Notice of Entering Into a Compact With the Senegal
In accordance with Section 610(b)(3) of the Millennium Challenge Act of 2003, as amended, and the heading ``Millennium Challenge Corporation'' of the Department of State, Foreign Operations, and Related Programs Appropriations Act, 2018, as carried forward by the Continuing Appropriations Act, 2019, the Millennium Challenge Corporation (MCC) is publishing a summary of the Millennium Challenge Compact between the United States of America, acting through MCC, and the Republic of Senegal, acting through the Ministry of Economy, Finance and Planning. Section 608(a) of the Millennium Challenge Act of 2003 requires the Millennium Challenge Corporation to publish a report that identifies countries that are ``candidate countries'' for Millennium Challenge Account assistance during FY 2018. Report on Countries That Are Candidates for Millennium Challenge Account Eligibility in Fiscal Year 2019 and Countries That Would Be Candidates but for Legal Prohibitions
Section 608(a) of the Millennium Challenge Act of 2003 requires the Millennium Challenge Corporation to publish a report that identifies countries that are ``candidate countries'' for Millennium Challenge Account assistance during FY 2019. The report is set forth in full below.
Establishment of MCC Economic Advisory Council and Call for Nominations
In accordance with the requirements of the Federal Advisory Committee Act, MCC intends to establish the MCC Economic Advisory Council (``The EAC''), and is hereby soliciting representative nominations. The EAC shall serve MCC in a solely advisory capacity and provide advice and guidance to Millennium Challenge Corporation (MCC) economists, evaluators, leadership of the Department of Policy and Evaluation (DPE), and senior MCC leadership regarding relevant trends in development economics, applied economic and evaluation methods, poverty analytics, as well as modeling, measuring, and evaluating development interventions, including without limitation social and gender inequities. In doing so, an overarching purpose of the EAC will be to sharpen MCC's analytical methods and capacity in support of continuing development effectiveness. It will also serve as a sounding board and reference group for assessing and advising on strategic policy innovations and methodological directions in MCC.

In accordance with Section 610(b)(2) of the Millennium Challenge Act of 2003 as amended, and the heading ``Millennium Challenge Corporation'' of the Department of State, Foreign Operations, and Related Programs Appropriations Act, 2018, the Millennium Challenge Corporation (MCC) is publishing a summary of the Millennium Challenge Compact between the United States of America, acting through MCC, and the country of Mongolia. Freedom of Information Act Regulations
This rule amends the Agency's regulations under the Freedom of Information Act (FOIA). The regulation has been revised to update and implement the relevant provisions of the Freedom of Information Act as required under that statute. This document will assist interested parties in obtaining access to Millennium Challenge Corporation public records.
Millennium Challenge Corporation Advisory Council Notice of Open Meeting
In accordance with the requirements of the Federal Advisory Committee Act, MCC has refiled the charter for the MCC Advisory Council (``Advisory Council''), is hereby soliciting representative nominations for the 2018-2020 term. The Council serves MCC in a solely advisory capacity and provides insight regarding innovations in relevant sectors including technology, infrastructure and blended finance; perceived risks and opportunities in MCC partner countries; and evolving approaches to working in developing country contexts. The Advisory Council provides a platform for systematic engagement with the private sector and contributes to MCC's missionto reduce poverty through sustainable, economic growth. MCC uses this advice, information and recommendations to inform compact development and implementation, and broaden public and private sector partnerships for more impact and leverage. The MCC Vice President of the Department of Compact Operations affirms that the Advisory Council is necessary and in the public interest. The Advisory Council is seeking members representing a diverse group of private sector organizations with expertise in infrastructure, business and finance and technology, particularly in the countries and regions where MCC operates. Privacy Act of 1974; New System of Records
MCC proposes to add a new system of records to its inventory of records systems subject to the Privacy Act of 1974, as amended. This action complies with the requirements of the Privacy Act to publish in the Federal Register notice of the existence and character of records maintained by the agency. The system has been operational since June 29, 2016 without incident.
Freedom of Information Act Regulations
The purpose of this document is to outline the procedures by which the Millennium Challenge Corporation proposes to implement the relevant provisions of the Freedom of Information Act as required under that statute. This document will assist interested parties in obtaining access to Millennium Challenge Corporation public records.
