The February 7,2024 notice announced GSAs intent to prepare a Draft Environmental Impact Statement (DEIS) to analyze the potential environmental effects of the proposed expansion and modernization of the existing Alcan LPOE.

On January 12, 2024, GSA published a final rule amending the General Services Administration Acquisition Regulation (GSAR) to clarify when GSAR clauses apply to Federal Supply Schedule contracts. Some text inadvertently appeared in a section revision, and inadvertently omitted amendatory text. This correction removes that text and adds the omitted language.
Semiannual Regulatory Agenda
This agenda provides summary descriptions of regulations being developed by the Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council in compliance with Executive Order 12866 ``Regulatory Planning and Review,'' as reaffirmed and amended in Executive Order 13563, ``Improving Regulation and Regulatory Review,'' and Executive Order 14094, ``Modernizing Regulatory Review.'' This agenda is being published to allow interested persons an opportunity to participate in the rulemaking process. Additionally, members of the public can track the progress of any open and pending FAR rule via the ``Open FAR Cases'' report, which is publicly available at https://www.acq.osd.mil/dpap/dars/far_case_status.html. The Regulatory Secretariat Division has attempted to list all regulations pending at the time of publication, except for minor and routine or repetitive actions; however, unanticipated requirements may result in the issuance of regulations that are not included in this agenda. Unified Agenda of Federal Regulatory and Deregulatory Actions
This agenda announces the proposed regulatory actions that GSA plans for the next 12 months and those that were completed since the spring 2023 edition. This agenda was developed under the guidelines of Executive Orders 12866 ``Regulatory Planning and Review,'' and 13563 ``Improving Regulation and Regulatory Review,'' respectively. GSA's purpose in publishing this agenda is to allow interested persons an opportunity to participate in the rulemaking process. GSA also invites interested persons to recommend existing significant regulations for review to determine whether they should be modified or eliminated. The public may provide comments on rules via https://www.regulations.gov. The Unified Agenda, including previous versions, are available at www.reginfo.gov. Because publication in the Federal Register is mandated for the regulatory flexibility agendas required by the Regulatory Flexibility Act (5 U.S.C. 602), GSA's printed agenda entries include only: (1) Rules that are in the Agency's regulatory flexibility agenda, in accordance with the Regulatory Flexibility Act, because they are likely to have a significant economic impact on a substantial number of small entities; and (2) Any rules that the Agency has identified for periodic review under section 610 of the Regulatory Flexibility Act. Notice of Availability of a Draft Environmental Impact Statement for the Alcan Land Port of Entry Expansion and Modernization in Alcan, Alaska
Pursuant to the requirements of the National Environmental Policy Act of 1969 (NEPA), GSA has prepared a Draft Environmental Impact Statement (DEIS) to analyze the potential environmental effects of the proposed expansion and modernization of the existing Alcan LPOE. The Alcan LPOE is located at Milepost 1221.8 on the Alaska Highway, 0.43 miles from the U.S./Canada Border. U.S. Customs and Border Protection (CBP) operates this facility year-round in sub-arctic weather conditions. The Alcan LPOE is the only 24-hour port serving privately-owned vehicles (POVs) and commercial traffic between the Yukon Territory, Canada, and mainland Alaska. GSA proposes to build an expanded and modernized LPOE and new housing units at Alcan, Alaska, to replace the existing facilities. The DEIS describes the purpose and need for the proposed project, the alternatives considered, the existing environment that could be affected, the potential impacts resulting from each of the alternatives, and proposed best management practices and mitigation measures.

Under the provisions of the Paperwork Reduction Act, the Regulatory Secretariat Division will be submitting to the Office of Management and Budget (OMB) a request to review and approve a revision of a previously approved information collection requirement for Prohibition to Certain Telecommunications and Video Surveillance Services or Equipment under Lease Acquisitions and Commercial Solution Openings. The revision now includes new information to be collected related to supply chain risk information sharing and exclusion or removal orders consistent with the Federal Acquisition Supply Chain Security Act of 2018.

Office of Federal Procurement Policy; Federal Acquisition Regulation: Pay Equity and Transparency in Federal Contracting
DoD, GSA, and NASA are proposing to amend the Federal Acquisition Regulation (FAR) to implement a proposed Governmentwide policy developed by the Administrator for Federal Procurement Policy (OFPP Administrator), pursuant to the Administrator's authority that would prohibit contractors and subcontractors from seeking and considering information about job applicants' compensation history when making employment decisions for certain positions. Under the proposed policy and the proposed regulatory amendments, contractors and subcontractors would also be required to disclose the compensation to be offered to the hired applicant in job announcements for certain positions.

Federal Travel Regulation (FTR); Relocation Allowances-Miscellaneous Expenses Allowance
The United States General Services Administration (GSA) is proposing to amend the FTR by removing the relocation miscellaneous expenses allowance (MEA) lump sum amounts from the FTR. These lump sum amounts will be published in FTR Bulletins on an intermittent basis, much like what is done for per diem and mileage rates. The relocation MEA actual (as opposed to lump sum) amounts are unchanged and will remain in the FTR. The proposed rule would also update the types of expenses that may or may not be reimbursed by relocation MEA when employees itemize under actual expense. The proposed rule would also update and clarify other relocation MEA regulatory sections and rearrange them into a more sequential order.

Notice of Intent To Prepare an Environmental Impact Statement for the Modernization of the Land Port of Entry in Norton, Vermont
Pursuant to the requirements of the National Environmental Policy Act of 1969 (NEPA) GSA intends to prepare an Environmental Impact Statement (EIS) to analyze the potential environmental impacts from the proposed modernization of the Land Port of Entry (LPOE) in Norton, Vermont. The proposed project would allow the U.S. Customs and Border Protection (CBP) to more efficiently carry out its agency mission at the international border crossing between Norton, Vermont and Stanhope, Quebec. The project study area is located in an area susceptible to flooding and therefore project alternatives will be reviewed in accordance with Executive Orders 11988, and 13690. GSA also intends to initiate consultation as required by Section 106 of the National Historic Preservation Act.
Office of Shared Solutions and Performance Improvement (OSSPI); Chief Data Officers Council (CDO); Request for Information-Synthetic Data Generation
The Federal CDO Council was established by the Foundations for Evidence-Based Policymaking Act. The Council's vision is to improve government mission achievement and increase benefits to the nation through improving the management, use, protection, dissemination, and generation of data in government decision-making and operations. The CDO Council is publishing this Request for Information (RFI) for the public to provide input on key questions concerning synthetic data generation. Responses to this RFI will inform the CDO Council's work to establish best practices for synthetic data generation.
