Open Dialogue on Improving Federal Procurement

General Services Administration Acquisition Regulation (GSAR); Purchasing by Non-Federal Entities
The General Services Administration (GSA) is issuing a proposed rule amending the General Services Administration Acquisition Regulation (GSAR), Describing Agency Needs, to implement the Federal Supply Schedules Usage Act of 2010 (FSSUA), the Native American Housing Assistance and Self-Determination Reauthorization Act of 2008 (NAHASDA), the John Warner National Defense Authorization Act for Fiscal Year 2007 (NDAA), and the Local Preparedness Acquisition Act for Fiscal Year 2008 (LPAA), to provide increased access to GSA's Federal Supply Schedules (Schedules). GSA is also amending GSAR regarding Federal Supply Schedule Contracting and Solicitation Provisions and Contract Clauses, in regard to this statutory implementation.

Federal Management Regulation; Delegations of Lease Acquisition Authority-Notification, Usage, and Reporting Requirements for General Purpose, Categorical, and Special Purpose Space Delegations
The U.S. General Services Administration (GSA) recently completed a review of agencies' lease files for space acquired using a delegation of leasing authority from GSA in accordance with Federal Management Regulation (FMR) Bulletin 2008-B1 (Bulletin 2008-B1). FMR Bulletin C-2 clarifies the conditions, restrictions and reporting requirements specified in the delegation of authority and updates weblinks, the Simplified Lease Threshold and regulation references specified in FMR Bulletin 2008-B1. This bulletin is in keeping with the spirit of Executive Order 13327, ``Federal Real Property Asset Management,'' to maximize the increased governmentwide emphasis on real property inventory management. A notice announcing FMR Bulletin C-2 appeared in the Federal Register on March 13, 2014 (79 FR 144251) which stated the bulletin would be posted only on the FMR Web site. However, that decision was reconsidered and for the convenience of the reader, FMR Bulletin C-2 appears in full in today's Federal Register following this notice. On March 12, 2014, the PBS-P100, Facilities Standards for the Public Buildings Service (P100), was issued. The Facilities Standards for the Public Buildings Service establishes design standards and criteria for new buildings, repairs and alterations, modernizations, lease construction buildings with government option to purchase, and work in historic structures for the Public Buildings Service (PBS) of the U.S. General Services Administration (GSA). This lastest update to the document contains both performance based standards and prescriptive requirements to be used in the programming, design, and documentation of GSA buildings. Federal Management Regulation; Change in Consumer Price Index Minimal Value
The public law regarding the receipt and disposition of foreign gifts and decorations requires that at 3-year intervals following January 1, 1981, minimal value for foreign gifts be redefined in regulations prescribed by the Administrator of General Services, in consultation with the Secretary of State, to reflect changes in the Consumer Price Index for the immediately preceding 3-year period. The required consultation has been completed and the minimal value has been increased to mean $375 or less as of January 1, 2014.

General Services Administration Acquisition Regulation; (GSAR); Electronic Contracting Initiative (ECI)
The General Services Administration (GSA) is issuing a final rule amending the General Services Administration Acquisition Regulation (GSAR) to add a Modifications (Federal Supply Schedule) clause, and an Alternate I version of the clause that will require electronic submission of modifications under Federal Supply Schedule (FSS) contracts managed by GSA. The public reporting burdens associated with both the basic and Alternate I clauses are also being updated.
Joint Working Group on Improving Cybersecurity and Resilience Through Acquisition
On February 12, 2013, the President issued an Executive Order for Improving Critical Infrastructure Cybersecurity (Executive Order 13636). In accordance with Section 8(e) of Executive Order 13636, the General Services Administration (GSA) and the Department of Defense (DOD) submitted recommendations on the feasibility, security benefits, and relative merits of incorporating security standards into acquisition planning and contract administration and addressing what steps can be taken to harmonize, and make consistent, existing procurement requirements related to cybersecurity. On January 23, 2014, the GSA and DOD posted the Final Report of the Joint Working Group on Improving Cybersecurity and Resilience through Acquisition on the DOD and GSA Web sites. The report makes six (6) recommendations to improve cybersecurity and resilience in Federal acquisitions. This Request for Comments is being published to obtain stakeholder input on how to implement the report's recommendations.

GSA's Travel Data Challenge Competition
The purpose of this notice is to announce a challenge competition hosted by GSA's Office of Government-wide Policy that will begin on February 14th, 2014. The competition will be open until April 11, 2014. The competition details can be viewed at www.challengepost.com on or after February 14th. The goal of this challenge is to ask the public to develop a smart technology solution that has the capability to provide agencies with key insights and recommendations for cost savings behaviors related to travel. GSA will challenge solvers to create a tool using sample GSA travel data that can then be replicated across Government to aid agencies in making smarter travel decisions. Furthermore, GSA will ask members of the public to provide recommendations for improvement in data collection.

GSA Bulletin FTR 14-04] Federal Travel Regulation (FTR); Relocation Allowances-Standard Mileage Rate for Moving Purposes
The U.S. General Services Administration (GSA) published FTR Amendments 2007-03, June 27, 2007, and 2007-06, December 11, 2007, in the Federal Register (72 FR 35187 and 72 FR 70234 respectively) specifying that the Internal Revenue Service (IRS) Standard Mileage Rate for moving purposes would be the rate at which agencies will reimburse an employee for using a Privately Owned Vehicle (POV) for relocation worldwide. The amendment indicated that the change to the IRS Standard Mileage Rate for moving purposes applied to relocations on and after September 25, 2007, and that GSA would publish a bulletin announcing any changes to that rate made by the IRS thereafter. On December 6, 2013, the IRS announced that as of January 1, 2014, the relocation mileage rate would decrease to $0.235 per mile for the 12- month period ending on December 31, 2014. Thus, the reimbursement rate for POVs used in conjunction with official relocation will also be $0.235 for the same period. FTR Bulletin 14-04 is attached. Modernizing the Federal Supply Schedule Program: Order-Level Materials
The Federal Acquisition Service (FAS) of the General Services Administration (GSA) is seeking comments that can be used to assist in the development of processes and procedures for the inclusion of order- level materials under the Federal Supply Schedule (FSS) program. Though the acquisition of order-level materials is allowed under multiple- award Indefinite-Delivery/Indefinite-Quantity (IDIQ) contracts, FAS has yet to develop a clear mechanism for the procurement of these items under the FSS program. FAS is now taking steps to bring the FSS program into parity with other multiple-award IDIQ contract vehicles. This endeavor is a critical piece of a larger effort to modernize the FSS program as a whole, under which FAS aims to increase efficiency and effectiveness, facilitate the purchase of total solutions, maximize competition, and promote small business utilization across Government.
