Federal Travel Regulation; Taxes on Relocation Expenses, Withholding Tax Allowance (WTA) and Relocation Income Tax Allowance (RITA) Eligibility
The General Services Administration (GSA), in consultation with the Secretary of the Treasury, is amending the Federal Travel Regulation (FTR) to authorize Withholding Tax Allowance (WTA) and Relocation Income Tax Allowance (RITA) to all individuals who receive relocation allowances paid by the Federal Government. This amendment is in accordance with legislative changes to GSA's statutory authority for taxes on reimbursements for travel, transportation, and relocation expenses as enacted in the National Defense Authorization Act for Fiscal Year 2020, and as further amended by the National Defense Authorization Act for Fiscal Year 2021.
Federal Management Regulation (FMR); Persons Who Are Nursing in Public Buildings
GSA is issuing a bulletin for the FMR, titled ``Persons who are Nursing in Public Buildings.'' This bulletin supplements a previous bulletin on the subject, and clarifies space requirements and availability of lactation spaces in public buildings for both Federal employees and members of the public.
Relocation Allowances-Extended Waiver of Certain Federal Travel Regulation (FTR) Provisions During the COVID-19 Pandemic
This GSA Bulletin FTR 22-04 informs agencies that certain provisions of the FTR governing official relocation travel and renewal agreement travel (RAT) may continue to be temporarily waived for the period of time stated in the bulletin. This bulletin also rescinds an expiring GSA bulletin pertaining to relocation allowances during the pandemic and re-establishes information therein via this new bulletin.

GSA is proposing to amend the General Services Administration Acquisition Regulation (GSAR) to implement Section 4 requirements of the Secure Federal Leases from Espionage and Suspicious Entanglements Act (the Act or Secure Federal LEASEs Act). The Act addresses the risks of foreign ownership of Government-leased real estate and requires the disclosure of ownership information for high-security space leased to accommodate a federal agency.

The Federal Acquisition Regulatory Council published an advance notice of proposed rulemaking on October 15, 2021, seeking public input on a potential amendment to the Federal Acquisition Regulation (FAR) to ensure that major Federal agency procurements minimize the risk of climate change. The deadline for submitting comments is being extended from December 14, 2021, to January 13, 2022, to provide additional time for interested parties to provide inputs.
