Medicare Payment Advisory Commission Nomination Letters
The Balanced Budget Act of 1997 established the Medicare Payment Advisory Commission (MedPAC) and gave the Comptroller General responsibility for appointing its members. For appointments to MedPAC that will be effective May 1, 2010, I am announcing the following: Letters of nomination should be submitted between January 1 and March 1, 2010, to ensure adequate opportunity for review and consideration of nominees prior to the appointment of new members.
System of Personnel Records
The Government Accountability Office (GAO) proposes to establish a new system of personnel records under its privacy regulations, Privacy Procedures for Personnel Records. This Human Capital Management System of Records encompasses GAO payroll- and personnel-related information maintained by GAO and exchanged with the U.S. Department of Agriculture's National Finance Center (USDA/NFC) and the U.S. Department of the Treasury's HR Connect program (Treasury/HR Connect). To support its human capital management activities, GAO has entered into interagency agreements with these two Federal Executive Branch agencies as shared service providers. USDA/NFC provides payroll and personnel information processing (Department of Agriculture, Systems of Record Notice OP-1), and Treasury/HR Connect operates a human capital management support system (Department of Treasury .001 Treasury Payroll and Personnel System). The policies and procedures described in this notice are intended to ensure that personal information contained in GAO's personnel records is protected as provided by GAO's privacy regulation.
Medicaid and CHIP Payment and Access Commission Nominations
The Children's Health Insurance Program Reauthorization Act of 2009 (CHIPRA) established the Medicaid and CHIP Payment and Access Commission (MACPAC) to review Medicaid and CHIP access and payment policies and to advise Congress on issues affecting Medicaid and CHIP. CHIPRA gave the Comptroller General of the United States responsibility for appointing MACPAC's 17 members, with initial appointments to be made not later than January 1, 2010. For these appointments, I am announcing the following: Letters of nomination and resumes will be accepted through October 1st, 2009 to ensure adequate opportunity for review and consideration of nominees prior to appointment of members.
Appointments to the Medicare Payment Advisory Commission

Health Information Technology (HIT) Policy Committee Nomination Letters
The American Recovery and Reinvestment Act of 2009 (Act) established the HIT Policy Committee to make recommendations on the implementation of a nationwide health information technology infrastructure to the National Coordinator for Health Information Technology, whose office was also established by the Act. The HIT Policy Committee consists of at least 20 members, 13 of which are to be appointed by the Comptroller General within 45 days of enactment of the Act. For appointments to the HIT Policy Committee that will be made no later than April 3, 2009, I am announcing the following: Letters of nomination and resumes should be submitted by March 6, 2009 to ensure adequate opportunity for review and consideration of nominees prior to appointment of members.
Publication of Volume III of GAO's “Principles of Federal Appropriations Law”
The third edition of Volume III of GAO's ``Principles of Federal Appropriations Law'' was recently published by the Government Printing Office (GPO). Government departments, agencies, and other federal organizations that normally require more than one copy were given an opportunity to request them through their agencies' account representatives at a pre-publication rate. This notice is intended for other parties who might be interested in purchasing the book.
