SUPPLEMENTARY INFORMATION: This ICR
seeks to extend PRA authority for the
Disclosures for Participant Directed
Individual Account Plans information
collection. Employee Retirement Income
Security Act of 1974 (ERISA) section
404(c), 29 U.S.C. 1104(c), provides that,
if an individual account pension plan
permits a participant or beneficiary to
exercise control over assets in his or her
account and the participant or
beneficiary in fact exercises such
control (as determined under DOL
regulations), the participant or
beneficiary shall not be deemed to be a
fiduciary by such exercise of control
and no person otherwise a fiduciary to
the plan shall be liable for any loss or
breach that results solely from this
exercise of control. Regulations 29 CFR
2550.404a–5 provides that, when a plan
allocates investment responsibilities to
participants or beneficiaries, the plan
administrator must take action to ensure
they are provided with sufficient
information regarding the plan and its
investment options, including fee and
expense information, to make informed
decisions with regard to the
management of their individual
accounts; therefore, the regulation
requires a plan administrator to provide
each participant or beneficiary with
certain plan-related information and
investment-related information. ERISA
section 404 authorizes this information
collection. See 29 U.S.C. 1104.
This information collection is subject
to the PRA. A Federal agency generally
cannot conduct or sponsor a collection
of information, and the public is
generally not required to respond to an
information collection, unless it is
approved by the OMB under the PRA
and displays a currently valid OMB

Control Number. In addition,
notwithstanding any other provisions of
law, no person shall generally be subject
to penalty for failing to comply with a
collection of information that does not
display a valid Control Number. See 5
CFR 1320.5(a) and 1320.6. The DOL
obtains OMB approval for this
information collection under Control
Number 1210–0090.
OMB authorization for an ICR cannot
be for more than three (3) years without
renewal, and the current approval for
this collection is scheduled to expire on
November 30, 2015. The DOL seeks to
extend PRA authorization for this
information collection for three (3) more
years, without any change to existing
requirements. The DOL notes that
existing information collection
requirements submitted to the OMB
receive a month-to-month extension
while they undergo review. For

rulemaking notice published in the
Federal Register on March 19, 2015 (80
FR 14301).
Interested parties are encouraged to

SUMMARY:
I. Abstract
The NASA Contractor Financial
Management Reporting System is the
basic financial medium for contractor
reporting of estimated and incurred
costs, providing essential data for
projecting costs and hours to ensure that
contractor performance is realistically
planned and supported by dollar and
labor resources. The data provided by

these reports is an integral part of the
Agency’s accrual accounting and cost
based budgeting system. Respondents
are reimbursed for associated cost to
provide the information, per their
negotiated contract price and associated
terms of the contract. There are no ‘‘total
capital and start-up’’ or ‘‘total operation
and maintenance and purchase of
services’’ costs associated since NASA
policy requires that data reported is
generated from the contractors’ existing
system. The contractors’ internal
management system shall be relied
upon to the maximum extent possible.
Comments submitted in response to
this notice will be summarized and
included in the request for OMB
approval of this information collection.
They will also become a matter of
public record.
