Privacy Act of 1974; System of Records
Pursuant to the provisions of the Privacy Act of 1974, notice is given that the General Services Administration (GSA) proposes to establish a new system of records, entitled Events Management System, GSA/PBS-9. This system of records manages registration and attendance for virtual events and in-person events on GSA-managed properties.
Notice of Availability for the Final Environmental Impact Statement for the Buildings 202, 214 and 220 South State Street, Chicago, Illinois.
The GSA, in cooperation with the U.S. Federal Protective Service and in accordance with the National Environmental Policy Act (NEPA), announces the availability of the Final Environmental Impact Statement (EIS) for the future of 202, 214, and 220 South State Street, Chicago, Illinois. The Final EIS analyzed the potential environmental impacts of GSA's Proposed Action to address the future of the vacant buildings GSA owns at 202, 214, and 220 South State Street between Adams Street and Jackson Boulevard, adjacent to the Everett McKinley Dirksen U.S. Courthouse (Dirksen Courthouse) in downtown Chicago, Illinois. GSA considered two action alternatives (Alternative A, Demolition, and Alternative B, Viable Adaptive Reuse) and a No Action Alternative. The Final EIS states the purpose and need for the Proposed Action, analyzes alternatives considered, and assesses environmental impacts of each alternative, including avoidance, minimization, and mitigation measures. GSA has selected Viable Adaptive Reuse (Alternative B) as its Preferred Alternative.
Office of Federal High-Performance Green Buildings; Notification of Public Comment Period for GSA's Green Building Certification System Review
GSA is seeking comments on its draft recommendations to the Secretary of Energy on those green building certification systems that will most likely "encourage a comprehensive and environmentally sound approach" to the certification of high-performance green Federal buildings, per requirements of the Energy Independence and Security Act of 2007. These draft recommendations are based on the information contained in GSA's 2024 Green Building Certification System Review Findings Report that analyzed green building certification systems and their alignment with Federal green building performance requirements. GSA will be using stakeholder input to potentially augment its final recommendations to the Secretary of Energy. The information being asked for in this notice is not for the purpose of a proposed GSA rulemaking or a GSA regulation.

General Services Administration Acquisition Regulation; Standardizing the Identification of Deviations in the General Services Administration Acquisition Regulation
GSA is issuing this final rule amending the General Services Administration Acquisition Regulation (GSAR) to standardize the language used to identify and communicate when there has been an approved FAR deviation within the GSAR. This action is necessary in order to provide consistency for readers of the GSA regulations. The intended effects of this rule are: first, the standardized text will allow readers consulting the table of contents of a given GSAR subpart to easily locate sections containing FAR deviations; and second, standardized language at the beginning of individual GSAR subdivisions containing FAR deviations will both identify the use of and specify the actions authorized by the deviation.
General Services Administration Acquisition Regulation; Removing the GSA Payments Clause for Non-Commercial Contracts
The General Services Administration is amending the General Services Administration Acquisition Regulation (GSAR) to remove clause 552.232-1 Payments. This clause requires the Government to pay a contractor without submission of an invoice or voucher for non- commercial fixed price contracts for supplies or services.

This legislation tasks GSA to identify and gain insight into emerging contemporary trends, practices, and standards in EV Battery Management. OGP will subsequently develop a comprehensive strategic plan to help agencies maximize the full potential of EV Battery Management best practices and strategic benefits.
