This document is issued under the joint authority of DoD, GSA, and NASA. This Small Entity Compliance Guide has been prepared in accordance with section 212 of the Small Business Regulatory Enforcement Fairness Act of 1996. It consists of a summary of the rule appearing in Federal Acquisition Circular (FAC) 2022-03, which amends the Federal Acquisition Regulation (FAR). Interested parties may obtain further information regarding this rule by referring to FAC 2022-03, which precedes this document.

GSA is issuing a bulletin for the FMR, titled ``Persons who are Nursing in Public Buildings.'' This bulletin supplements a previous bulletin on the subject, and clarifies space requirements and availability of lactation spaces in public buildings for both Federal employees and members of the public.

GSA is proposing to amend the General Services Administration Acquisition Regulation (GSAR) to implement Section 4 requirements of the Secure Federal Leases from Espionage and Suspicious Entanglements Act (the Act or Secure Federal LEASEs Act). The Act addresses the risks of foreign ownership of Government-leased real estate and requires the disclosure of ownership information for high-security space leased to accommodate a federal agency.

In accordance with the Paperwork Reduction Act of 1995, and the Office of Management and Budget (OMB) regulations, DoD, GSA, and NASA invite the public to comment on a revision concerning certain Federal Acquisition Regulation (FAR) part 16 contract pricing requirements. DoD, GSA, and NASA invite comments on: Whether the proposed collection of information is necessary for the proper performance of the functions of Federal Government acquisitions, including whether the information will have practical utility; the accuracy of the estimate of the burden of the proposed information collection; ways to enhance the quality, utility, and clarity of the information to be collected; and ways to minimize the burden of the information collection on respondents, including the use of automated collection techniques or other forms of information technology. OMB has approved this information collection for use through February 28, 2022. DoD, GSA, and NASA propose that OMB extend its approval for use for three additional years beyond the current expiration date.

Notice of these web-based public meetings is being provided in accordance with GSA policy. This notice provides the schedule for a series of public meetings of the Green Building Advisory Committee's Federal Building Decarbonization Task Group, which are open for the public to observe. The Federal Acquisition Regulatory Council published an advance notice of proposed rulemaking on October 15, 2021, seeking public input on a potential amendment to the Federal Acquisition Regulation (FAR) to ensure that major Federal agency procurements minimize the risk of climate change. GSA is accepting written public comments on the work of the Presidential Commission on the Supreme Court of the United States (Commission). Further, GSA is providing notice of an open public virtual meeting of the Commission in accordance with the requirements of the Federal Advisory Committee Act. GSA Bulletin FTR 22-03 provides guidance to agencies subject to the Federal Travel Regulation (FTR) to clarify that ``special needs'' travel may include reasonable accommodations for employees who breastfeed.

The Federal CDO Council was established by the Foundations for Evidence-Based Policymaking Act (https://www.congress.gov/bill/115th- congress/house-bill/4174/text), which also requires all federal agencies to appoint a CDO. The Council's vision is to improve government mission achievement and increase the benefits to the Nation through improvement in the management, use, protection, dissemination, and generation of data in government decision-making and operations. The CDO Council is publishing this Request for Information (RFI) for the public to provide input on key questions to support the council's mission and focus areas. Responses to this RFI will inform the Council's efforts and will be shared with the relevant groups in the Council.
