period.

In accordance with the Federal Advisory Committee Act, Public Law 92-463, as amended, the National Aeronautics and Space Administration (NASA) announces a meeting of the Planetary Protection Subcommittee of the NASA Advisory Council (NAC). This Subcommittee reports to the Science Committee of the NAC. The meeting will be held for the purpose of soliciting, from the scientific community and other persons, scientific and technical information relevant to program planning.

The National Aeronautics and Space Administration, as part of its continuing effort to reduce paperwork and respondent burden, invites the general public and other Federal agencies to take this opportunity to comment on proposed and/or continuing information collections, as required by the Paperwork Reduction Act of 1995 (Pub. L. 104-13, 44 U.S.C. 3506(c)(2)(A)). This is a request to reinstate OMB control number 2700-0092 with changes to include all NASA financial assistance awards, not just awards to commercial firms.

The Department of Health and Human Services and the other Federal Departments and Agencies listed in this document are extending the comment period on the Federal Policy for the Protection of Human Subjects notice of proposed rulemaking. The NPRM requests comment on proposed revisions to modernize, strengthen, and make more effective the Federal Policy for the Protection of Human Subjects that was promulgated as a Common Rule in 1991. The NPRM was published in the Federal Register on September 8, 2015.

NASA is issuing a final rule to amend the NASA FAR Supplement (NFS) to revise a clause related to safety and health measures and mishaps reporting, reduce burden on contractors, and to provide guidance on specific safety and health measures that the contractor must take when working on a Federal facility, and the remedies the Government may take for failure to maintain an effective safety and health program. The revision is part of NASA's retrospective plan under Executive Order (EO) 13563 completed in August 2011.

In accordance with the Privacy Act of 1974, as amended (Privacy Act), the National Aeronautics and Space Administration (NASA) publishes this notice of a new system of records entitled ``The Office of Inspector General Advanced Data Analytics System (ADAS)'' (System Number NASA 10IGDA. This system will store individually identifying information from a variety of individuals who have applied for or received grants, contracts, loans, or payments from NASA, including current and former employees of NASA, contractors, and subcontractors, and others whose actions have affected NASA.

DoD, GSA, and NASA are proposing to amend the Federal Acquisition Regulation (FAR) to re-designate the terminology for unique identification of entities receiving Federal awards. The change to the FAR will remove the proprietary standard or number.

Under the provisions of the Paperwork Reduction Act, the Regulatory Secretariat Division will be submitting to the Office of Management and Budget (OMB) a request to review and approve an extension of a previously approved information collection requirement concerning advance payments.

NASA is making technical amendments to the NASA FAR Supplement (NFS) to provide needed editorial changes.

Pursuant to sections 14(b)(1) and 9(c) of the Federal Advisory Committee Act (Public Law 92-463), and after consultation with the Committee Management Secretariat, General Services Administration, the NASA Administrator has determined that renewal of the charter of the NASA Advisory Council is necessary and in the public interest in connection with the performance of duties. The renewed charter is for a two-year period ending October 21, 2017.

In accordance with the Federal Advisory Committee Act, Public Law 92-463, as amended, the National Aeronautics and Space Administration announces a meeting of the Ad Hoc Task Force on Science, Technology, Engineering and Mathematics (STEM) of the NASA Advisory Council (NAC). This Task Force reports to the NAC.
