Under the provisions of the Paperwork Reduction Act of 1995 (44 U.S.C. Chapter 35), the General Services Administration has submitted to the Office of Management and Budget (OMB) a request to review and approve a renewal of a currently approved information collection requirement regarding the market research questionnaire. A request for public comments was published at 70 FR 35086, June 16, 2005. No comments were received. Public comments are particularly invited on: Whether this collection of information is necessary and whether it will have practical utility; whether our estimate of the public burden of this collection of information is accurate, and based on valid assumptions and methodology; ways to enhance the quality, utility, and clarity of the information to be collected.

Under the provisions of the Paperwork Reduction Act of 1995 (44 U.S.C. Chapter 35), the Federal Acquisition Regulation (FAR) Secretariat has submitted to the Office of Management and Budget (OMB) a request to review and approve an extension of a currently approved information collection requirement concerning permits, authorities, or franchises certification. A request for public comments was published in the Federal Register at 70 FR 29288 on May 20, 2005. No comments were received. The clearance currently expires on October 31, 2005. Board of Contract Appeals; Rules of Procedure of the General Services Administration Board of Contract Appeals
This document contains final revisions to the rules governing proceedings before the General Services Administration Board of Contract Appeals (Board). The Board is revising the language regarding the processing of awards for payment in contract appeals. The Board, by majority vote, has adopted this revised rule pursuant to its authority contained in the Contract Disputes Act of 1978 (41 U.S.C. 601-613).
General Services Administration Acquisition Regulation; White Paper-Adding Ancillary Repair and Alteration Services to the General Services Administration Schedules Program
The General Services Administration (GSA) is considering adding ancillary Repair and Alteration (R&A) services to the GSA Schedules Program. The Federal Acquisition Regulation (FAR) describes R&A services as a subset of construction services. As such, the GSA Schedules Program has not been able to provide fully-integrated solutions that often involve R&A services. The GSA requests that interested parties provide comments.

Office of Small Business Utilization; Small Business Advisory Committee
The General Services Administration is announcing the creation of a Small Business Advisory Committee (the Committee). The Committee will offer advice and recommendations on a wide range of government procurement issues affecting small business. Specifically, the committee is to develop proposed solutions that will allow GSA to make it easier for small businesses to participate in federal contracting, identify problem areas currently restricting small business participation, and provide direct feedback on the impact of new legislation and regulations on small business as they are introduced by the government.
Notice; Establishment of E-Authentication Service Component
In accordance with the Privacy Act of 1974, as amended, the General Services Administration (GSA) proposes to establish the E- Authentication Federation, or ``Service Component.'' The E- Authentication Service Component is a common infrastructure for electronically authenticating the identity of users of Federal E- Government services Governmentwide. Using a common network, this infrastructure links identity suppliers (termed Credential Service Providers or CSPs) and identity consumers (termed Agency Applications or AAs) enabling participating CSPs and AAs to communicate in a standardized way. The E-Authentication Service Component does not create or maintain any new Federal System of Records, but does provide for the authorized exchange of information among systems of records that have been or will be established to support Federal E-Government programs and services.
