Federal Management Regulation; Designation of Authority and Sustainable Siting
GSA, in furtherance of its authority to furnish space to federal agencies, hereby amends the Federal Management Regulation (FMR) to elaborate on the factors that are advantageous to the Government when planning for location decisions. In addition, the proposed revisions are necessary to bring the current regulation into compliance with updated terminology in statute and Office of Management and Budget (OMB) bulletins. Notice of Availability for a Final Supplemental Environmental Impact Statement and Floodplain Assessment and Statement of Findings for the International Falls Land Port of Entry Modernization and Expansion Project in International Falls, Minnesota
This notice announces the availability of the Final Supplemental Environmental Impact Statement (SEIS), which examines potential environmental impacts from the modernization and expansion of the International Falls Land Port of Entry (LPOE) in International Falls, Minnesota. The existing International Falls LPOE is owned and managed by GSA and is operated by the U.S. Department of Homeland Security's Customs and Border Protection (CBP). The Final SEIS describes the purpose and need for the project; alternatives considered; the existing environment that could be affected; the potential impacts resulting from each of the alternatives; and proposed mitigation commitments. The Final SEIS also includes a Floodplain Assessment and Statement of Findings as a result of construction in a floodplain at the International Falls LPOE. Based on impacts analyses and public comments, GSA has identified Alternative 1 (Full Build) as described in the Final SEIS as its preferred alternative. Alternative 1 has also been identified as the environmentally preferred alternative.
Notice of Inquiry Regarding PFAS in Products
As part of its on-going commitment to advancing sustainable acquisition, the General Services Administration (GSA) is exploring opportunities to reduce or eliminate potential per-and polyfluoroalkyl substances (PFAS) chemicals with the intent to reduce exposure from products offered to the Government through GSA's contract solutions. GSA is publishing this notice to request comments to help us understand potential areas for focus, and to identify potential unintended negative impacts. At this time, GSA has not determined whether or not it should work towards a notice of proposed rule-making to address this topic.
Public Review and Comment of the Mid-Term Self-Assessment Report of the United States' 5th Open Government National Action Plan; Request for Public Comment
This notice informs the public of the opportunity to provide input on the self-assessment report created in support of the United States' participation in the Open Government Partnership (OGP). This input will be considered as GSA Office of Government-wide Policy finalizes the self-assessment prior to submission to the OGP. The United States has been a committed member of the Open Government Partnership since its inception, actively participating in the global effort to promote transparent, participative, and accountable governance. As part of this ongoing commitment, the United States is in the process of implementing its 5th Open Government National Action Plan (NAP 5), which outlines 36 commitments to further advance open government principles domestically and internationally. In accordance with OGP recommendations, the U.S. is conducting a mid-term self- assessment of the current NAP 5. This assessment serves as an essential tool for both self-reflection and planning, enabling the identification of achievements, challenges, and areas for improvement.

In accordance with the Paperwork Reduction Act of 1995, and the Office of Management and Budget (OMB) regulations, DoD, GSA, and NASA invite the public to comment on an extension concerning construction wage rate requirementsprice adjustment (Actual Method). DoD, GSA, and NASA invite comments on: whether the proposed collection of information is necessary for the proper performance of the functions of Federal Government acquisitions, including whether the information will have practical utility; the accuracy of the estimate of the burden of the proposed information collection; ways to enhance the quality, utility, and clarity of the information to be collected; and ways to minimize the burden of the information collection on respondents, including the use of automated collection techniques or other forms of information technology. OMB has approved this information collection for use through August 31, 2024. DoD, GSA, and NASA propose that OMB extend its approval for use for three additional years beyond the current expiration date.

This system of records contains information entered by GSA and provides transportation fringe benefits to employees who use mass transportation to commute to and from work.

Submission for OMB Review; Data Collection for a National Evaluation of the American Rescue Plan
Under the provisions of the Paperwork Reduction Act, OES is proposing new data collection activities conducted for the National Evaluation of the American Rescue Plan (ARP). The objective of this project is to provide a systematic look at the contributions of selected ARP-funded programs toward achieving equitable outcomes to inform program design and delivery across the Federal Government. The project will include in-depth, cross-cutting evaluations and data analysis of selected ARP programs, especially those with shared outcomes, common approaches, or overlapping recipient communities; and targeted, program-specific analyses to fill critical gaps in evidence needs.

Federal Acquisition Regulation: Establishing Federal Acquisition Regulation Part 40
DoD, GSA, and NASA are issuing a final rule amending the Federal Acquisition Regulation (FAR) to add the framework for a new FAR part on information security and supply chain security. The creation of this new FAR part does not implement any of the information security and supply chain security policies or procedures. The amendment simply establishes the new FAR part.
