Notice of Establishment of a Federal Advisory Committee
The General Services Administration (GSA) announces the establishment of the Open Government Federal Advisory Committee (hereinafter "the Committee" or "the OG FAC") in accordance with the Federal Advisory Committee Act, as amended.
Federal Acquisition Regulation: Prohibition on Certain Semiconductor Products and Services
DoD, GSA, and NASA issued an advance notice of proposed rulemaking (ANPR) on May 3, 2024, with considerations for amending the Federal Acquisition Regulation (FAR) to implement paragraphs (a), (b), and (h) in section 5949 of the James M. Inhofe National Defense Authorization Act for Fiscal Year 2023 that prohibits executive agencies from procuring or obtaining certain products and services that include covered semiconductor products or services effective December 23, 2027. The deadline for submitting comments is being extended from July 2, 2024, to August 2, 2024, to provide additional time for interested parties to provide comments on the ANPR. Additionally, DoD, GSA, and NASA are providing instructions on how to submit business confidential information within a public comment, for this ANPR only.

Privacy Act of 1974; System of Records
Pursuant to the provisions of the Privacy Act of 1974, notice is given that the General Services Administration (GSA) proposes to rescind a System of Records Notice, GSA/GOVT-8, Excluded Parties List System. This system of records contains information entered by Federal agencies that identifies individuals excluded from Federal Government procurement and nonprocurement programs and the applicable authority for the exclusion.
Information Collection; General Services Administration Acquisition Regulation; Identification of Products with Environmental Attributes
Under the provisions of the Paperwork Reduction Act the Regulatory Secretariat Division will be submitting to the Office of Management and Budget (OMB) a request to review and approve an extension of an information collection requirement regarding identification of products with environmental attributes.
Information Collection; Federal Acquisition Regulation Part 47: Transportation Requirements
In accordance with the Paperwork Reduction Act of 1995, and the Office of Management and Budget (OMB) regulations, DoD, GSA, and NASA invite the public to comment on an extension concerning Federal Acquisition Regulation (FAR) part 47, transportation requirements. DoD, GSA, and NASA invite comments on: whether the proposed collection of information is necessary for the proper performance of the functions of Federal Government acquisitions, including whether the information will have practical utility; the accuracy of the estimate of the burden of the proposed information collection; ways to enhance the quality, utility, and clarity of the information to be collected; and ways to minimize the burden of the information collection on respondents, including the use of automated collection techniques or other forms of information technology. OMB has approved this information collection for use through November 30, 2024. DoD, GSA, and NASA propose that OMB extend its approval for use for three additional years beyond the current expiration date.
Privacy Act of 1974; System of Records
GSA proposes to modify a system of records subject to the Privacy Act of 1974, as amended. This system of records was established to collect and maintain records concerning GSA Office of Inspector General (OIG) investigations, including allegations of misconduct, violations of criminal, civil, and administrative laws and regulations pertaining to GSA programs, operations, employees, contractors, and other individuals or entities associated with GSA. This system of records is intended to support and protect the integrity of GSA OIG's investigations and operations; ensure compliance with applicable laws, regulations, and policies; and ensure the integrity of GSA employees' conduct and the conduct of contractors and other entities which have business with GSA. The previously published notice is being revised to update the categories of records in the system to include video and audio recordings, add two new routine uses, and to update additional information in the system of records notice.
Submission for OMB Review; Reporting and Use of Information Concerning Integrity and Performance of Recipients of Grants and Cooperative Agreements
Under the provisions of the Paperwork Reduction Act, the Regulatory Secretariat Division (MVCB) will be submitting to the Office of Management and Budget (OMB) a request to review and approve a revision and renewal of the currently approved information collection requirement on the reporting and use of information concerning integrity and performance of recipients of grants and cooperative agreements.
